·         Manukau Beautification Charitable Trust for winning the Green Ribbon Award for environmental Community Leadership 2015.

·         Mangere Bridge Community Working Bee to remove mangrove seedlings from Shelly Bay Beach.

·         Thank you card from Val Payne regarding the Volunteers Awards evening.

·         The Chair thanked the officers who organised and ran the Volunteers Awards evening.

·         Gala Concert – Choral singing. Mangere College and Kings College Senior Choir received awards and Aorere College had a fantastic performance.

·         The Get the Bug Team – this year’s YES (Young Enterprise Scheme) team from ASDA in Mangere Bridge has just come third in the gruelling Dragon’s Den portion of the YES process.

·         Congratulations to Villa Maria for being named as the fourth most admired wine brand in the world and the only New Zealand winery to make the top 10 list. More than 200 of the world’s top masters of wine, sommeliers, educators and journalists voted on the listing.

·         Thank you to Shilo Kino for all her reporting for the Board and safe journeys on your mission.

Auckland Transport's proposed variation to Auckland's Regional Public Transport Plan:Local Board view

That the Māngere-Ōtāhuhu Local Board approve the board’s written feedback (Attachment A) to Auckland Transport on the proposed variation to Auckland’s Regional Public Transport Plan.

Proposal to defer operational expenditure from 2014/15 to 2015/16

That the Māngere-Ōtāhuhu Local Board requests the Auckland Council governing body to defer the operational expenditure of $493,532 for the mangrove management project from 2014/15 to 2015/16.

Pools and Leisure Facilities Proposed Property Renewals

That the Māngere-Ōtāhuhu Local Board:

a)      Receive the 2015/2016 Pools and Leisure Facilities Proposed Property Renewals report.

b)      Approves the property renewals programme for 2015/2016 as listed in the table under point 14.

c)      Delegates responsibility to the Recreation Services portfolio holders, Members Walter Togiamua and Nick Bakulich to approve any moderate changes to the budget or project scope, in the event that there is a variation to identified costs or facility needs for its property renewals programme.

Proposed Funding for Projects in Mangere East Village

That the Māngere-Ōtāhuhu Local Board:

a)      Approve the allocation of funds from the Local Economic Development BIDs grants fund for the following projects:

 (i)     A grant paid to the Mangere Town Centre Business Association for two murals to be located in the Mangere East Village shopping area at a cost of $12,500.

(ii)     Allocate to the properties department $930.00 for payment to  DTZ Group New Zealand Limited for to power conduit to be located on the Mangere East library wall facing the Mangere East village green.

(iii)    Allocate to the Local Sports Park Department $13,070 for the streetscaping planting project inclusive of the street frontage and village green.

(iv)    A grant paid to the Mangere East Community Centre for the Matariki event at a cost of $3,500.

Manukau Heritage Item Assistance Fund Allocation 2014-2015 Round 2

That the Māngere-Ōtāhuhu Local Board:

a)      Approve the following grant allocations from the Manukau Heritage Item Assistance Fund:

i)       Allocation of $2,006.75 to application MHIA14_150011 from Hendl-Smith Family Trust as a contribution towards scaffolding, remove, clean and refurbish bricks and re-mortar bricks.

ii)      Decline application MHIA14_150010 from Bobbie Hannaway and Steven Osborn as a contribution towards roof replacement, gutter replacement and insulation.

Community Facilities Network Plan

 

Resolution number MO/2015/100

MOVED by Chairperson L Sosene, seconded by Member CF O'Brien:  

That the Māngere-Ōtāhuhu Local Board:

a)      Support the draft Community Facilities Network Plan and associated draft Action Plan to guide council’s investment in the provision of community facilities

b)      Note that local board views will be reported to the Regional Strategy and Policy Committee in August 2015.

c)      Requests clarity on which officers and departments will be responsible for delivery of the Action Plan.

d)      Advises the Property Review Committee of Auckland Council that item 62 in the Action Plan commits to investigate future options for the Otahuhu library space which will soon become vacant, considering how this will complement the adjacent Otahuhu Community Centre and noting that a needs assessment is being conducted.

 

e)      Advocates that the governing body allocate sufficient funding to deliver on the priority investigations identified in the Draft Community Facilities Network Action Plan.

f)       Supports the implementation of the recommendations for the improvements to business operations identified in the action plan - 1.1 Strategic Improvement and 1.4 Business Improvements.

g)      Requests further investigations and assessment by officers into potential alternative funding mechanisms to deliver development of local community facilities.

h)      Requests that it be noted that the Ōtāhuhu Recreation Precinct is now named TŌia and reports and documents should be amended accordingly.

Community-led response to alcohol licensing and advertising

 

Resolution number MO/2015/101

MOVED by Chairperson L Sosene, seconded by Member TF Lauese:  

That the Māngere-Ōtāhuhu Local Board:

a)      Confirm its continued support for the community-led approach to alcohol licensing objections in 2015/16 and allocate $30,000 from its Community Response Fund to this project for a contract to deliver this.

b)      Confirm allocation of $15,000 to a community-led approach for an alcohol advertising removal project from it’s 2015/16 Community Response Fund.

Local Board Feedback on amending the licence to occupy remission scheme to include proposed the Transport Levy

 

Resolution number MO/2015/102

MOVED by Chairperson L Sosene, seconded by Deputy Chairperson CM Elliott:  

That the Māngere-Ōtāhuhu Local Board:

a)         Supports the proposal in principle to amend the remission scheme in the Rates remission and postponement policy  for residents of licence to occupy retirement villages and/or Papakāinga housing to remit the proposed Interim Transport Levy (targeted rate) in addition to the Uniform Annual General Charge.

b)    b)      Supports that remission be given to only those residents who are eligible under the central government’s rates rebate scheme.

c)    c)      Asks that the Governing Body ensures that the rebate goes to the eligible individual of the villages or Papakāinga and not to the owners.

Māngere-Ōtāhuhu Local Board  - Alcohol Ban Review Hearing and Deliberation Dates

That the Māngere-Ōtāhuhu Local Board:

a)         Approves the following hearing dates for the Alcohol Ban Review:

i)          Thursday 6 August 2015 commencing at 3.30pm in the Mangere-Otahuhu Local Board Office, 93 Bader Drive Mangere.

ii)         An overflow day of Friday 7 August 2015 commencing at 9.30am in the Mangere-Otahuhu Local Board Office, 93 Bader Drive Mangere.

b)         Approves the deliberations panel workshop will be held on Thursday 20 August 2015 commencing at 9.30am in the Mangere-Otahuhu Local Board Office.

c)         Approves the formal deliberations panel meeting will be held on Wednesday 26 August 2015 commencing at 1.00pm in the Mangere-Otahuhu Local Board Office.

d)         Approve the Chair, Lemauga Lydia Sosene replace the Deputy Chair, Carrol Elliott on the Alcohol Ban Review Hearings Panel.

e)         Approve Member Leau Peter Skelton be an alternate if any member of the  Alcohol Ban Review Hearings Panel  is not available.
