 That the Puketāpapa Local Board Alcohol Ban Review Panel confirm the hearing minutes of its meeting, held on Wednesday, 12 August 2015, as a true and correct record.

Deliberations Report for the Puketāpapa Local Board alcohol ban review 2015

Resolution number PKTAB/2015/6

MOVED by Member JM Fairey, seconded by Member E Kumar:  

That the Puketāpapa Local Board Alcohol Ban Review Panel:

a)      in relation to the proposed Puketāpapa Local Board Alcohol Ban Review:

i)       receive the Deliberations Table: Alcohol Ban Review 2015

ii)      receive the submissions submitted in the extended consultation period.

b)      based on evidence from Police, the Mt Roskill Community Patrol and members of the public of the high level of crime and disorder caused or made worse by the consumption of alcohol in the areas under consideration, and, evidence of displacement effects across the network of parks and reserves in Puketapapa retain all existing alcohol ban areas.

c)      note that the following alcohol ban areas are amended as follows:

i)       inclusion of Clifton Road (Hillsborough Cemetery)

ii)      inclusion of the roundabout and Bluff Terrace (Taylors Bay Road Reserve)

iii)     full extent of Keystone Avenue (between Fearon Park and Mt Roskill Town Centre).

iv)     include Monte Cecilia school grounds (Monte Cecilia Park)

v)      include rugby club footprint (Fearon Park).

d)      note that the timeframe for all ban areas is 7pm-7am daily, with the exception of the following parks which will have a ban 24 hours, 7 days a week noting specific evidence supplied by the public identifying a high level of alcohol related crime and disorder during daylight hours:

i)               Keith Hay Park (north and south)

ii)         Mt Roskill Town Centre

iii)       Hillsborough Reserve & Hillsborough Cemetery

iv)       Lynfield Reserve

v)         War Memorial Park (including Wesley Community Centre,  associated car parks and Roskill Youth Zone)

vi)       Wairaki Stream Reserve 2

vii)      Three Kings Reserve (including associated car park)

viii)     Walmsley & Underwood Parks

ix)       Fearon Park

x)         Harold Long Reserve

e)      thank officer, Daniel Pouwels for his attendance.
