4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

International Day of the Older Person

Purpose
1. To provide an overview of the International Day of Older Persons activities and events that are currently being planned to be delivered by and/or with Auckland Council in 2015.
Executive Summary
2. The United Nations (UN) International Day of Older Persons (IDOP) is celebrated on October 1st each year as a special day for older persons worldwide.
3. The council delivers activities in relation to IDOP on an annual basis, with planning underway for 2015. The activity may be local or regional and delivered either by council or through external providers.
4. The following table provides an overview of activities that have been identified as being planned and scheduled for IDOP 2015.

Seniors Advisory Panel Work Programme Update

Purpose
1. To receive up-to-date information regarding the Seniors Advisory’ Panel’s work programme and how the panel’s advice has been used.
Executive Summary
2. This report provides an overview of the panel’s programme of work and makes it possible for members to see how staff are using the advice and input provided by the panel. The lead officer has begun requesting staff to report back to him on how advice from the Seniors Advisory Panel is applied.
That the Seniors Advisory Panel: a) note that the Lead Officer Support has requested staff to report back, where possible, on how the panel’s advice and input is used. b) provide further feedback on the plan for multi-sector action plan to prevent family, whanau and sexual violence in Auckland. |
Comments
3. Providing an overview of the panel’s programme of work, making it possible for panel members to see how staff are using the advice and input provided by the panel. Some of the commentary on how advice has been used is necessarily general because either
a) the particular topic brought to the panel by staff has received wide stakeholder and community input and the input as a whole informs the development of the policy or framework, or
b) there is the time needed for development and the panel's advice will be applied over a number of months. Sometimes advice indicates what not to do, and the effect of such advice can is hard to capture.
4. In May the panel received an information report on the Multi-sector action plan to prevent family, whānau and sexual violence in Auckland. The panel requested a further discussion at its meeting in July. The panel acknowledged that this is an important topic and that there is serious under-reporting of violence against older people. Much of the abuse older people experience is psychological and financial. Noting the intergenerational and gendered nature of some violence, the panel emphasised the need for behaviour change through education, public awareness and a clear pathway for reporting violence and abuse. Personal contact to help people tell their story is important – the council’s direct responsibility is to ensure that there is support for people living in its social housing. Volunteers might be valuable support in this regard. There is potentially a council advocacy role (to central government re linked up thinking and funding, to the media over raising awareness). There is potential for champions to bring violence issues into the open, recognising that much violence is systemic and the issues need to be understood in a family, not just individual, context.
5. The panel received a presentation on the Auckland Design Manual and the universal design thinking that is being integrated throughout it. Design thinking is being progressed through personas, project checklists and advocacy. The panel commended the approach to working with medial channels to list awareness around good design and universal access. The panel’s feedback was that universal design needs to encompass:
· Linked up public transport thinking (including parking for bikes and mobility scooters, walkability)
· Applying learning from the leaky building issues and the need for buildings to look as though they have longevity
· Visual design is important – for example, for a city which is friendly for people living with dementia; in the visual details and visual perception, e.g. flooring
· Thinking about homes accommodating people as they age – cf. www.goodhomes.co.nz
· Safety
· Champions for universal design
· Applying learning from other places which build in a way that promotes community and communal living – e.g. Europe and South America
· Intergenerational thinking – having a persona which reflects intergenerational experience.
6. In a workshop the panel discussed transport disability with Auckland Transport staff. The panel mentioned issues of transport connectivity, challenges for people living with cognitive impairments (including confusing signage) and the need for transport planning and developments to take account of older issues and portray them in operator and driver educational materials.
7. Discussions continue with staff around age friendly city actions and housing priorities. Planning has started for a summit to be delivered jointly by the Seniors and Disability advisory panels.
