Petition - Request for traffic calming measures on southern end of Sykes Road, Manurewa - Roy O'Neill |

Rua Taniwha and Roy O’Neill presented a 42 signature petition requesting the installation of speed bumps (or similar) to help control the speed of traffic along the southern end of Sykes Road, Manurewa.
A copy of the Auckland Transport consultation letter and traffic calming plans for Sykes Road was tabled.
A copy of the documents can be publicly viewed on the Auckland Council website.

Resolution number MR/2015/138 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) thank Rua Taniwha for his presentation regarding: i) the petition requesting traffic calming measures in Sykes Road and supporting the Auckland Transport initiatives in relation to traffic in Sykes Road. ii) concern for potential risk of children drowning in the big pond behind the Kohanga Reo on Sykes Road iii) lack of safety measures for pedestrians on the northern end of Sykes Road near the Aquatic Centre. b) request the petition with the following prayer be forwarded to Auckland Transport for action, noting that Auckland Transport is currently consulting with the public for feedback on a proposal to install traffic calming measures in Sykes Road, Manurewa:

Resolution number MR/2015/143 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) receive the verbal report from the Manurewa Local Board Chairperson regarding: i) proposed work at Mountfort Park play space ii) advocacy for Totara Park to be a regional park iii) walkway around Heron Point iv) Arts Portfolio v) Pools birthday vi) Mana Whenua relationship building – a long way to go vii) met with Mayor’s chief of staff viii) issue of small groups that used to be funded by Manukau City Council but no longer can access funding eg: Manukau Symphony Orchestra ix) budget is challenging but can still do things to celebrate the little things being done in the community. |

Resolution number MR/2015/145 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) receive the report entitled “Auckland Transport Update – August 2015”. b) request a response from Auckland Transport in relation to the upgrade of the shelter and safety initiatives (including new CCTV cameras) for Te Mahia Station to ensure a safer, more attractive structure and environment for the public. c) request that Auckland Transport defer footpath maintenance along Hill Road in the ‘arts and plants’ Manurewa Auckland Transport Capital Fund project until that project takes place. The board want to replace the footpaths but want to ensure the project is done all at once. The board want to ensure the community are consulted on the project. |

Resolution number MR/2015/146 MOVED by Chairperson AM Dalton, seconded by Deputy Chairperson SP Brown: That the Manurewa Local Board: a) note that the Manurewa Local Board will formally agree the line items for events budgets at its September 2015 business meeting.
b) agree to either fund, partially fund or decline the following applications for round one 2015/2016 contestable local event fund from within the current budget allocation of $44,000 as follows:
c ) note that this will be the only local events support funding round in the 2015/2016 financial year for the Manurewa Local Board.

Resolution number MR/2015/147 MOVED by Chairperson AM Dalton, seconded by Member D Wrightson: That the Manurewa Local Board: a) endorse and approve $8,000 from the 2015/2016 Local Event Support Fund budget for the proposed Pacific performance showcase in Manurewa for one night to be scheduled in November as part of the Urbanesia 2015 Festival, to assist with procurement of artists and production costs of technical, AV and staging support as required. b) request staff to further explore the feasibility of the proposed Opera in the Gardens event as part of the Urbanesia 2015 Festival within the budget of $18,000, to assist with procurement of artists and production costs of technical, AV and staging support as required. c) request staff to expand the project scope of the Pacific performance showcase to cover two nights of activity to the value of up to $18,000 if resolution b) proves not to be achievable. d) delegate authority to the Chair and Portfolio Lead for a sign off of the line-up and events for the Urbanesia 2015 Festival in Manurewa. |

Resolution number MR/2015/155 MOVED by Chairperson AM Dalton, seconded by Member GW Hawkins: That the Manurewa Local Board: a) provide the following feedback on the allocation of Capital expenditure (Capex) funding to local boards: i) option E is favoured, ie: Great Barrier receives 1% and Waiheke receives 2% of total funds, remaining funds allocated to all other boards based on 90% population, 5% deprivation and 5 % land area. ii) retain the option to fund consequential operational expenditure (opex) of capital projects from the LDI (noting: the 16 July 2015 workshop notes misrecorded the board’s preferences). iii) support the ability to accumulate the fund over a three year period with the option for accumulation over a greater period on approval from governing body. The board felt it had to be agreed with the departments as to whether they could deliver the project. iv) boards should be able to use the capital expenditure (capex) fund allocation to bring forward regionally funded projects if they wish. v) the capital expenditure fund could be used to look for partnership opportunities with the community. vi) boards should have maximum flexibility when considering how to use the capital expenditure fund. |
