Purpose
1. The purpose of this report is to respond to local board requests on transport-related matters and provide information to elected members about Auckland Transport (AT) activities.
Executive Summary
2. The report provides an update on transport matters for the information of Transport, Planning and Infrastructure (TPI) Committee members and a register of transport issues in the local board’s area, as collated by Auckland Transport’s (AT’s) Elected Member Relationship Manager North.

Comments
Travelwise update and school awards
3. The Travelwise programme is an innovative schools-based programme that aims to improve road safety and achieve a reduction in the number of vehicles driving to and from schools at peak times. The programme achieves this through encouraging and increasing alternative modes of travel and providing safer facilities for all road users.
4. There are currently 408 schools on the Travelwise programme, at which AT supports activities and events, helps with policies and systems, promotes road safety for children and drivers, offers scooter and cycle training, and runs Back to School and Slow Down promotions. Most of the schools have student groups which help with running the programme, together with a Lead Teacher who is the central point of contact for AT.
5. Since its inception in 2005, Travelwise has achieved the following results:
· Approximately 202,000 students involved in the programme.
· 75% of all Auckland school-aged students attend a Travelwise School.
· Safe School Travel Plans have helped:
o Reduce car travel by taking 12,736 car trips off the road in the morning peak;
o Save 2,596,000 kms in car travel, about $20.35m a year on congestion, and about 150,000 litres of fuel;
o Reduce CO2 emissions by 735 tonnes each year; and
o Improve safety around Auckland schools – crashes involving pedestrians and cyclists aged 5 to 13 have reduced by 58% at schools that have Safe School Travel Plans.
6. The awards are based on four criteria:
· Mode share shift from when the school first started as a Travelwise School.
· The inclusion of road safety and active travel in the curriculum.
· Efforts to involve the school community in road safety and mode share; and
· The inclusion of these matters in the ethos and organisation of the school.
7. If a school is high achieving in all of these areas they are awarded Gold (e.g. mode shift of more than 4%), medium achievement is awarded Silver, and medium to low achievement is awarded Bronze.
8. The Rodney schools listed below have been recognised for their outstanding Travelwise achievements in 2014:

Update on Rodney Local Board’s Transport Capital Fund (LBTCF) Projects
9. As at 6 July 2015 the balance of LBTCF funds available to the Rodney Local Board was $261,116. The local board has successfully allocated all of the funding for the budget years up to and including 2015/2016. If not spent, the remaining funds will be made available to the local board elected in October 2016.
10. Construction of the following LBTCF projects identified by the Rodney Local Board has been completed:
· Mountable kerb outside 336 Mahurangi East Road, Snells Beach (Project 118);
· Footpath extension on Fordyce Road, Parakai (Project 174);
· Extending the loose metal bridle trail on the northern side of Coatesville-Riverhead Highway from east of Glenmore Road to 264 Coatesville-Riverhead Highway (Project 179);
· New footpath on Mahoenui Valley Road opposite the school to its intersection with Coatesville-Riverhead Highway (Project 180);
· New footpath on Rodney Street, Wellsford (Project 190);
· Construction of local access road improvements, 338 – 382 Main Road, Huapai (Project 175);
· New footpath on the eastern side of Coatesville-Riverhead Highway from Elliot Street to the bridge (Project 177);
· Installation of a seat in front of the property at 6 Alexander Road, Algies Bay (Project 294);
· Construction of a 1.8m wide footpath on Point Wells Road, from Waimanu Place to 30/32 Point Wells Road (Project 205);
· Construction of a new footpath on Oaia Road, Muriwai (Project) 163.
11. Construction has begun in Puhoi on Projects 113 and 162, Puhoi Pedestrian Bridge and Footpath Extension, with the abutments for the pedestrian bridge now in place and all poles for the retaining walls installed. Weather permitting, installation of the bridge is programmed for 22 July, the footpath construction and handrail installation is programmed for August, and overall completion is anticipated in September.
12. The updated design for Project 116, a footpath on Mahurangi East Road, Snells Beach, from Arabella Lane to the existing footpath, has been completed and is under review. It is hoped to begin construction soon after approval of the regulatory consents and complete the project before Christmas.
13. At its meeting on 2 June the committee approved construction of Projects 398, a footpath on Maude Street, Riverhead, and 399, a footpath on Great North Road, Riverhead, for which firm cost estimates of $147,000 and $428,000 respectively were provided. These projects are currently in consultation and consent phases.
14. Project 426, construction of twenty parking bays by Cabra Developments to improve the new road frontage between Huapai Reserve and the adjacent housing development was approved by the local board in May. AT staff are now establishing a mechanism for the transfer of the $51,000 required from the local board’s TCF and will work with Cabra Development to ensure delivery of the car parks to the required standards.
Consultations
15. A proposal to improve and replace signage and carry out minor road marking changes at the South Head / Green / Parkhurst Roads intersection, Parakai, was forwarded to members on 15 May 2015 with a request for responses no later than 29 May. Members Pirrie and Steele indicated their support for the proposal, Member Steele suggesting that the camber of the road should also be investigated. No objections to the proposal were received from the local board.
16. Members were advised of a proposal to improve safety at a location on Amreins Road, Taupaki, by the installation of no overtaking lines between 309 and 327 Amreins Road to warn approaching motorists of the restricted visibility ahead and enable them to stay within the traffic lane, on 15 May 2015 and requested to provide comments no later than 29 May. Member Flaunty indicated his full support for the proposal on 15 May, noting that Amreins Road is a very hazardous road with lots of bends and suggesting that the no passing lines could be extended. Board Chair Brenda Steele and Member Pirrie echoed Member Flaunty's sentiments. No objections to the proposal were received from the local board.
17. Members were asked on 29 May 2015 for assistance in developing AT's 2015/16 New Footpath programme, with responses required before the end of June. They were asked which footpath schemes the local board supports, which footpath schemes it does not support and why, and whether there were requests members would like added to the list. Member Pirrie advised that he supported the programme, particularly those footpaths planned for the Riverhead area. Member Houlbrooke requested that footpaths be included in the programme on Kaspar Street, Warkworth; Omaha Drive from the community centre to Broadlands Drive roundabout, Omaha, noting that a simple gravel path would be acceptable; on Leigh Road from the existing footpath to Ashton Road, Whangateau; on Woodcocks Road from Evelyn Street to Mason Heights, Warkworth, and on Point Wells Road to Matakana Country Park, Warkworth, where she suggested a cycleway or gravel path only. No objections to the 2015/2016 programme were received from local board members.
18. A copy of public consultation documentation describing a proposal to install a Kea crossing, parking restrictions and a new footpath adjacent to Huapai School on Trigg Road, Huapai, was forwarded to members on 2 July 2015, with a request for comments no later than 16 July. Members had been canvassed on the proposals prior to the public consultation phase when Member Flaunty had advised that any changes would be an improvement; Member Pirrie advised that he was totally supportive and that the parents would love the proposed changes; and Board Chair Brenda Steele indicated she supported the project, advising that Huapai School and parents, grandparents and caregivers would be very pleased to have these for the safety of the students and families. However, she alerted AT staff to a road proposed realignment associated with a Special Housing Area proposal bounded by this road and suggested that they discuss this matter with AC's Housing Project Office. No objections to the proposals were received from the local board.

In response to a request that NSAAT restrictions be installed on Mansel Drive, Warkworth, from the entrance to Summerset Village extending approximately 3 car lengths toward Woodcocks Road, and that the painted median through the middle of Mansel Drive be reviewed, members were advised on 29 May 2015 that the engineers had decided to delay their decisions until construction in the area has been completed. In the meantime however, limit and continuity lines would be installed at the exit to the village. Further review following completion of construction in the area. |

Temporary fencing and road slumping on Taupaki Road, Taupaki. |
In response to concerns raised by Member Flaunty on 26 February 2015, a temporary fence outside the property at 1 Taupaki Road, Taupaki, has been replaced with permanent fencing. A concern also raised by Member Flaunty about slumping in the vicinity of the railway crossing was referred to KiwiRail staff for investigation. |

Member Houlbrooke forwarded a resident's concerns about hazards for those using mobility scooters in Warkworth on 9 March 2015. On 23 April 2015 Member Houlbrooke was advised that an AT engineer had visited the site and the resident requesting the improvements, and that further detailed investigation will be undertaken, with the outcome and recommendations available by the end of July, 2015. Issues related to truck movements on Omaha Valley Road, Big Omaha. |
Member Sayers referred a number of queries related to the resource consent for the Omaha Valley Quarry (Matakana Metal Supplies Limited) on 14 April 2015. On 7 May 2015 members were forwarded a response to similar issues raised by Member Houlbrooke (CAS-563013-G8S2T4) indicating that traffic counts will be undertaken on Omaha Valley Road to gather data on the number and speed of cars and trucks using the road which will then be passed to Auckland Council's monitoring and compliance staff. The outcome of the investigation and any resulting recommendations will be made available in July. |

Request for clearing of stormwater drains on Webber Road, Mairetahi. |
Local Board staff forwarded a request from the residents of 12 Webber Road, Mairetahi, who advise that water and debris are sheeting across the road and onto their property because of the blocked drains on the opposite side of the road. On 6 July 2015 Local Board staff and Members Steele, Pirrie and Garner were advised that the contractors will undertake water tabling in this area during July/August to address the problems being experienced. |

Closure of fishing platform on bridge on Broadlands Drive, Omaha. |
Members were advised on 1 May 2015 of problems with the bolt heads anchoring the fishing platform on Broadlands Bridge (Broadlands Drive, Omaha) to the concrete kerb, which had necessitated closing of the fishing platform for safety reasons. Members indicated that the community was in favour of retaining the structure. A senior engineer from AT’s Asset Quality Assurance Team (Gary Lin) discussed the issue with the Transport, Planning and Infrastructure Committee at a workshop on 11 May 2015. Discussions are continuing subsequent to that meeting with AC Parks about the future of the facility. |

Query regarding unnecessary use of ratepayer funding. |
On 6 May 2015 Member Sayers asked why a full page advertisement about the train schedule had appeared in the Rodney Times on 5 February, when there isn’t a train service to Rodney. On 26 June Members were advised that the advertisement was placed in all local community newspapers in the first week of February, AT having purchased an all Auckland newspaper advertising package which is a more cost effective option that buying individual spots in papers in the east, west and south. The advertisement was designed to promote train travel on weekends and at the time there were many events taking place in and around Auckland that people could travel to by train. There were also people from various parts of Auckland interested in taking a trip on the new electric trains, so it was hoped the advertisement would appeal to this audience. A few complaints about the advertisement being run in the Rodney Times had been received and, as a result, AT staff had decided to withdraw the advert from the Rodney Times. |

Member Flaunty advised on 12 May 2014 that the road edge opposite No. 272 Amreins Road in Taupaki had broken away so that cars needed to move across the centre line to avoid the broken area, causing a dangerous situation. Members were advised on 3 July that repairs were actioned during May. |

During a site visit to Motutara Road, Muriwai, on 17 March 2015, AT staff undertook to pursue traffic volume and speed counts to determine what the 85th percentile is between the repositioned speed signs and the Muriwai/Motutara/Oaia Road junction; investigate the possibility of funding threshold treatment from AT’s safety budget; check the origin of the recently installed destination sign; install a “Fire Station” sign; arrange for a ‘Jack Butt Lane’ sign to be positioned on the pole located on the corner of Motutara Road/Waitea Lane, and review the number of signs on this sign post. An update was provided to Member Pirrie on 1 July noting that the fire station sign was with the contractor for installation; the directional sign would be removed; AT's customer response team would follow up on the request for speed and volume counts, together with the possibility of funding threshold treatment; the ‘Jack Butt Lane’ sign has been ordered and will be added to the existing sign board, and the ‘P’ parking sign relocated to the opposite side of the road. |

SH1/Hill Street, Warkworth |
Request for improved safety at the SH1/Hill Street, Warkworth intersection. |
Member Houlbrooke asked on 18 May that pedestrian safety at the SH1/Hill Street, Warkworth intersection be investigated, particularly for children crossing during the pedestrian phase, asking whether the signals phasing can be adjusted and / or the conflict with vehicles turning left out of Matakana Road onto SH1 made safer. On 29 June Members were advised by NZTA staff that options to address the concerns raised had been explored. Currently the intersection operates similar to many other intersections in the region with a red arrow holding left turn traffic throughout the 6 second Green Man CROSS period. During the flashing Red Man pedestrian clearance period, the red arrow is extinguished and left turning traffic may proceed but is required by law to yield to pedestrians completing their crossing. There is also an additional feature at this intersection which enables the local school to manually extend the CROSS period up to 30 seconds when required, so that large groups of school children can be escorted over the highway. This feature is controlled by special keys held by the school. For the duration of this extended CROSS period, the left turning traffic is held on a red arrow. However, in view of the concerns raised, NZTA would undertake to extend the length of time the red ‘no left turn’ arrow is displayed at those times of the day when children are normally heading to and from school. It was also advised that the new pedestrian crossing for Hill Street is due to be installed shortly, and it is proposed that the changes to the red arrow timing be commissioned at the same time, both actions requiring changes to the operating programme within the controller. |

Request for the connection of various roads in Rodney. |
At the Rodney Local Board Transport, Planning and Infrastructure Committee workshop on 11 May 2015, members requested comment on the possibility of connecting the severed sections of Worker Road, Wellsford; Valley Road, Wainui; Kauri Crescent, Waimauku; and Alnwick Street, Warkworth, advising they believe the various connections would add to the operation of the roading networks in the respective areas. On 25 May members were advised that Worker Road North is an unsealed road and there would seem to be little justification to upgrade it. It does not appear on the seal extension prioritised list and has an annual daily traffic (ADT) count of only 20 vehicles per day so is unlikely to be sealed in the near future. There are currently no grounds for forming the missing section of Valley Road as this serves only two properties and Forestry Road is a good quality alternative. Kauri Crescent, Waimauku, is a combination of sealed road/unsealed road and paper road serving a limited number of properties. As it is a crescent (albeit a rather long one) connecting it will not improve network performance. The request to form a connection for Alnwick Street, Warkworth, has been responded to previously. The road is dependent on subdivision of the property it traverses and would be developed as part of a subdivision. There is no justification for AT to make the connection earlier. |

At a Rodney Local Board Transport, Planning and Infrastructure Committee workshop on 11 May, the Chair, Phelan Pirrie, asked what AT’s responsibility was in terms of unformed legal roads which are managed, but not maintained by AT. The case was referred to Auckland Council's legal team with a request that they respond direct to Member Pirrie. |

NSAAT restrictions on Jamieson Road, Mahurangi West |
Cr Walker's governance support advisor forwarded a query from a Rodney constituent on 19 May 2015 about the recent decision to install NSAAT restrictions on Jamieson Road in Jamieson Bay, Mahurangi West. On 6 July Cr Walker's governance support advisor and Members Steele, Pirrie and Garner were advised that there is indeed a substantial length of NSAATs that have been painted in addition to those that were resolved in the cul de sac head. In all likelihood these were not installed by AT’s contractor as some of them appear to have been painted off the sealed area. A request has been sent to AT's maintenance staff (CAS-38127-Q3L2X9) to have the additional yellow lines removed so this should help with the constituent's problem. |

On 20 May 2015 Member Pirrie asked that the condition of the Parakai to Helensville footpath be investigated, noting its poor condition and the perception that no comprehensive maintenance has been carried out over recent years. On 22 June Members were advised that approximately 450m of footpath from the footbridge at Parakai back towards Helensville had been hot mixed under the maintenance programme, and that the Road Safety Team was also working on improvements needed on the wooden walkway and handrail. AT's contractors had also cleared overhanging vegetation. It was anticipated that the full length of the footpath would be completed by the end of June, including the sealing of some driveway accesses. |

Complaint regarding hot mix material being flicked into the creek from Leigh Road, Big Omaha. |
On 8 May Members Houlbrooke and Sayers received complaints that Downers staff had flicked hot mix into a creek during repair work being carried out on Leigh Road. Members were advised on 25 May that the complaint had been investigated by both Downers and Road Corridor Maintenance staff and the following response was provided: "Thank you for your query in regards to the materials being flicked into the creek below on Leigh Road. Chip sealing material had been brought onto the bridge deck from the recent sealing works. Reclaimed aggregate was placed on the shoulder of the road behind the guardrail with the intention of recycling the material by levelling it out along the low shoulder. The crew on site intended to return and level the material but unfortunately they ran out of time. In regards to the material being shovelled over the side of the bridge, please be assured we have taken your complaint very seriously and investigations have been carried out as we do not condone this type of practice. The staff member responsible has been spoken to and it has been made quite clear that any future reoccurrence will not be tolerated. As you are already aware, the contractor has been instructed to remove and clean up any of the aggregate on the bank and in the stream." |

On 26 May Member Sayers asked why so much metal was being laid along Run Road (up to 3 feet deep according to the resident), and what the cost of this particular maintenance project was. Member Sayers also asked why the money being used on this could not be diverted to road sealing. He was advised that his request would be considered under the Local Government and Information Act. Members were forwarded a copy of the final response to Member Sayers on 3 July. The response indicated that heavy metaling was being undertaken on Run Road to improve the pavement strength of the road. As part of this, a number of insides of corners had been lifted to reshape the corner and improve the cross fall across the pavement. The site was inspected on 29 May and no areas with 1m build up were found. |

On 11 June 2015 local board chairperson Brenda Steele requested information about a piece of land between the road and the railway line that was subject to discussions between KiwiRail and the Kumeu Lions Club. On 15 June 2015 the local board chairperson and Member Pirrie were advised that the land is owned by KiwiRail, though RDC was apparently given a 30 year Deed of Grant which has now expired. It was noted that KiwiRail, as the owner, is currently receiving fees from the flower seller and from an advertisement hoarding company that is using the site. AT has made no provision for the mowing of this section in its new maintenance contract as it is private land and as such should be maintained by the property owner, KiwiRail. In the past and as a community service, three 'one-off' mows of the area before high level public events (Kumeu Show, the Santa Parade and the Hot Rod Show) have been carried out, but these have incurred an additional cost to AT/AC and there is therefore no plan to do so in future. |

Request for 'Love your Local' campaign for Muriwai. |
Member Pirrie asked on 19 June 2015 whether it was possible to have a 'Love your Local' campaign in the Muriwai area, similar to those that have taken place in Puhoi, Helensville, Coatesville and Riverhead. On 24 June 2015 Member Pirrie was advised that the request would be forwarded to AT's Community Transport team for consideration as a candidate for the next financial year (2015/2016). He was advised that the campaigns were essentially ‘down with speed’ campaigns developed by AT to engage communities and encourage local residents and drivers passing through to reconsider their speeds and slow down. The first step is to look at the relevant crash statistics for the areas to ensure that the criteria for selection are met, then community buy in is achieved at a meeting with community representatives, the Police, volunteer fire fighters, residents’ associations, schools and community leaders at which the discussion focuses on speed in their area. This group participates in the selection of recognisable local residents to be featured in and to act as advocates for the campaign. On 13 July 2015 Member Sayers asked whether the increase upon the previous LTP budget for seal extension (i.e.: the additional circa $2m/ annum) would be funded from the Transport levy, and the initial circa $1m per annum continue to come from the general rate take, with the two making up the circa $3m/ annum, or whether both will now be funded from the Transport levy. Member Sayers also asked if the seal extension program is being funded from the Transport levy but, as seal extensions are a Capex item, whether that means the $10m over 3 years is really being borrowed and the Transport levy is helping to service AC’s borrowings, suggesting in this case that it’s not really a 'simple case' of $X million being collected from the Rodney Ward via the Transport levy with $10m of that 'fee' being invested directly back into Rodney over the next 3 years (i.e. the Transport levy will be servicing the loan/ borrowings). By return Members Steele and Pirrie were advised that company had made contact with AT's General Manager AT Metro and staff are now endeavouring to contact them to see if there’s any way AT could provide assistance. It was noted however that this is a private business operating in its own way with no current involvement from AT. It is not running a service that is part of the Regional Public Transport Plan so it is unlikely AT would be able to use public funds to provide support. |

Member Grace noted that Kiwitahi Road had previously been much higher on the priority list (it currently sits in the 100 – 200 band on AT’s seal extension list) and that only approximately 1.8 kms had not yet been sealed. 7. Consultation with the local Iwi has been undertaken in the road naming process. Iwi representative of Ngāti Whātua o Kaipara has been written to but has not responded. Purpose
1. As part of its business meetings the Rodney Local Board Transport, Planning and Infrastructure Committee has a period of time set aside for Deputations/Presentations and Public Forum during which time members of the public can address the local board on matters within its delegated authority.
Executive Summary
2. Under Standing Orders there is provision for Deputations/Presentations to the local board. Applications for Deputations/Presentations must be in writing setting forth the subject and be received by the Relationship Manager at least seven working days before the meeting concerned, and subsequently have been approved by the Chairperson. Unless the meeting determines otherwise in any particular case, a limit of ten minutes is placed on the speaker making the presentation.
3. Standing Orders allows three minutes for speakers in Public Forum.
4. Requests, matters arising and actions from the Deputations/Presentations and Public Forum are recorded and updated accordingly.
