MOVED by Member NL Bakulich, seconded by Member CF O'Brien: b) Confirm the Alcohol Ban Review Hearings – Māngere-Ōtāhuhu Local Board minutes of its meeting, held on Thursday, 6 August 2015, as a true and correct record.

6 Acknowledgements
· Manager of Papatuanuku Kokiri Marae in Mangere, Auckland – Valerie Teraitua – has been named the Maori Public Health Champion, Tu Rangatira mo te Ora for 2015, at the Public Health Association’s Annual Conference in Dunedin. The annual award recognises outstanding achievement and leadership in Maori public health.
· Otahuhu College are the national secondary school Rugby League Champions after winning the final 18-17 with a last minute try against St Pauls.
· Mangere East halfback Raymond Talimalie was named Auckland Rugby League Player of the Year at its annual Awards dinner.
· Year 13 Otahuhu College Student Sinai Tominiko for winning the Ministry of Education Gold Scholarship for the best presentation by a Pasifika Student at the Sir Paul Callaghan EUREKA Awards. Her topic was “Increase the number of Maori and Pasifika general practice doctors”

MOVED by Deputy Chairperson CM Elliott, seconded by Member CF O'Brien: b) Supports the opening of the 2016 National Rugby League (NRL) Nines at a venue in South Auckland. c) Asks the Local Board Chair, Lemauga Lydia Sosene, to raise this matter with the Southern Local Board Chairs Forum to seek their joint support for a request to ATEED to arrange the hosting of the opening of the 2016 NRL Nines at a venue in one of the southern local board areas.

Local Economic Development Subsidy Allocation (Year Ending June 2016) |

Resolution number MO/2015/151 MOVED by Chairperson L Sosene, seconded by Deputy Chairperson CM Elliott: That the Māngere-Ōtāhuhu Local Board: a) Approves four subsidy payments of $30,000 each to be made to the following Business Improvement Districts listed below for the 2015/16 financial year: South Harbour BID – general expenses Mangere Bridge BID – part of the funds to be used for the development of a strategic plan Mangere Town Centre BID –funds to be used for the development of a strategic plan and a beautification project at the town centre Mangere East BID – part of the funds to be used for the development of a strategic plan b) Requests that Local Economic Development officers prepare funding agreements for the Business Improvement District payments outlined in (a) above, to ensure there are clear outcomes aligning with the Local Board Plan AND FURTHER THAT officers provide information on the mechanism for assessment and reporting back to the local board at the end of the financial year.

Resolution number MO/2015/153 MOVED by Chairperson L Sosene, seconded by Member TF Lauese: That the Māngere-Ōtāhuhu Local Board: a) Receives the Auckland Transport Update – September 2015 b) Supports the removal of all on-street car parking on both Mascot and Friesian Avenues required to deliver the ‘Future Streets’ project. c) Supports any removal and replacement of street trees as part of the ‘Future Streets’ project and trees to be re-used if they are in good condition. d) Supports ‘blocking’ Windrush Close in order to stop its use as a circuit by street racers and to create a gateway into the new walkway linking this street with Waddon Place.

Resolution number MO/2015/156 MOVED by Chairperson L Sosene, seconded by Member CF O'Brien: That the Māngere-Ōtāhuhu Local Board: a) Receives the Auckland Council Property Limited Local Board Six-Monthly update 1 January to 30 June 2015. b) Requests that officers check and reassure the local board that resource consent conditions of adjacent properties are not reliant on the 1 Victoria Street, Otahuhu, car park to meet consenting requirements for parking. c) Requests Pānuku Development Auckland to engage and work with the board to prepare a property optimisation plan for the local board area under its optimisation policy, and asks that the site at 1 Victoria Street, Otahuhu, be included as part of this plan; AND: i) That Pānuku Development Auckland is asked to fully consider this site (1 Victoria Street) and its potential, as it is strategically situated in the Spatial Priority Area of Ōtāhuhu-Middlemore. ii) That officers note the local board has committed ‘in principle’ to allocate resources, within reasonable limits, towards development of a property optimisation plan for its area from the local board community response budget. Hearing Panel Decision Report on Review of Alcohol Bans in the Māngere-Ōtāhuhu Local Board |

Resolution number MO/2015/157 MOVED by Deputy Chairperson CM Elliott, seconded by Member TW Togiamua: That the Māngere-Ōtāhuhu Local Board: a) Make the alcohol bans recommended to be retained (with any amendments) as contained in Attachments B and C pursuant to the Auckland Council Alcohol Control Bylaw 2014, with a commencement date of 31 October 2015. b) Allow the alcohol bans recommended to lapse as contained in Attachment B to lapse on 31 October 2015. c) Confirm that the decisions in (a) and (b) are in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014. d) Requests the Ōtara-Papatoetoe Local Board make a 24 hour, 7 day a week alcohol ban for the area of the Mangere East Town Centre alcohol ban in the Otara- Papatoetoe Local Board area (map 9 Attachment C). e) Requests the Maungakiekie-Tamaki Local Board make a 7pm – 7am daily alcohol ban for the area of the Portage Canal alcohol ban in the Maungakiekie-Tamaki Local Board area (map 31 Attachment C). f) Requests the Manager of Local and Sports Parks to record any evidence of alcohol- related crime or disorder in parks and reserves observed by the staff in the course of their work, in particular Harania/Marys Foreshore Reserve and Waterlea Park, to assist with any future consideration of alcohol bans in those areas. g) Authorise the Manager Social Policy and Bylaws to make any minor edits or amendments to Attachment B and C to correct any identified errors or typographical edits.
