Maraetai Beach Boating Club Inc. - Request for Loan Guarantee

 

Resolution number FR/2015/154

MOVED by Member AM Fulljames, seconded by Member MJF Bell:  

a)     That the Franklin Local Board supports the request from the Maraetai Beach Boating Club Inc. for an Auckland Council loan guarantee facility of up to $310,000 on the standard terms and conditions Council enters into these arrangements with banks and borrowers.

b)     That the Franklin Local Board requests all departments of Council with any involvement in the land use and approvals for the Maraetai Beach Boating Club extensions treat this matter with urgency to enable the club to proceed as quickly as practicable.

That the Franklin Local Board approves the 2015/2016 Libraries work programme in Attachment A on pages 23 and 24 of the agenda, with the following amendment:

a)        An additional initiative under Proud safe and healthy communities for the mobile library pop-up to be utilised at major events, e.g. A&P Shows, Wheels & Steels and Karaka Vintage Day, and allocates up to $5,000 from the Community Response Fund.

a)      That the Franklin Local Board grants landowner approval for the construction of the pipeline within the esplanade reserve at 109 Bremner Road, Drury, in general accordance with the application from Mott MacDonald dated 7 August 2015.

b)      That any conditions around construction of the pipeline within the esplanade reserve at 109 Bremner Road, Drury be reported to the Franklin Local Board Chairman and Deputy Chair for approval.

That the Franklin Local Board, pursuant to section 319(1)(j) of the Local Government Act 1974, approves the names ‘Lusk Way’ for the Private Way created by a way of a subdivision coming off Pamela Christine Drive, Patumahoe and ‘Patu Way’ for the Private Way created by way of a subdivision coming off  Woodhouse Road, Patumahoe.

Hearing panel decision report on review of alcohol bans in the Franklin Local Board area 2015

MOVED by Chairperson AP Baker, seconded by Member AM Fulljames:  

Secretarial Note:  Member Bell declared an interest in this matter as an adjacent neighbour and did not partake in discussion or vote on the item.

a)      That the Franklin Local Board makes the alcohol bans recommended to be retained (with any amendments) as contained in Attachment B and C (on pages 86 of the agenda) pursuant to the Auckland Council Alcohol Control Bylaw 2014, with a commencement date of 31 October 2015.

b)      That the Franklin Local Board allows the alcohol bans recommended to lapse, as contained in Attachment B on pages 63 to 66 of the agenda, to lapse on 31 October 2015.

c)      That the Franklin Local Board confirms that the decisions in (a) and (b) are in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014.

d)      That the Franklin Local Board authorises the Chairman of the Franklin Local Board to make any minor edits or amendments to Attachments B and C (on pages 86 of the agenda) to correct any identified errors or typographical edits.

e)      That the Franklin Local Board requests staff report back in regard to the updating and/or upgrading of signs required to reflect these bans, along with who has oversight of the budget required to install these signs.

Auckland Transport Update – August 2015

a)    That the Franklin Local Board receives the report entitled ‘Auckland Transport Update – September 2015’ and the attached issues register from Auckland Transport’s Elected Member Relationship Manager (South).

b)    That the Franklin Local Board approves project #459 Kitchener Road, Waiuku angle parking upgrade (as shown on the plan at Attachment B on page 97 of the agenda) for construction to be funded from the Local Board Transport Capital Fund, based on the rough order of cost of $106,000.

Urgent Decision of the Franklin Local Board : World War Project Fund for 2015/2016

That the Franklin Local Board notes the following urgent decision:

Franklin Local Board World War Project Fund for 2015/2016

a)      That the Franklin Local Board amends the Community Development, Arts and Culture 2015/2016 work programme adopted on 16 June 2015 by adding a line item “‘Franklin Local Board World War Project contestable fund” to reflect the $25,000 funding allocated in its budget.

i)       The purpose of the fund is to support projects that provide a community focal point to commemorate times of war.

ii)      Criteria for applications to the fund are as follows:

·   Only incorporated societies can apply.

·   Applications will be considered for new or partially completed small/medium projects providing permanent structures.

·   Upgrades or repairs to existing structures will be considered.

·   Funding for commemorative events will not be considered as the board can consider these through its contestable events fund.

·   Retrospective funding of projects will not be considered.

·   Only partial funding will be approved for a project - not 100% funding.  Additional funding to complete the project will be required by the applicant.

·   Applications for projects on land in public or private ownership will be considered.

·   For projects on private land:

·     evidence of public access and public good will be required

·     there will be no ongoing maintenance requirements for council.

iii)     Contestable funding rounds for the World War Project Fund will take place as follows:

·   With Quick Response funding rounds (projects up to $2,000) opening on 14 September 2015 and 11 January 2016.  The latter one is for projects after 1 April 2016.

·   With a Local Grants funding round (projects over $2,000) opening 19 February and closing 31 May 2016 for projects after 1 July 2016.

b)      That the Franklin Local Board amends its Local Grants Programme 2015/16 to incorporate the above criteria for the World War Project Fund.
