TERMS OF REFERENCE
The Disability Advisory Panel (DAP) was established by the Mayor in June 2011.
Its purpose is to provide strategic advice on pan-disability issues to the Mayor, governing body, local boards, Council Controlled Organisations (CCOs) and Council on:
· the interests and preferences of persons with disabilities in Auckland in relation to regional strategies, policies, plans, and bylaws of the Council;
· any other matters that the Panel considers to be of particular interest or concern to persons with disabilities in Auckland; and
· processes and mechanisms for engaging with persons with disabilities in Auckland.
The DAP has up to 11 members who are appointed on the basis of their individual expertise and experience in strategic thinking, governance and communication skills, knowledge of disability and accessibility issues and connections with disability organisations and networks across Auckland.

4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

Item 5 - Auckland Design Manual

Purpose
1. To update the Disability Advisory Panel on the current development of a new universal design section within the general Auckland Design Manual, and how it will be migrated across the entire website.
2. To clarify the intended approach to universal design in Auckland.
3. To request input from the panel on the strategic approach, and define future involvement in reviewing draft content and tools.
Executive Summary
4. A presentation will be made that will include include :
• A brief introduction to the Auckland Design Manual programme and a clarification of the concept and principles of universal design
• A brief demonstration of the website
• An outline of future plans and ambitions for the programme
• Relationship to existing law, regulations and requirements
• Ambitions for Universal Design work
• Scope of tools to be developed.
• Scope and ambitions for Universal Design Forum
That the Disability Advisory Panel: a) thank Simon Harrison for his presentation on the Auckland Design Manual. b) advise on the strategic approach to Universal Design within the Auckland Design Manual programme. c) advise on how the Disability Advisory Panel would like to be involved in the future development of content and tools on the Universal Design hub. d) advise on how the Disability Advisory Panel would like to engage with the Universal Design Forum.

Item 6 - Presentation by Karen Smith, Brain Research

Purpose
1. To inform the Disability Advisory Panel of the work being undertaken by the Brain Research Clinic – Auckland University relating to dementia–friendly communities.
Executive Summary
2. Karen Smith has, over the last 4 years, worked with councils across New Zealand, including Auckland Council, to encourage them to apply a “dementia-friendly lens” when considering the design of our urban environments.
3. Karen’s presentation will consider some of the barriers that prevent individuals with dementia from fully engaging in their communities and how “dementia-friendly design” can assist in reducing these barriers.

Making Auckland Dementia-Friendly
Karen Smith, Clinical Research Nurse, Centre for Brain Research, University of Auckland. Monday 22nd June 2015, 10.10-10.40am, Auckland Town Hall
Overview
Karen is a Registered Mental Health Nurse who has dedicated her career to supporting people living with dementia to live a good life and reach their optimum level of functioning.
Current international and national statistics provide evidence of the increasing numbers of people affected by dementia, which is likely to have significant social and economic implications both now and in the future. Therefore, Karen’s presentation will examine the reasons why Auckland should consider adopting the principles of designing for, and including people with dementia as part of its mission to become the world’s most liveable city.
Karen will be drawing upon a piece of research carried out last year which sought the perspectives of people living with dementia in Christchurch as to what they felt might make their city become dementia-friendly. She will also reflect on some of the examples of current dementia-friendly initiatives from around the world.
”DFCs give full voice to people living with dementia in their design and execution, understanding that at times we have a great challenge to listen to the voices of people living with dementia, especially those who have lost the ability to raise their own concerns. Our growing knowledge of Alzheimer’s and other dementias as lifespan diseases makes this even more complicated.”

Item 7 - Empowering Communities Approach project

Purpose
1. To advise the Disability Advisory Panel of progress being made with the Empowered Communities Approach project.
Executive Summary
2. Over the past few months, the Empowered Communities Approach project staff have consulted with council’s Community Development and Safety and Community Development, Arts and Culture colleagues, and other key stakeholders about the project.
3. This project’s recommendations, approach and direction has received endorsement from the Regional Strategy and Policy Committee signalling the future implementation of a new and different approach to community development and a significant milestone for the project.
4. Council will now move into the next phase of the project to make the Empowered Communities Approach a reality including re-organising the Community Development and Safety unit in order to deliver on the Empowered Communities Approach goals and aspirations.
Background
5. In February 2015 the Disability Advisory Panel received a report from Council’s Strategic Disability Advisors about their current work programmes and a presentation concerning the development of the Empowered Communities Approach including its potential implications for council staffing and the delivery of community development initiatives.
6. At its meeting in February 2015 the Panel made the following resolution:

Item 8 - Auckland Transport Update

Purpose
1. To provide the panel with an update on relevant Auckland Transport (AT) related engagements.
Executive Summary
2. The Public Transport Accessibility Group (PTAG) met on 12 May 2015. The following points were noted at the meeting, but are not the minutes recorded by Auckland Transport:
· bus driver training DVD for Auckland and Canterbury – Filming has taken place in both cities. Initial feedback noted the need for more filming to cover issues for deafblind people.
· AT proposes a universal branding for the various bus fleets in Auckland. This may raise problems for visually impaired travellers. PTAG members would like more opportunity to discuss this with AT.
· A total mobility renewal agreement has been reached, with new cards to be sent out in June and existing cards accepted until 31 August. The next total mobility newsletter is due soon.
· Still no progress on the issues raised about Newmarket railway station announcements.
· PTAG is keen to see progress on the installation of tactile strips for the ticketing machines. This issue has been ongoing since August 2013.
· Brendon Main briefed the meeting on the issues to do with on demand opening doors. Some of the problems identified with on demand doors are – bad weather, climate control in the cabins and security issues. The preferred option is to have the central carriage doors opened automatically at each station.
· AT staff agreed to investigate the loudness of beeps on the Hop card machines both for buses and railway stations. The group discussed the possibility of text messaging after each transaction and it was agreed that this would be explored further.
· It was noted that the audio announcements provided through the Snapper system are not provided for in the specifications for the Thales system.
· Jacki Dawson was introduced to the group as the new person in David Tribe’s team who will be dealing with customer complaints.
· Bus routes around the North Shore are under review. The consultation process is very thorough. Consultation closes on 13 July.
· Disappointment was raised with AT that one aspect of the consultation, their publicity bus which they park at various public spaces, is not accessible.
3. The Capital Project Accessibility Group (CPAG) met on 19 May 2015. The following points were noted at the meeting, but are not the minutes recorded by Auckland Transport:
· Prompted by the Auckland Council Disability Advisory Panel we had asked that procurement be included in the Terms of Reference for both PTAG and CPAG. Since the meeting Robert Lipka from AT has told us that Auckland Transport won't add procurement to the Terms of Reference.
· Last July Nick Seymour from AT said that the Otahuhu interchange would be an exemplar of best practice for Auckland Transport. We look forward to an update on this project.
· Robert Lipka
from AT said he would attempt to have a representative from Waterfront Auckland
attend our next meeting to explain why the disability parking on Queen’s Wharf
has not been reinstated since they were removed for the 2011 Rugby World Cup.
· Robert Lipka
had been at the panel meeting held on 11 May. He said that Auckland Transport
would be writing formally to the panel to respond to the questions raised at an
earlier meeting.
· Road Traffic
Standard 14 is guidelines about the design of footpaths and road crossings for
blind and low vision pedestrians. They have been revised but not yet
published. Robert Lipka said that when the guidelines are published, Auckland
Transport will not necessarily implement them all. Martine Abel from Auckland
Council and Chris Orr from the Blind Foundation asked for someone from Auckland
Transport to explain to CPAG which parts of the revised RTS-14 they disagree
with.
· We were
given a presentation about the City Rail Link. Commitments were given about
cultural sensitivity as well as accessibility. Work will begin as early as
October 2015 and the current front entrance to Britomart is scheduled to be
closed and shifted in January 2016.
· We received a presentation about the central pedestrian crossing at Onehunga Mall from people who had attended the 16 April Maungakiekie-Tamaki Local Board meeting.
· Robert Lipka distributed some information about the disabled parking issues at Devonport Wharf. Vivian Naylor from CCS Disability Action requested more detailed drawings. Because of different ownership for this wharf it is unlikely the Queen's Wharf problems will be repeated.

2. The first meeting of the joint seniors and disability panel members community summit planning group took place on 5 June 2015 facilitated by Greg Morgan. The summit will focus on the provision of accessible (as well as affordable) housing in Auckland, and options for housing that are flexible for people as they age in place.
3. Susan Sherrard and John Herring will update the Panel on discussions at the first planning meeting.

1. To discuss any matters relating to the implementation of the Disability Advisory Panel’s work programme for the period to 30 June 2015.
Executive Summary
2. The Panel’s work programme for the period 1 January to 30 June 2015 is considered at each meeting to progress items and prepare for the next meeting. Attachment A identifies the programme and progress to 15 June 2015.
3. Progress in the work programme since the last Panel meeting included:
a) The Panel raised transport accessibility issues with Auckland Transport representatives at the Panel meeting held on 11 May 2015.
b) The Panel provided input to council’s Family Whanau and Sexual Violence Multi-sector Action Plan at its meeting on 11 May 2015.
c) The Panel provided comments on the scope and process of the Disability Action Plan being developed by council staff at its meeting on 11 May 2015.
d) The Panel responded to the presentation on Development Auckland.
e) Megan McCoy from the office for Disability issues presented to the Panel on 11 May 2015.
4. The following matters will need to be progressed over the next month:
a) Input into the Action Plan being developed by council.
b) Input into the preparations for the community summit on Accessible and Affordable Housing.
c) Input into the Universal Design component of the Auckland Design Manual.
