The Henderson-Massey local baord would like to express its sincere condolences
to the whānau of Anzac Pikia. He was involved in Māori broadcasting
for the past twenty years as a journalist. Anzac’s commitment to te reo
Māori and his vigour for allowing Māori to openly share their stories
must be commended. The tributes of Anzac across the nation reflects his love
and commitment to serving his community. He was a unique person with a heart of
gold who deeply cared about the welfare of his people. He was dedicated to the
revitalisation of te reo Māori and to his work as a broadcaster. Anzac was
a great friend to many and he will be greatly missed. The Henderson Massey
Local Board sends our aroha to his friends and whānau during this time.
7 Petitions / Ward Councillor’s Update
Request to present petitions on the “No 24 hour drive through restaurant in Te Atatu Peninsula” has been received. This petition will be presented under item 8.3.
Ward Councillors are given the opportunity to update the board on issues that impact the Henderson-Massey local board.
8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Henderson-Massey Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
Purpose 1. To inform the local board on the activities of English Language Partners New Zealand and possible opportunities in the Henderson-Massey local board area.

8.2 Deputation on the 24 hour restaurant in Te Atatu |
Purpose 1. There has been a huge community and public concern at the proposed 6:00am - Midnight hours and drive thru at the new development at 543 Te Atatu Road (next to Luscious Food Store). 2. To ensure a thorough democratic process occurs and for a true representation of the potential and actual effects a proposed extended hours and / or a Drive Thru will have on Te Atatu Peninsula we implore that the decision for be fully notified. Executive Summary The residents of Te Atatu Peninsula ask that they are given the opportunity to engage in this process with all relative negative effects clearly and carefully considered. Some potential effects include: · The amendment to the current consent includes a reduction in on-site parking in an already parking lacking area. · Danger to cyclists and obstruction of cycle ways. · The very real effect on the nature of the character of this residential community. · Detrimental effect to an already crowded traffic system in this one way in - one way out peninsula. · Increased traffic congestion in both directions on Te Atatu Road. · Increased traffic means more noise and air pollution for the area. · The eye sore and detriment to the character Te Atatu Peninsula due to the advertising/ promotional signage. · Safety concerns due to increase in traffic across footpaths and pedestrian access · Concerns over documented smell generated by McDonalds franchises · Light pollution at night from signage · Noise pollution for immediate neighbours. · Increase in rubbish due to McDonalds franchise only offering disposable packaging. As a community without a McDonalds we already find litter from this franchise on our streets.

Purpose 1. The Waitakere Cadet Unit has doubled in membership size since moving into its current venue. 2. We currently need a new venue due to the fact that we have outgrown our current venue. This presentation is to gain support from the Henderson-Massey local board in finding a new site for the Waitakere Cadets. Executive Summary 3. In 2014/2015, the Waitakere Cadet unit has grown from 13 to 35 parading at Tui Glenn Scout Hall. The Unit has also grown from 2 officers to 4. The Unit has out grown the current location and seeking new premises with the assistance of the Henderson- Massey Local Board.

Recommendation/s That the Henderson-Massey Local Board: a) Receives presentation from Lieutenant Peter Walker, Unit Commander Waitakere Cadet Unit on the topic of finding a new site for the Waitakere Cadets.

Purpose 1. To request the support of the Henderson-Massey Local Board for the Zeal satellite services initiative. Executive Summary 2. Zeal is a leading youth organisation in New Zealand with a history of offering youth development opportunities through events, workshops and pathways using the medium of creativity. 3. Zeal is currently funded by the local board to manage a community facility with a focus on youth and provides youth services in Henderson. 4. Zeal is proposing to make its services mobile and take them on the road, enabling more young people to benefit from it’s successful events and programmes through a more versatile and adaptive infrastructure model. 5. Furthermore by building an economic engine into each mobile service unit, Zeal plans on developing a long term sustainable model for youth development infrastructure that can be taken anywhere at any time and serve to grow positive social engagement, specific and adaptive skills, and pathways to industry.

Recommendation/s That the Henderson-Massey Local Board: a) Receives the deputation from Zeal Henderson, and note their request for support for their proposed Zeal satellite services initiative.

9 Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Leadership for Women Masterclass

Purpose
1. This report informs the Henderson-Massey local board about the Leadership for Women Masterclass course in Auckland from Monday 17 August 2015 to Tuesday 18 August 2015.
Executive Summary
2. The Leadership for Women Masterclass is promoted as a challenging, two day course designed to help women build the presence, confidence and leadership skills needed to win and excel at senior levels. The course is not only about management and leadership skills; it’s about developing the qualities that enable effortless leadership. It is described as empowering participants with confidence and emotional resilience, teaching the skills to drive productivity, bring out the best in teams and staff, and improve working relationships.
3. The course will offer a principle-based thought process for participants to understand how the quality of thinking greatly impacts high performance, eliminates stress and fosters relationships that are sustainable and productive in all areas. It is designed to be reflective and insight-based, with an emphasis on a new paradigm for leadership
4. Training on Self Leadership takes place on the first day while Leadership of Others takes place on the second day.
5. The training aligns with the learning and development needs of local board members who provide governance leadership for the council organisation, along with leadership for and within the communities they represent.
That the Henderson-Massey Local Board: a) Nominates members of the Henderson-Massey local board to attend the Leadership for Women Masterclass conference in Auckland from Monday 17 August 2015 to Tuesday 18 August 2015 on the basis that the course is relevant to the local board. b) Confirms that conference attendance including travel will be paid for in accordance with the current Auckland Council Elected Member Expense Policy. |

6. The Local for Women Masterclass course will better inform female elected members support and enhance their decision making for the Henderson-Massey local board including Maori.
