Resolution number WH/2015/83 MOVED by Member SPT Matafai, seconded by Member A Chand: That the Whau Local Board: a) Accepts apologies from deputy chair Susan Zhu and member Derek Battersby for absence. |
3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Resolution number WH/2015/88 MOVED by Member A Chand, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Receives the Auckland Transport June 2015 report. b) Does not support offering to the landowner at the corner of Great North Rd and Sabulite Rd a licence to occupy the frontage of the road reserve and further request a review of the legacy agreement with Waitakere City which allows cars to be parked on the road reserve on the corner of Great North Rd and Sabulite Rd.

Resolution number WH/2015/89 MOVED by Member SPT Matafai, seconded by Member R Manukia-Schaumkel: That the Whau Local Board a) Pursuant to section 319(1)(j) of the Local Government Act 1974, approves the road name `Whau Crescent’, proposed by the Applicant, for the new road created by way of subdivision at 42-54 Orchard Street Avondale while noting that `Awa Loop’ and `Plantation Crescent’, also meet the road naming criteria.

Resolution number WH/2015/90 MOVED by Member A Chand, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Pursuant to Section 319(1)(j), of the Local Government Act 1974, approves the road name Manatu Lane, proposed by the Applicant, for the new right of way created by way of subdivision at 41-47 Kelman Road, Kelston, while noting that ‘Grant Lane’ and ‘Matt Street’, also meet the road naming criteria.

Memorandum of Understanding with the Whau Coastal Walkway Environmental Trust |

Resolution number WH/2015/92 MOVED by Chairperson CM Farmer, seconded by Member D Macdonald: That the Whau Local Board: a) Endorses Auckland Council entering into a memorandum of understanding with the Whau Coastal Walkway Environmental Trust. b) Notes that board member Derek Battersby is a trustee on the Whau Coastal Walkway Environmental Trust. c) Confirms Whau local board chair Catherine Farmer as the principal contact between the board and the Whau Coastal Walkway Trust and related projects. c) Investigates the development of a draft operational funding agreement between the Whau Local Board and the Whau Coastal Walkway Environmental Trust for potential future adoption by the Whau Local Board.

Resolution number WH/2015/93 MOVED by Member SPT Matafai, seconded by Member A Chand: That the Whau Local Board: a) Notes that the board has agreed at the 20 May 2015 business meeting: · to undertake full public consultation, to obtain a greater understanding of the impact of alcohol-related crime or disorder in the current alcohol ban areas · that a hearings panel will hear from members of the public on this issue. b) Confirms that the Whau Local Board Alcohol Ban Review Panel will hold hearings and deliberations on this issue on Wednesday, 12 August 2015 commencing at 1.00pm in the Whau Local Board office, 31 Totara Ave, New Lynn. c) Confirms that deliberations on this issue will occur after the hearing of the last submitter within the hearing meeting scheduled on Wednesday, 12 August 2015. d) Notes that the above dates will also be advertised on the Whau Local Board facebook page. e) Notes the report received in May, which set out the proposal to review alcohol bans in the local board area and outlined the process for the review of alcohol bans. |

Resolution number WH/2015/94 MOVED by Chairperson CM Farmer, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Receives the Early Childhood Education in Avondale Report in response to resolution WH/2014/98 at its 16 July 2014 board meeting. b) Requests that staff report back to the local board meeting on how early childhood centres are supported by other local boards, specifically the Riverside Early Childhood Centre and the Mataliki Tokelau pre-school.

Manukau Harbour Forum: Legislative Change Requiring Agreement by Resolution |

Resolution number WH/2015/95 MOVED by Member A Chand, seconded by Member SPT Matafai: That the Whau Local Board: a) Agrees with the recommendations of the Manukau Harbour Forum and resolves to: i) appoint Ami Chand as member and Duncan Macdonald as alternate member to the Manukau Harbour Forum. ii) confirm that the chairperson and deputy chairperson of the Manukau Harbour Forum will be elected by a majority of members at the first meeting of each electoral term. iii) confirm the revised Terms of Reference for the Manukau Harbour Forum as appended to Agenda reports. iv) delegate authority to the Manukau Harbour Forum to make decisions within its terms of reference, noting that any significant or controversial decisions will only be made by the forum with the confirmation by resolution of all the member boards that would be affected by the decision and that the local board will reserve the right to hold and promote a different view to that of the forum on any issue that may impact the Whau Local Board area. v) confirm that any changes to this agreement will be agreed first by the Manukau Harbour Forum then recommended to the nine member boards for their approval, noting that resolutions must be identical. vi) note that in order for the requirements of this new agreement for the Manukau Harbour Forum to be reached, the resolutions of each of the nine member boards made in respect of recommendations a) (i)-(v) above (with the exception of a) (i) where appointees are to be named) must be identical and that in the absence of identical resolutions by all member boards the Forum will not meet the requirements under clause 30a of Schedule 7 to the Local Government Act 2002.
