Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

3 Confirmation of Minutes
Resolution number ETH/2015/19 MOVED by Member D Tomu, seconded by Member N Hashimoto: That the Ethnic Peoples Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Wednesday, 13 May 2015, as a true and correct record.

Resolution number ETH/2015/22 MOVED by Member Y Lee , seconded by Member A Keestra: That the Ethnic Peoples Advisory Panel: a) provide feedback on the Kaipātiki Migrant Business Support Pilot Project regarding its implementation as follows: i) flexibility around the definition of “migrant business” (e.g, a migrant who may have been in the country for more than 2 years may start a business after that stage). ii) service may be useful beyond the local board area: ensure businesses that may need the support don’t get excluded based on location. iii) migrants with smaller or limited networks, or vulnerable migrants may benefit from targeted support. b) provide advice regarding any key stakeholders that may be interested in assisting with the Kaipātiki Migrant Business Support Pilot Project: i) Massey University: e.g., MPower research group. c) note that panel members are invited to attend the proposed launch event at Raeburn House Community Hub in July (date to be confirmed).

Resolution number ETH/2015/23 MOVED by Member Y Lee , seconded by Member A Keestra: That the Ethnic Peoples Advisory Panel: a) receive the Ethnic Peoples Advisory Panel Work Programme – 1 July 2015, and note that the panel’s support team will review and update the work programme to reflect the panel’s directions for the financial year 2015/16 (including work on refugee communities). b) receive the Ethnic Peoples Advisory Panel Schedule of Feedback and Advice Provided – 1 July 2015, and note:
Further comments: · Significance and Engagement Policy comments: o refugee community not to be forgotten (e.g., Auckland Refugee Community Coalition); o beyond a policy, beyond paper – a work culture; o closing the feedback loop on advice received; o building long-term relationships with the communities: dedicate time and be present; o invite panel to engagement events; o more visibility of outcomes: not just the end goal but key milestones achieved throughout the lifespan of a project; o increase visibility to increase understanding; o when deciding who to engage with: - consider length of time the community/individual has been in New Zealand - go beyond traditional market segments (age, gender) – focus on life milestones (e.g., times of transition in someone’s life, such as starting tertiary education, recent migration, parenthood, joining/leaving the workforce); - consider community needs and interests; o Morris Hargreaves and McIntyre engagement research
