Kaipātiki Local Board Community Forum

The Kaipātiki Local Board holds two meetings a month – a business meeting for Council staff to present reports and a Community Forum meeting to enable greater community input.

The Kaipātiki Local Board’s Community Forum meetings are held on the fourth Wednesday of every month at 6:00 pm. These meetings enable the community to engage with the board via deputations, public forum, petitions, and reports from community and volunteer groups, with speakers allowed more time than is possible at ordinary business meetings. Community Forum will operate as a normal business meeting, with agendas and minutes published and resolutions passed.

Different ways to present to the Kaipātiki Local Board:

A “Deputation” is where members of the public give a presentation to the board which is formally booked in advance, approved by the Chair, and the speakers and topic are published on the agenda. People presenting under the deputation section of the meeting have 10 minutes to present.
“Public forum” is where members of the public may arrive on the night and speak to the board, and speakers under this section have 3 minutes allotted to them.
“Petitions” is an agenda item where members of the public may present a petition. They have 5 minutes to speak to their petition.

To present at a Kaipātiki Local Board Community Forum meeting:

Please email the Local Board Services team at Auckland Council on kaipatikilocalboard@aucklandcouncil.govt.nz if you would like make a deputation presentation or to present a petition to the board.
You will need to let the team know at least 10 days in advance, and provide any supporting documentation at least 7 days in advance.
If you would like to simply speak briefly to the board, you are welcome to come to the Community Forum meeting and speak at public forum (item 9) – there is no requirement to book in advance for this (though advance notification is appreciated).

8 Deputations

Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Kaipātiki Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

8.1 North Shore Women's Centre

Purpose

1. The purpose of this deputation is to address the Kaipātiki Local Board regarding the North Shore Women’s Centre.

Executive Summary

2. Tracey Swanberg of the North Shore Women’s Centre will be in attendance to address the Kaipātiki Local Board regarding the work of the centre and local trends and issues they are observing in the North Shore Community.

Recommendation/s

That the Kaipātiki Local Board:

a) receive the deputation from Tracey Swanberg regarding the North Shore Women’s Centre.

b) thank Tracey Swanberg and the North Shore Women’s Centre for their attendance and presentation.

8.2 Northcote Birkenhead Rugby Union and Sports Club

Purpose

1. The purpose of this deputation is to address the Kaipātiki Local Board regarding the Northcote Birkenhead Rugby Union and Sports Club.

Executive Summary

2. Kieran Jones and Simon Williamson of the Northcote Birkenhead Rugby Union and Sports Club will be in attendance to address the Kaipātiki Local Board regarding the work of the Club, their role in the community and future opportunities.

Recommendation/s

That the Kaipātiki Local Board:

a) receive the deputation from Kieran Jones and Simon Williamson regarding the Northcote Birkenhead Rugby Union and Sports Club.

Purpose

1. The purpose of this deputation is to address the Kaipātiki Local Board regarding the Birkenhead City Cricket Club.

2. Andrew Gale of the Birkenhead City Cricket Club will be in attendance to address the Kaipātiki Local Board regarding the work of the club and future aspirations for the organisation.

a) receive the deputation from Andrew Gale regarding the Birkenhead City Cricket Club.

8.4 Kaipatiki Local Youth Board

Purpose

1. The purpose of this deputation is to provide an opportunity for the Kaipātiki Local Board, to meet the members of the Kaipātiki Local Youth Board

Executive Summary

2. Members of the Kaipātiki Local Youth Board will be in attendance to update the Board on the recent appointments to the Youth Board and the Youth Advisory Panel.

9 Public Forum

A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

9.1 9A Mirage Place

Purpose

1. The purpose of this public forum is to address the Kaipātiki Local Board regarding 9A Mirage Place.

Executive Summary

2. Alan Chellp, Eva Chellp and Zayd Ali will be in attendance to address the Kaipātiki Local Board.

Recommendation/s

That the Kaipātiki Local Board:

10 Extraordinary Business

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

(a) The local authority by resolution so decides; and

(b) The presiding member explains at the meeting, at a time when it is open to the public,-

(i) The reason why the item is not on the agenda; and

(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

“Where an item is not on the agenda for a meeting,-

(a) That item may be discussed at that meeting if-

(i) That item is a minor matter relating to the general business of the local authority; and

(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose

1. The purpose of this report is to update members on the schedule of work achieved and completed, aligned to Schedule 1 of the Kaipātiki Local Board contract delivery partnership.

Executive Summary

2. The attached report provides members with an oversight of Kaipātiki Local Board and Auckland Council’s shared community development partnership with the Kaipātiki Community Facilities Trust for May/June 2015. The Kaipātiki Community Facilities Trust leads and supports collaborative responses to improve community wellbeing in the Kaipātiki Local Board area.
