INFORMATION REPORTS
CONSULTATION OPENS ON VARIATION TO AUCKLAND’S REGIONAL PUBLIC TRANSPORT PLAN
1. Auckland Transport (AT) is consulting on a proposed variation to Auckland’s Regional Public Transport Plan (RPTP).
2. This is a statutory document that describes the services that are integral to Auckland’s public transport network and the policies and procedures that apply to those services. It describes the public transport services that Auckland Transport proposes for the region over the next 10 years and outlines how this vision for Auckland’s public transport network will be delivered.
3. The current RPTP was completed in 2013 but since then some new public transport initiatives have reached the stage where they need to be added, these include simplified zone fares, light rail, ferry development and New Network services.
· Simplified Zone Fares
To support the new, connected public transport network being rolled out across Auckland, AT is proposing the introduction of simplified zone fares across the Auckland public transport network. The new simplified zone fares system will allow customers using AT HOP cards to pay one fare for their entire journey on bus or rail, regardless of whether or not they need to transfer between services to complete the journey. Auckland Transport is undertaking a parallel in depth consultation on the detail of simplified zone fares.
· Light Rail Transit
Investigations into alternative public transport options for those parts of the Auckland isthmus that cannot be served by the Metro rail network have identified that light rail is the best public transport option to provide for increased capacity, reliability and speed. The recent public consultation on the Regional Land Transport Plan also revealed strong support for the concept of light rail. As a result, AT is investigating its introduction on some critical routes as part of a multi-modal improvement package.
· Ferry Development Plan
Amendments to the current RPTP are proposed to give effect to the Ferry Development Plan prepared in 2014. The Ferry Development Plan identifies actions needed to better integrate ferry services into the wider public transport network, and outlines proposed improvements to ferry infrastructure and service levels.
· New Network Service Descriptions
To enable implementation of the new bus network (New Network) in areas where community consultation has been completed, changes to the service descriptions in the RPTP are required. Detailed community consultation has already occurred in South Auckland and West Auckland. The consultation processes showed strong community support for the New Network, but also identified some improvements to the planned services that have now been incorporated. As a result of this process, the New Network will be rolled out over the next year or so.
4. Consultation on the proposed variation to the RPTP runs until 4pm on Friday 5 June.
RESPONSES AND PROGRESS REPORTS
BREENAGH PLACE, MASSEY – PROPOSED NO STOPPING AT ALL TIMES (NSAAT) RESTRICTION
5. Auckland Transport has received concerns raised by local residents in regard to accessibility issues due to vehicles parking outside 6 Breenagh Place. To help improve safety at this location Auckland Transport are proposing to install NSAAT ‘Broken Yellow Lines’ as shown on the attached plan.

VADAM ROAD, MASSEY - CONSULTATION PLAN - PROPOSED NSAAT LINES
7. Auckland Transport has received concerns raised by the local residents with regard to the lack of visibility from cars parking on Vadam Road. Due to the steep grade of the road, this is posing a safety concern.
8. To help improve the visibility and safety AT are proposing to install NSAAT restrictions (‘Broken Yellow Lines’) on one side of the road as shown on the attached drawing. This will remove the on-street parking on the east side of Vadam Road.

9. The Local Board Transport portfolio holders are happy with what is being proposed.
SERWAYNE PLACE, SUNNYVALE - PROPOSED NO STOPPING AT ALL TIMES (NSAAT) RESTRICTION
10. Auckland Transport has received concerns raised by the local residents with regard to the lack of visibility from cars parking on Serwayne Place.
11. To help improve the visibility AT are proposing to extend the existing NSAAT restriction (‘Broken Yellow Lines’) outside No.2 Serwayne Place as shown on the attached drawing. This will remove two on-street parking spaces on Serwayne Place.
Local Board Response

100K SPEED SIGN IN BIRDWOOD ROAD REQUEST
13. The Local Board has requested that Auckland Transport investigate installing a speed sign at the Glen Road end of Birdwood Road just past Crows Road.
Update
14. Auckland Transport is looking into this request and will report back to the Local Board the outcome of the investigation.
SOLJAN DRIVE
15. As part of the Mitre 10 development, Soljan Drive will be created to form a signalised intersection with Central Park Drive.
16. There are currently 52 parking spaces on Central Park Dr. The proposal retains 36, resulting in a loss of approximately16 spaces.
17. There was significant backlash from the public regarding the proposed NSAATs on Central Park Drive as a result of the original proposal to remove 52 parking spaces. Auckland Transport requested parking surveys, so that it would be clear to the Traffic Control Committee, that the removal of the spaces should not be a significant issue, as survey results show that the peak parking demand is approximately 11 spaces.
18. Auckland Transport undertook a workshop with the Local Board to work through the issues by the Local Board. All issues have been resolved.
WAITEMATA DRIVE PROPOSED EXTRA PEDESTRIAN CROSSING
19. The Local Board has received a complaint around the loss of parking along Waitemata Drive with the proposed installation of extra pedestrian crossings and yellow no parking lines on Waitemata Drive.
Update
20. Auckland Transport undertook a workshop with the Local Board. The outcome of the workshop was for Auckland Transport to come up with further options.
TE ATATU CORRIDOR IMPROVEMENT PROJECT – JUNE 2015
There are 111 property interests, in total.
21. 106 property interests have been acquired by agreement with the property owner.
22. 4 property interests were acquired by proclamation, under S26 of the Public Works Act. However, compensation still needs to be negotiated and settled for such properties. One of the four has settled, and a signed agreement for another has been received (see below). Two are in negotiation.
23. 1 property acquisition remains to be completed to settlement (not yet settled or acquired by proclamation). The agreement for this, and for the adjoining property that was acquired earlier by proclamation, has been signed by the owner and is with AT’s lawyer for completion of the settlement process.
FLANSHAW ROAD CYCLING ISSUES
24. The Local Board Transport Lead has raised concerns with Auckland Transport about the safety concerns on Flanshaw Road. The local primary school is requesting a designated side of the road for a delineated cycle lane.
Update
25. Auckland Transport is investigating this request and will report the outcome of this investigation back to the Local Board.
RATHGAR ROAD CYCLELANE UPDATE
26. The draft Scheme Assessment Report has been produced and the safety audit is completed. Public consultation and further design will commence subject to budget allocation to this project in this financial year.

Henderson/Massey Local Board Transport Fund Application Update Report

Purpose
1. The purpose of this report is to advise the Henderson/Massey Local Boards of the current status of the Local Board Transport Capital Fund Projects and for the Local Board to make decisions on the current applications lodged with Auckland Transport. There is also a need for the Local Board to identify new project proposals that will enable the total budget that needs to be spent in the current electoral term to be spent by the end of June 2016.
That the Henderson-Massey Local Board: a) Receives the Transport Fund Application Update Report. b) Approves the sum of $998,000 from the Local Board Transport Capital Fund for Project 225, Glen Road Safety Improvements to construct Kerb and channelling along Southern side of Glen Road and one Pedestrian Refuge near 104 Glen Road. This will be subject to further Board approval should the Firm Estimate of Cost be above this amount. c) Not proceed with Local Board Transport Capital Fund Project 224, Waitemata Drive Foot & Cycle Bridge at this time. d) Rescind the following part (a II) of Minute No HM/2015/25 II) “Widening and concreting the existing metal path between Waitemata Drive and Glen Road on Urlich Reserve”
As the board has taken advice from parks that the path has been upgraded within the last year, is fit for purpose, and is in keeping with the rural style of paths the area. e) Not proceed with Local Board Transport Capital Fund Project 143, Henderson Central Shared Space. |
Comments
Background
1. The total annual budget for the Local Board Transport Capital Fund is $10M. This was assigned to the twenty-one Local Boards based on population, except for the Waiheke and Great Barrier Local Boards who received nominated sums.
2. The programme commenced in September 2012 following a resolution of the use of the fund by the Auckland Council Strategy and Planning Committee in August 2012.
Budget Considerations
3. One of the requirements of the Local Board Transport Capital Fund is that the budgets must be spent within the same electoral term. Budgets can be moved from year to year within the electoral term, subject to Auckland Transport having the ability to manage the cash flow, but carry forwards to subsequent political terms are not allowed.
4. Attached is the current Local Board Transport Capital Fund financial update, so the Local Board can see its current financial position.
Project Management Process
5. The time required for managing the various stages of a project can vary significantly depending on the nature and size of the project.
6. Initial assessments of project proposals, including the development of Rough Orders of Cost, can be relatively quick in the case of simple projects, such as new footpaths or the installation of new bus shelters, where the work is straight forward and is carried out on a regular basis under other Auckland Transport work streams. In these cases typical costs are known and a turn-around of a few weeks can be achieved.
7. However, one-off projects that may have safety implications, that require the gathering of data (site specific surveys, and information such as traffic counts) to determine whether or not the project meets traffic warrants, standards or regulatory requirements, or projects that require initial community input, can take up to three months to assess.
8. Detailed design and the development of Firm Estimates of Cost can also vary significantly in terms of the overall time required. Some simple projects require very little design and can take a matter of a few weeks.
9. Other more complex projects require time to gather detailed site information, to carry out consultation with stakeholders, to carry out design including inputs from specialists, to apply for resource consents, and to obtain regulatory approvals such as traffic resolutions or speed limit changes. These projects can take more than six months to design.
10. Construction timeframes can vary significantly depending on the size of the project. Lead time to supply specialist materials for construction, often from overseas, can delay projects. Timing of works to avoid the wetter winter months can also impact on when tenders are let. Delaying of weather sensitive works to construct them at the right time of the year can impact on the overall timing of project delivery.
11. In addition, spreading out the delivery of the construction of works over the whole year can provide a more even workload for the contractors, which can result in more favourable overall costs to AT and therefore to Local Boards.
12. All of the above highlights that the timing of the various stages of projects can vary significantly. Straight forward projects can be delivered in a single year; whereas it is often not possible to deliver more complex projects within a single year. Many of the Local Board projects fall into this second category.
Discussion
13. The Local Board will need to have a discussion on the current applications that have been lodged with Auckland Transport. Below is a short description of the projects and the options the Local Board will need to consider.
Glen Road Safety Improvements
The Glen Road project has been estimated with a rough order of costs of $1,042,895 which includes the $150,000 already approved by the Local Boad for detailed design.
To allow time to deliver the project prior to the 30 June 2016 cut off, it would be prudent for the local board to approve the full estimate cost for construction now to ensure there is no delays to the delivery of this project.
The project will be brought back to the Local Board for further approval, only if the firm estimate of costs is above the estimated rough order of costs of $1.042,895.
Waitemata Drive Foot & Cycle Bridge Project
14. As part of the Local Board Transport Capital Fund, the Henderson/Massey Local Board is considering to allocate some of their LBTF to build a cycle & foot bridge linking Waitemata Drive to Waitemata Drive West to reduce the distance for cyclists & pedestrians, and to improve the connectivity between the two communities on both sides of the stream.
15. Consultation was carried out on this project on behalf of the Local Board and due to the outcome of the consultation it is recommended that the Local Board not proceed with this application at this time.
Waitemata Drive and Glen Road on Urlich Reserve Widening and Concreting the Existing Metal Path – Rescind Resolution
16. The Local Board at its meeting on 19 March resolved that:
That the Henderson-Massey Local Board:
a) Approves $150,000 from the Local Board Transport Capital Fund for detailed design of:
I) Kerb and channeling the south side of Glen Road from Bahari Drive to Waitemata Drive
II) Widening and concreting the existing metal path between Waitemata Drive and Glen Road on Urlich Reserve
III) Four sets of refuge islands for pedestrian crossings on Glen Road.
17. Following discussions with Auckland Council Parks and the Local Board the Local Board has decided not to proceed with the following:
I) “Widening and concreting the existing metal path between Waitemata Drive and Glen Road on Urlich Reserve”
18. This means that the Local Board will need to rescind that part of the resolution.
Henderson Central Shared Space
19. The Henderson/Massey Local Board had identified through there the Local Board “Henderson Town Centre Project Plan” the need for a shared space. Knowing that the Local Board is working through the Henderson Town Centre Project Plan the Local Board have recommended to work through different methods to achieve this initiative. It is recommended that the Local Board not proceed with this application at this time.
Universal Drive Cycle Lanes
20. In reply to the Local Board on this proposal (which provides a connection between Ranui shops and the Northwestern Cycleway, the missing component on the developing cycle network in north Henderson-Massey Ward, is the Universal Drive-Swanson Road cycle route. The Local Board does not wish to proceed with the Local Board Transport Capital Fund Application for Project No 337 as the estimate of costs was over the allocated budget.

Proposed variation to the Auckland Regional Public Transport Plan
5. The RPTP is a statutory document that describes the services that are integral to Auckland’s public transport network and the policies and procedures that apply to those services; the current RPTP was completed in 2013.
6. There is now the need to update references to some public transport initiatives within the RPTP and to incorporate some new initiatives. These include:
· simplified zone fares
· light rail
· ferry development plan
· new Network service description.
7. The ‘Variation to the Auckland Regional Public Transport Plan – Statement of Proposal’ (attachment A) sets out the proposed changes to the RPTP to reflect new policies and procedures that would apply to services relating to these initiatives. AT is now seeking feedback on these changes, which are summarised below. Further details are outlined in the attached Statement of Proposal.
8. AT is not revising other parts of the RPTP at this time, and is not seeking feedback on matters that are not covered in the Statement of Proposal. AT is planning a more comprehensive review of the RPTP in 2016, which will address these other matters.

12. AT is seeking feedback on RPTP changes that establish the policy framework for the new fares system. AT is also carrying out a more in-depth public consultation on simplified fare zones during May. This in-depth consultation is focused on the local implementation of the policy, and will enable people to understand how the changes will affect the cost of their travel.
Light rail transit
13. Investigations into alternative public transport options for those parts of the Auckland isthmus that cannot be served by the commuter rail network have concluded that light rail is the best option to provide for increased capacity, reliability and speed. The recent public consultation on the Regional Land Transport Plan also revealed strong support for the concept of light rail. As a result, AT is investigating its introduction on some critical routes.
14. Subject to the outcome of further investigations, and approval to proceed (including funding), AT is proposing a staged implementation of light rail. The initial stages, which may be implemented during the 10 year planning period of the RPTP would be likely to include Queen Street and Dominion Road – potentially including a link to Wynyard Quarter. A route extension to the Airport is also possible, subject to investigation of light rail and metro rail options. Other corridors (Sandringham Road, Manukau Road and Mt Eden Road) could be implemented at a later stage, subject to feasibility and funding. If implemented, light rail would replace the existing bus services on these routes.
15. AT is seeking feedback on the policy changes that would be needed to the RPTP to facilitate light rail on these routes.
Ferry Development Plan
16. Amendments to the current RPTP are proposed to give effect to the Ferry Development Plan prepared in 2014. The Ferry Development Plan identifies actions needed to better integrate ferry services into the wider public transport network, and outlines proposed improvements to ferry infrastructure and service levels.
17. AT is seeking feedback on proposed RPTP amendments that would give effect to the Ferry Development Plan.
New Network Service Descriptions
18. To enable implementation of the new bus network (New Network) in areas where community consultation has been completed, changes to the service descriptions in the RPTP are required. The consultation processes revealed strong community support for the New Network, but also identified some improvements to the planned services that have now been incorporated. As a result of this process, the New Network will be rolled out over the next year or so.
19. Amendments are proposed to the service descriptions in Appendix 1 of the RPTP and consequential amendments to include indicative start dates and route maps are also proposed.
20. This part of the variation has already been the subject of extensive public consultations during 2013 and 2014.
Next steps
21. Following the consultation AT will consider the feedback received in order to make final decisions on the variations and adopt these. A report which summarises the feedback received during the consultation will be made available to all submitters and the public.

Local Board views and implications
22. This report seeks the view of the local boards. The proposed changes for the simplified fares will have implications for communities in all local board areas.
Māori impact statement
23. Māori groups, including mana whenua, mataawaka and iwi, are invited to provide their views as part of any public consultation.
