a) agree to adjourn the meeting at 9.34 am.

Suspension of Standing Orders

MOVED by Chairperson LM Whyte, seconded by Deputy Chairperson BK Neeson:

That the Upper Harbour Local Board:

a) suspend standing order(s) 3.3.7, 3.7.5, 3.7.6, 3.9.6, 3.20.1 – 3.20.8, 3.21.1 – 3.21.4 and 3.23,

i) in order to facilitate the ability of the hearing panel to hear and consider submissions from members of the public, on the Upper Harbour Local Board local dog access review proposal; and

ii) for the avoidance of doubt, submitters to the dog access review will be allowed to address the panel when considering item 12 on the agenda.

12	Hearings and deliberations report – Proposed changes to local dog access rules in the Upper Harbour Local Board area

	Tabled documents was provided. (also attached are the submissions which was not included in the agenda) A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

	Resolution number UH/2015/123 MOVED by Chairperson LM Whyte, seconded by Member MA Miles: That the Hearing Panel: a) in relation to the proposed changes to local dog access rules contained in the document titled ‘Amendments to Auckland Council Policy on Dogs 2012 – Upper Harbour Local Board May 2015’: i) receive this hearing and deliberation report; ii) receive the submissions; iii) receive all late submissions. CARRIED
	Resolution number UH/2015/124 MOVED by Chairperson LM Whyte, seconded by Member MA Miles: That the Hearing Panel: iv) hear the submitters who wish to be heard in support of their submission. 051 – Bernadette Cornille Bernadette Cornille was in attendance to speak to her submission. 036 – John Brown John Brown was in attendance to speak to his submission 040- John Brown (Forest and Bird) John Brown on behalf of Forest and Bird was in attendance to speak to his submission. 	Resolution number UH/2015/126 MOVED by Deputy Chairperson BK Neeson, seconded by Member CK Rankin-MacIntyre: That the Upper Harbour Local Board: b) adopt the decision report titled ‘Hearing panel decision report on local dog access rules in the Upper Harbour local board area 2015’. c) delegate the chairperson to make any editorial amendments as required. CARRIED Secretarial note: Member MA Miles voted against the Submission topic 6 – Picnic and fitness apparatus areas and 20 metre time and season rule (paragraph 37) 37. The proposal is to remove the general rules for picnic and fitness areas and the 20 metre time and season rule.
