a)         Agrees to adjourn the meeting until 6.58 pm, Council Chamber (level 2) at. The meeting adjourned at 6.43 pm and reconvened at 6.58 pm.

That the Henderson-Massey Local Board:

a)      Receives deputation from Chris Smith and Chris Trehy from Northern Football Federation and representatives of Waitakere Cricket and Te Atatu Roosters Rugby league.

b)     Requests staff investigate including additional work for Te Atatu Peninsula Park in Auckland Council’s sports fields capacity programme.

a)      Receives deputation from Raewyn Michael on her concerns on the level of traffic noise coming from the motorway at the Te Atatu Interchange.

9.1

Margaret Eagle

Ms Eagle spoke on her concerns on isolated fireworks and ongoing violent behaviours in the Riverpark Crescent area of Ranui.

9.2      

Carolyne Moran

Ms Moran spoke to the board on her concerns about noisy neighbours, roaming and barking dogs, fireworks in the Riverpark Crescent area of Ranui as well as the rising rates in Auckland.

9.3      

Grant Hughes from Youthlink

Mr. Hughes spoke to the board on Korowai, a program run by Youth link and requested for support to broaden their network in the Henderson-Massey local board.

Kevin Brewer

Mr. Brewer spoke to the board about the possibility of an arena at Te Atatu Pony Club when the New Zealand Transport Agency (NZTA) vacates their yard at the Harbourview Orangihina Park site.

Auckland Transport Update Report – Henderson-Massey Local Board

 

Resolution number HM/2015/101

MOVED by Deputy Chairperson SP Henderson, seconded by Member WW Flaunty:  

That the Henderson-Massey Local Board:

a)   Receives the Auckland Transport report for the Henderson-Massey Local Board.

b)  Requests Auckland Transport and New Zealand Transport Agency reduce the speed limit to 70kmpH on Birdwood Road between the existing 50kmPH signs

c)   Requests to workshop the following issues:

·         The reason for the  discrepancies in per capita expenditure on footpath renewals between local boards.

·         The low-medium safety ratings of Birdwood Road as there have been three fatalities between 1997 – 2015.

d)  Notes the per capita disparity between local board areas expenditure on footpath renewals.

Secretarial note: The first sentence of paragraph 9 of this report (Auckland Transport Update Report – Henderson-Massey Local Board) should read: ‘Affected residents and businesses will be contacted directly.

The penultimate sentence of paragraph 9 should also read ‘The letter to residents will include an invitation to register to be included in the e-Mail tree’.

New Road Name Approval for the Residential Subdivision by Accent On Construction Ltd at 23-27, 39-45 and 49 Coburg Street Henderson.

MOVED by Deputy Chairperson SP Henderson, seconded by Member BA Brady:  

That the Henderson-Massey Local Board:

a)      Pursuant to Section 319(1)(j), of the Local Government Act 1974, approves, the right of way name Waitoro Lane, proposed by the Applicant, for the new right of way created by way of subdivision at 23-27, 39-45 and 49 Coburg Street, Henderson, while noting that Brendan Street and Joe Street, also meet the road naming criteria.

New Road Name Approval for the Residential Subdivision by Enigma Investment Assets Ltd at 51 & 73 Seymour Road, Sunnyvale and 26-30 Brashier Circle, Sunnyvale.

That the Henderson-Massey Local Board:

a)      Pursuant to Section 319(1)(j), of the Local Government Act 1974, approves, the road name Apple Orchard Way, proposed by the Applicant, for the new road created by way of subdivision at 51 & 73 Seymour Road and 26-30 Brashier Circle, Sunnyvale, while noting that Granny Smith Way and Gravenstein Way, also meet the road naming criteria.

MOVED by Member TJ Kirkley, seconded by Member WI Flavell:  

That the Henderson-Massey Local Board:

a)      Pursuant to Section 319(1)(j), of the Local Government Act 1974, approves, the road name Ambrosia Avenue, proposed by the Applicant, for the new road created by way of subdivision at 60 View Road and 7 James Laurie Street, Henderson, while noting that Blue Sky Avenue also meets the road naming criteria.

New Road Name Approval for the Residential Subdivision by  The Neil Group at 1/99 Fred Taylor Drive, Westgate

 

Resolution number HM/2015/105

MOVED by Member WW Flaunty, seconded by Member MFP Chan:  

That the Henderson-Massey Local Board:

a)      Pursuant to Section 319(1)(j), of the Local Government Act 1974, approves, the road name Kawakawa Place, proposed by the Applicant, for the new road created by way of subdivision at (Northside Drive), 1/99 Fred Taylor Drive, Westgate, while noting that Kumarahou Place and Tataramoa Place also meet the road naming criteria.

Community Facilities Network Plan

 

Resolution number HM/2015/106

MOVED by Chairperson VS Neeson, seconded by Member WW Flaunty:  

That the Henderson-Massey Local Board:

a)      Supports the draft Community Facilities Network Plan and associated draft Action Plan to guide council’s investment in the provision of community facilities

b)     Delegates feedback on the Community Facilities Network Plan to the Chairperson and Portfolio holders.

b)    Notes that local board views will be reported to the Regional Strategy and Policy Committee in August 2015.
