Resolution number KT/2015/128 MOVED by Chairperson K McIntyre, seconded by Deputy Chairperson A Hartley: That the Kaipatiki Local Dog Access Review - Shoal Bay Hearing Panel: a) temporarily suspend the following Standing Orders for the duration of this meeting in accordance with Standing Order 3.2.1 in order to facilitate the ability of the hearing panel to hear and consider submissions from members of the public on the Kaipatiki Local Dog Access Review - Shoal Bay proposal: i. 3.3.7 – Duration of meetings and time limits ii. 3.7.5 – Major items not on the agenda iii. 3.7.6 – Minor items not on the agenda iv. 3.20.1 – 3.20.8 – Deputations and Presentations v. 3.21.1 – 3.21.4 – Petitions vi. 3.23 – Requests for reports b) note that for the avoidance of doubt, submitters to the dog access review will be allowed to address the panel when considering item 5 on the agenda. |

Resolution number KT/2015/129 MOVED by Chairperson K McIntyre, seconded by Deputy Chairperson A Hartley: That the Kaipatiki Local Dog Access Review - Shoal Bay Hearing Panel: a) , in relation to the proposed changes to local dog access rules contained in the document titled ‘Proposed changes to local dog access rules in the Kaipātiki Local Board area (Shoal Bay): i) receive the hearing and deliberation report; ii) receive the submissions; iii) receive all late submissions and iv) hear the submitters who wish to be heard in support of their submission.

33 – Bernadette Cornille Bernadette Cornille and Paul Cornille were in attendance to speak to Ms Cornille’s submission.

The meeting adjourned at 10.50am and reconvened at 11.25am. At this point the Hearing Panel began deliberations. The meeting adjourned at 12.29pm and reconvened at 1.32pm.

Resolution number KT/2015/130 MOVED by Deputy Chairperson A Hartley, seconded by Chairperson K McIntyre: That the Kaipatiki Local Dog Access Review - Shoal Bay Hearing Panel: b) prohibit dogs on the foreshore and shell banks on Shoal Bay, east of the motorway and north of the Tennyson Street, Northcote pedestrian underpass to protect wildlife, and adopt a time and season rule for Shoal Bay south of the underpass. c) delegate the Chairperson to approve the decision report titled ‘Hearing panel decision report on local dog access rules within Shoal Bay in the Kaipātiki Local Board area 2015’ to be provided to the Governing Body business meeting on 24 September 2015.
