has been named the Maori Public Health Champion, Tu Rangatira mo te Ora for
2015, at the Public Health Association’s Annual Conference in Dunedin. The
annual award recognises outstanding achievement and leadership in Maori public
health.

Otahuhu College are the national secondary school Rugby League Champions
after winning the final 18-17 with a last minute try against St Pauls.

Mangere East halfback Raymond Talimalie was named Auckland Rugby
League Player of the Year at its annual Awards dinner.

Year 13 Otahuhu College Student Sinai Tominiko for winning the
Ministry of Education Gold Scholarship for the best presentation by a Pasifika
Student at the Sir Paul Callaghan EUREKA Awards. Her topic was “Increase the
number of Maori and Pasifika general practice doctors”

four subsidy payments of $30,000 each to be made to the following Business
Improvement Districts listed below for the 2015/16 financial year:
South Harbour BID – general expenses
Mangere Bridge BID – part of the
funds to be used for the development of a strategic plan
Mangere Town Centre BID –funds to be
used for the development of a strategic plan and a beautification project at
the town centre
Mangere East BID – part of the funds
to be used for the development of a strategic plan
b) Requests that Local Economic
Development officers prepare funding agreements for the Business Improvement
District payments outlined in (a) above, to ensure there are clear outcomes
aligning with the Local Board Plan AND FURTHER THAT officers provide information
on the mechanism for assessment and reporting back to the local board at the
end of the financial year.

b) Supports the removal of all on-street car parking on both Mascot
and Friesian Avenues required to deliver the ‘Future Streets’ project.
c) Supports
any removal and replacement of street trees as part of the ‘Future Streets’
project and trees to be re-used if they are in good condition.
d) Supports ‘blocking’ Windrush Close in order to stop its
use as a circuit by street racers and to create a gateway into the new walkway
linking this street with Waddon Place.

That the Māngere-Ōtāhuhu
Local Board:
a) Receives
the Auckland Council Property Limited Local Board Six-Monthly update 1
January to 30 June 2015.
b) Requests that officers check and reassure the local board
that resource consent conditions of adjacent properties are not reliant on
the 1 Victoria Street, Otahuhu, car park to meet consenting requirements for
parking.
c) Requests Pānuku Development
Auckland to engage and work with the board to prepare a property optimisation
plan for the local board area under its optimisation policy, and asks that
the site at 1 Victoria Street, Otahuhu, be included as part of this plan;
AND:
i) That Pānuku Development Auckland
is asked to fully consider this site (1 Victoria Street) and its potential,
as it is strategically situated in the Spatial Priority Area of
Ōtāhuhu-Middlemore.
ii) That officers note the
local board has committed ‘in principle’ to allocate resources, within
reasonable limits, towards development of a property optimisation plan for its
area from the local board community response budget. (Resolution number
MO/2015/134 - b).

Hearing Panel Decision Report on Review of Alcohol Bans in the
Māngere-Ōtāhuhu Local Board

That the Māngere-Ōtāhuhu
Local Board:
a) Make the alcohol bans
recommended to be retained (with any amendments) as contained in Attachments
B and C pursuant to the Auckland Council Alcohol
Control Bylaw 2014, with a commencement date of 31 October
2015.
b) Allow the alcohol bans
recommended to lapse as contained in Attachment B to lapse on
31 October 2015.
c) Confirm
that the decisions in (a) and (b) are in accordance with relevant
requirements of the Local Government Act 2002 and Auckland Council Alcohol
Control Bylaw 2014.
d) Requests
the Ōtara-Papatoetoe
Local Board make a 24 hour, 7 day a week alcohol ban for the area of the
Mangere East Town Centre alcohol ban in the Otara- Papatoetoe Local Board
area (map 9 Attachment C).
e) Requests
the Maungakiekie-Tamaki Local Board make a 7pm – 7am daily alcohol ban for
the area of the Portage Canal alcohol ban in the Maungakiekie-Tamaki Local
Board area (map 31 Attachment C).
f) Requests
the Manager of Local and Sports Parks to record any evidence of alcohol-
related crime or disorder in parks and reserves observed by the staff in the
course of their work, in particular Harania/Marys Foreshore
Reserve and Waterlea Park, to assist with any future
consideration of alcohol bans in those areas.
g) Authorise
the Manager Social Policy and Bylaws to make any minor edits or amendments to
Attachment B and C to correct any identified errors or typographical edits.

Sistema presentation
Mangere-Otahuhu Local Board office
- Cllr Arthur Anae organised and
facilitated a meeting between members of the Mangere-Otahuhu Local Board
and the owner-operator of Sistema products, Brendan Lindsay. He presented
his company’s ongoing commercial development project near the
international airport that will potentially employ about 1600 people once
its Mangere factory becomes operational. Cllr Anae underscored that the
opportunities this project brings for our Southern communities will be
large scale.

- Cllr Anae attended the second
part of the Liveable series symposium.
2015 Experience China Cultural
Exploration of West China
- Cllr Anae was special guest to
this Chinese consulate-sponsored event that aimed to promote the people-to-people
exchanges and enhance the cultural links between China and New Zealand.
Cllr Anae highlighted in his speech the friendly relations and cooperation
between Auckland and China.

- Cllr Anae attended this
symposium where wide range of topics to identify the questions we need to
answer over the next period regarding how the infrastructure we provide
relates to our vision of being the world's most liveable city. He found
the two events very interesting.

Meeting with Waste Management managing director

- Cllr Anae organised a meeting
with Mr Nickels of Waste Management to explore how his company can work in
cooperation with Auckland Council to address the shortage of truck drivers
in Auckland. The response of the managing director was positive and a way
forward will be explored further.

- At this meeting, a resolution
was tabled stating that the Committee “do not support a new name being
added to the Development Auckland title and note the failure of
Development Auckland to comply with the no surprises policy.” The motion
lost in the division. Cllr Anae voted with the majority.

TSI invitation to TedxManukau
Ko Awatea Centre, Middlemore Hospital, AKL
- Cllr Anae participated in this
TedX event and opportunity for South Auckland to celebrate its creativity
and innovation. The event brings together 11 Bright Spots from South
Auckland; social innovators doing extraordinary things to make a
difference. The quality of speakers and the opportunity to network was
rewarding, he noted.

- A community petition calling for
the revocation of SHA status of the Ihumatao/Oruarangi area in Mangere was
discussed. Cllr Anae together with the Cllr Casey and others supported the
clamour of community members. However, the petition lost in the division.

Cook Islands Prime Minister: business networking event
Pounamu Lounge, 139 Quay St., AKL
- Cllr Anae attended this
networking event organised by the Ministry of Foreign Affairs and Trade in
honour of the Prime Minister of Cook Islands, Hon Henry Puna.
The event is focused on promoting commercial linkages between
New Zealand and Cook Islands. PM Puna is visiting NZ as part of
the 50th anniversary of the Cook Islands Constitution.

- This is Cllr Anae’s ongoing
commitment to education as a tool to effect change and progress for South
Auckland’s youth. The forum tackles current strategies to address
education needs of Auckland and to understand what works and what the
challenges are.

Taipari on the motion “to appoint David Hill (chair), David Mead and Basil
Morrison to hear submissions and make a decision on Private Plan Change 79
to the operative Auckland Council District Plan (Central Area Section
2005).” And, “to delegate authority to the chairperson of the Hearings
Committee to appoint replacement commissioners should any of the
commissioners appointed above be unavailable.” The motion is carried.

- The Committee receive several
presentations from business associations operating within Auckland
explaining the work they do and the challenges they face in supporting the
development of business centres.
- An important motion was adopted
by the Committee requesting “ATEED, Auckland Transport, and relevant
Auckland Council departments including BIDs team, Customer Services,
Auckland Council Events, and those responsible for town centre maintenance
and service levels, to provide a workshop to Local Boards and the Economic
Development Committee regarding key issues raised by the Business
Improvement Districts, in order to make recommendations to the Regional
Strategy and Policy Committee.”
