Manurewa Youth Council Update

 

Kieran Henderson (Chairperson), Matthew Ward (Deputy Chairperson), and Amar Jakhu (member), representing the Manurewa Youth Council, gave a verbal update of the activities of the Youth Council over the last month.

a)         receive the verbal report from the Manurewa Youth Council regarding:

Simeon Brown tabled a resolution from the 28 May 2013 Social and Community Development Forum and the 20 June 2013 Regional Development and Operations Committee.  A copy of this document is publicly available on Auckland Council website.

a)         receive the verbal portfolio update from:

i)       Simeon Brown, Community Service Portfolio Lead regarding:

-        Citizens Advice Bureau funding.

 

b)            request a report on what actions have been undertaken by the Council to ensure that Auckland Citizens Advice Bureau (ACAB) is funded, noting the resolution by the Social and Community Development Forum on the 28th of May 2013 by Cr Casey that requested officers to work with ACAB to secure funding from third parties.

c)            request that the tabled information and the above resolutions be forwarded to all other local boards for consideration.

Auckland Transport Update – September 2015

 

Resolution number MR/2015/171

MOVED by Chairperson AM Dalton, seconded by Member DJ McCormick:  

That the Manurewa Local Board:

a)         receive the report entitled “Auckland Transport Update – September 2015”.

b)        request staff note that the Manurewa Local Board supports the Te Mahia Station upgrade, LED lighting in Manurewa Town Centre, and LED lighting in the Clendon Town Centre but is unable to currently fund these through the Local Board Auckland Transport Capital Fund and Auckland Transport should prioritise these projects and fund them through the regional transport budget.

c)         request Auckland Transport investigate the installation of a pedestrian crossings outside Reremoana School on Scotsmoor Drive and Hadley Wood Drive, Wattle Downs.

Manurewa Local Board Community Development, Arts and Culture Work Programme 2015/2016

 

A letter addressed to Stephen Town from the Local Board Chairperson about the “Empowered Communities Approach” was tabled.  A copy of this letter can be publicly viewed on the Auckland Council website.

MOVED by Chairperson AM Dalton, seconded by Deputy Chairperson SP Brown:  

That the Manurewa Local Board:

a)            express concern that the delivery of the board’s Community Development and Safety 2015/2016 work programme which was included in the 2015/2016 Local Board Agreement is subject to the implementation of the Empowered Communities Approach.

b)            approve in part the 2015/2016 Community Development, Arts and Culture work programme (Attachment A to the report entitled “Manurewa Local Board Community Development, Arts and Culture Work Programme 2015/2016”), noting the following budget allocations:

i)             the Local Event Fund – the local discretionary events funding 2015/2106 programme to be allocated as follows:

1.     Manurewa Waitangi Day                                          $10,000

2.     Elvis in the Gardens                                                 $10,000

3.     Eye on Nature                                                           $12,000

4.     Armistice Day                                                              $5,000

5.     Manurewa Santa Parade                                          $20,000

6.     Manurewa Christmas in the Park                           $20,000

7.     Movies in Parks                                                          $8,000

8.     Puhinui Stream Event                                              $25,000

9.     Urbanesia                                                                  $26,000

10.  Counties Manukau Sports Excellence Awards      $3,000

ii)            allocate $21,000 to allow the Manurewa Youth Council to deliver on its projects and priorities. 

iii)           allocate the $118,000 CCTV and town centre initiatives budget line as follows:

-       $80,000 towards town centre CCTV monitoring contract

-       the remaining $38,000 towards town centre safety initiatives to be decided as part of the town centre revitalisation project

iv)           allocate $10,000 to the Civil Defense community support budget line

v)            allocate $184,000 for local community grants

vi)           allocate $10,000 for the Youth Leadership Scholarships

vii)         allocate $32,000 for Maori responsiveness.

c)         withhold approval for the following 2015/2016 Community Development, Arts and Culture work programme items until clarification is received regarding delivery:

·         $51,000 – community led planning, community place-making initiatives and Manurewa community advice.

·         $7,000 – youth programmes community development.

d)         request that staff provide the appropriate level of support to guarantee the ongoing viability of the Manurewa Youth Council.

e)         approve the community lease work plan for 2015/2016 (Attachment B “Manurewa Local Board Community Development, Arts and Culture Work Programme 2015/2016”).

f)          approve the 2015/2016 term grants for Randwick Park Community House ($8,136) and Te Whare Awhina Community House ($50,851) towards operation and activation of the community facility.

g)         approve granting licences to occupy and manage to Te Whare Awhina o Tamworth Inc for the Randwick Park Community House at 139 Shifnal Drive, Manurewa Part Lot 1 DP 92969 contained in NA49B/1287 and Te Whare Awhina Community House at 4 Tamworth Close, Manurewa Part Lot 393 DP92904 contained in NA51B/374 for the term of 1 year commencing from 1 July 2015 at a rental of $1.00 plus GST.

h)         approve the merging of the following three Locally Driven Initiatives (LDI) budget allocations into one budget line of $51,000 to allow flexibility in delivering local community priorities, noting that the new description/key activity would be: ‘Community led planning, place making and delivery opportunities and projects’:

i)          Community led planning ($20,000),

ii)         Community Place-making Initiatives ($28,000) and

iii)           Manurewa Community Advice ($3,000).

i)             request that staff provide detailed information on the 2015/2016 community facilities renewals programme.

j)             request the Chairperson write a follow up letter to the Chief Executive expressing concern that it is difficult to plan when it is unknown how the Empowered Communities Approach will be delivered.

That the Manurewa Local Board:

a)      allocate $15,000 to an industry pollution prevention programme.

b)      forward the report entitled “Allocation of local environmental programmes budget for 2015-2016” and associated resolutions to the Ngāti Tamaoho Trust Board for their information.

c)      note that funding of $12,000 for the Manukau Harbour Forum was allocated at its May 2015 meeting.

d)      note that a separate report will be presented to the board to allocate the remaining local environmental budget of $15,000.

Local Economic Development Subsidy Allocation  (Year Ending June 2016)

a)         approve grant payments of $30,000 each from “Local Economic Development Planning – BID top up” budget to the:

·   Manurewa Business Association Incorporated for the Manurewa Town Centre Branding project identified in the Manurewa Economic Development Strategic Action plan.

·   Wiri Business Improvement Association Incorporated to develop relationships and pathways between employers and schools.

b)         request that the Manurewa Business Association Incorporated and the Wiri Business Improvement Association Incorporated report back to the Manurewa Local Board on the outcome of the respective projects by May 2016.

Manurewa Performing Arts Needs and Options Analysis

That the Manurewa Local Board:

a)      receive the Manurewa Performing Arts Needs and Options Report (Attachment A to the report entitled “Manurewa Performing Arts Needs and Options Analysis”).

b)      note that council’s Arts and Culture team will work with the board on any of the recommendations identified in the attached report entitled “Manurewa Performing Arts Needs and Options Analysis” that the board wish to progress within available budget.

c)      request staff to include consideration in the Nathan Homestead Business Plan of a reconfigured theatre space for the performing arts.

d)      request the Arts and Culture staff to work with the community to develop more classes and outreach programmes to encourage greater use of the Nathan Homestead theatre.

e)      request the Manurewa Symphonic Band be included in discussions in relation to the uses of the reconfigured theatre space for the performing arts at Nathan Homestead.

f)       request an update from staff on the procurement process for local board input into the design and build of local facilities.

New Road Name Approval for the residential subdivision by BA Developments Ltd at 44 Weymouth Road, Manurewa

That the Manurewa Local Board pursuant to section 319(1)(j) of the Local Government Act 1974, approve the road name “Akeake Lane”, proposed by the applicant, for the new road created by way of subdivision at 44 Weymouth Road, Manurewa while noting that ‘Renga Lane’ and ‘Rakaraka Lane’, also meet the road naming criteria.
