8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Upper Harbour Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
Purpose 1. Gavin Gunston, Community Coordinator and Youth Worker, Hobsonville Community Trust and Angela Thomson, Hobsonville Point Resident Committee Representative for Social Well-Being and Placemaking/Development will be in attendance to address the Upper Harbour Local Board, regarding the community facilities and infrastructure at Hobsonville Point.

Recommendation/s That the Upper Harbour Local Board: a) thank Gavin Gunston, Community Coordinator and Youth Worker, Hobsonville Community Trust and Angela Thomson, Hobsonville Point Resident Committee Representative for Social Well-Being and Placemaking/Development for their presentation and attendance.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

New Road Name Approval for the Residential Subdivision by Hobsonville Limited at 1 Settlers Ave, Hobsonville

Purpose
1. The report seeks approval from the Upper Harbour Local Board, for new road names for a road and jointly owned access lots (JOALs) created by way of subdivision at 1 Settlers Ave, Hobsonville.
Executive Summary
2. Auckland Council has road naming guidelines that set out the requirements and criteria for the names of proposed roads and jointly owned access lots (JOALs). These requirements and criteria have been applied in this situation to ensure consistency of road naming for the Auckland Council.
3. Following assessment against the road naming criteria; the proposed names below were determined to meet council’s road naming policy critera:

4. Local iwi groups were consulted. Two responses were received, one from Tame Te Rangi of Te Runanga O Ngati Whatua, deferring to Kaipara and the second from Pani Gleeson of Ngati Whatua Orakei, who has suggested Kokowai Road / Crescent for the name of the road to vest. Kokowai refers to the ‘red ochre rock mudstone in the area’.
5. The names shown in the table above have been proposed by the applicant, and are recommended for approval by the local board.
That the Upper Harbour Local Board: a) consider for approval pursuant to Section 319(1)(j), of the Local Government Act 1974, road and jointly owned access lots (JOALs) names shown in the table below, noting that the road and JOALs have been created by way of subdivision at 1 Settlers Avenue, Hobsonville:

Comments
6. The Auckland Council Road Naming Guidelines allowed that where a new road needs to be named as a result of a subdivision or development, the sub-divider / developer shall be given the opportunity of suggesting a preferred new road name for council’s approval.
7. In 2014, Auckland Council approved an application for a combined land use and subdivision consent to undertake a subdivision creating 95 residential allotments at 1 Settlers Avenue, Hobsonville. The subdivision contains one road to vest and four jointly owned access lots (JOALs), which will provide road access to 95 residential allotments. The consent holder has proposed to label the road to vest and the jointly owned access lots (JOALs) as shown in table of road names below (SUB2014-1332).

Local board views and implications
9. The decision sought from the Upper Harbour Local Board does not trigger any significant policy, and is not considered to have any immediate impact on the community.
Māori impact statement
10. The decision sought from the Upper Harbour Local Board is linked to the Auckland Plan outcome, ‘A Maori identity that is Auckland’s point of difference in the world’. The use of Maori names for roads, buildings and other public places is an opportunity to publicly demonstrate Maori identity.
Implementation
11. The cost of processing the approval of the proposed new road name and any installation of road name signage is recoverable in accordance with council’s administrative charges.

12. The decision sought from the Upper Harbour Local Board for this report is not considered to have any legal or legislative implications.

13. The Resource Consenting team is involved in ensuring that the appropriate road name signage will be installed accordingly once an approval is obtained for the new road name.
