1          Welcome/Prayer

            The meeting opened with prayer by member Brenda Brady.

2          Apologies

  There were no apologies.

 

3          Declaration of Interest

            Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

4          Confirmation of Minutes

MOVED by Member BA Brady, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)         Confirms the ordinary minutes of its meeting, held on Tuesday, 4 August 2015, as a true and correct record.

5          Leave of Absence

There were no leaves of absence.

 

6          Acknowledgements

 

The Henderson-Massey local board acknowledged Anzac Pikia and expressed their heartfelt condolence to his friends and family on the loss of a such dear friend and relative.

The Henderson-Massey local board also acknowledged Georgia Lily Ball QSM. J.P. (21.11.37 to 31.07.15).

Georgia received the 2013 Queens Service Medal, 2008 Waitakere City Council Unsung Heros Award and 1993 New Zealand Suffrage Centennial Medal.

She was a member of Toughlove, past Henderson Community Board member, a Justice of the Peace and had many other positive impacts in the Henderson-Massey local board community.

The Henderson-Massey local board also expressed their condolence to Georgia’s  friends and family.

a)      Receives presentation from Lieutenant Peter Walker, Unit Commander Waitakere Cadet Unit on the topic of finding a new site for the Waitakere Cadets.

Deputation on the 24 hour restaurant in Te Atatu

That the Henderson-Massey Local Board:

a)      Receives the petition from Donnah Bowers and Chris Burton from the “No 24 hour drive through restaurant in Te Atatu Peninsula” group.

8.4

Deputation from Zeal Henderson

 

Resolution number HM/2015/119

MOVED by Chairperson VS Neeson, seconded by Member BA Brady:  

That the Henderson-Massey Local Board:

a)     Receives the deputation from representatives of Zeal Henderson.

b)    Supports the proposal from Zeal Henderson and requests staff to investigate seed funding the project.

7          Ward Councillor’s Update

7.1

Councillor Cooper was present and she provided update on the following:

 

-       24 hour Macdonalds in Te Atatu: The Councillor acknowledged that all the relevant concerns received from the community will be considered by the Consent commissioner in decision-making.

-       Georgia Ball: The funeral will be held on Friday, 7 August 2015. Councillor Cooper encouraged members to attend to offer support to Georgia’s friends and family.

-       Film studios: No decisions have been made yet.

 

 

                       

9          Public Forum

The Chairperson invited public forum submissions.

 

9.1

Assid Corban

Mr. Corban spoke on his concerns on the signage of Henderson. He requested that the Henderson-Massey local board use Henderson  instead of  “Waitakere” for iconic places in Henderson. He also spoke on the parking signs in Henderson.

9.2

Gary Osborne

Mr. Osborne spoke to the board about the 2 July updated minutes on the website http://infocouncil.aucklandcouncil.govt.nz

9.3

Conin Bowker & Claire Beard from YMCA

Bowker and Beard updated the board on Raise Up Massey, Youth Development Programme.

9.4

James Wood

Mr. Wood spoke on traffic congestion at the Te Atatu Motorway Interchange.

9.5

Kent Xie and Michael Coote

Mr. Xie and Mr. Coote spoke to the board on having better dog control signage at the Harbourview  Orangihina.

Leadership for Women Masterclass

 

Resolution number HM/2015/121

MOVED by Member WW Flaunty, seconded by Member MFP Chan:  

That the Henderson-Massey Local Board:

a)      Nominates Chairperson Vanessa Neeson and member Tracy Kirkley to attend the Leadership for Women Masterclass conference in Auckland from Monday 17 August 2015 to Tuesday 18 August 2015 on the basis that the course is relevant to the local board.

b)      Confirms that conference attendance including travel will be paid for in accordance with the current Auckland Council Elected Member Expense Policy.
