Notice of Motion - Call for Public Consultation on Trans Pacific Partnership Agreement (TPPA) |

Resolution number DT/2015/205 MOVED by Deputy Chairperson G Gillon, seconded by Member JRK O'Connor: That the Devonport-Takapuna Local Board: a) receive the report. b) notes that: i. while the proposed Trans Pacific Partnership Agreement proposed to hopefully generate economic benefits to New Zealand through increased trading opportunities for exporters, there are also significant potential risks to our sovereignty, environment and way of life; ii. the Trans Pacific Partnership Agreement negotiations have been conducted over the last eight years without any public disclosure of the contents let alone consultation or adequate debate about its principles or provisions; iii. the only publicly available information about the detail of the proposed treaty has come about through partial leaks and overseas sources; iv. much of this so-called free-trade agreement appears to consist of provisions to protect the interests of multi-national corporations, including investor-state rules that appear to allow multi-national companies to sue our government for damages in closed extra-legal tribunals if laws or regulations or policies of either local or central government affect their ability to trade or make a profit within New Zealand; v. the Governing Body resolved on 20th December 2012, and in particular clause xii which calls for Trans Pacific Partnership Agreement negotiations to be conducted with “real public consultation including regular public releases of the text of the agreement and ratification being conditional on a full social, environmental and economic assessment including public submissions”; and vi. the Government has apparently ignored the Council resolution, and similar resolutions from other Councils and numerous other public interest organisations and thus far refuses to release any meaningful information about the contents of the treaty.
c) requests Governing Body to: i. seek clarification from the Minister of Trade on how their recommendations are being addressed in current negotiations; and ii. make available to Local Boards and Auckland Citizens the government’s response, and an analysis of the adequacy of undertakings to address Council’s concerns.
d) requests that this resolution and background information be circulated to the Mayor and Governing Body, and all other Local Boards.

Resolution number DT/2015/206 MOVED by Member DP Hale, seconded by Chairperson JM Bergin: That the Devonport-Takapuna Local Board: a) receive the report. b) approve funding of $50,000 from the local board capital fund to build a three on three basketball court in Milford Reserve. c) approve $25,000 from the local board capital fund to be spent on small capital projects proposed by the Parks Advisor with Parks Portfolio Holder oversight. d) cover the contingency budget of $75,000 from the local board capital fund as part of the cost of constructing a premium playground at Gould Reserve.

Resolution number DT/2015/207 MOVED by Chairperson JM Bergin, seconded by Deputy Chairperson G Gillon: That the Devonport-Takapuna Local Board: a) receive the Auckland Council Property Limited Local Board Six-Monthly update 1 January to 30 June 2015. b) acknowledge that part of 27 Lake Road currently used as a refuse transfer station has been returned to the service portfolio so it can be used to create a modern recycling centre for the community c) thank ACPL for their attention in returning that part of 27 Lake Road used as a refuse transfer station back to service portfolio.

That the Devonport-Takapuna Local Board: a) agree to fund each of the application for round one of the quick response grants to the amount indication in table one as follows:

b) resolve that the application from Milford Business association is
subject to Auckland Transport approval. c) request that staff work with applicants and other community partners to ensure that applications for future funding align with outcomes and objectives of the local board plan.

Auckland Transport update September 2015 for the Devonport-Takapuna Local Board |

Resolution number DT/2015/209 MOVED by Member JRK O'Connor, seconded by Member DP Hale: That the Devonport-Takapuna Local Board: a) receive the Auckland Transport update for September 2015. b) approves expenditure of $265,252 (Option 1) from the Auckland Transport Local Board capital fund to construct Sunnynook Park to Sunnynook busway walking and cycling links, c) approves up to $325,000 from the Auckland Transport Local Board capital fund towards the cost of providing a walking and cycling connection from Rosmini College to Akoranga bus station.
