MOVED by Deputy Chairperson G Gillon, seconded by Member JRK O'Connor:  

That the Devonport-Takapuna Local Board:

a)    oppose the revocation of the reserve status and disposal of the portion of Linwood Reserve located between 13 and 15 Woodstock Road, Forrest Hill described as part of Lot 251, Deposited Plan 53183 comprising approximately 130m2 (subject to survey), for the following reasons:

              i.        reserves should be excluded from the Auckland Council Long–term Plan policy/direction to obtain revenue from the sale of council property, except in situations where a compelling case has been made, and no such case has been made in this instance.

             ii.        the Sunnynook /Forest Hill area has had and continues to have significant population growth making it critical that all reserve land in that area is retained to assist in providing sufficient public open space for that anticipated growth.

That the Devonport-Takapuna Local Board:

b)    recommends to the governing body that, in future before internal evaluation is undertaken on disposal of reserves, that the local board is notified and initial input sought.

Resolution number DT/2015/205

MOVED by Deputy Chairperson G Gillon, seconded by Member JRK O'Connor:  

That the Devonport-Takapuna Local Board:

a)    opposes the revocation of the reserve status and disposal of the portion of Linwood Reserve located between 13 and 15 Woodstock Road, Forrest Hill described as part of Lot 251, Deposited Plan 53183 comprising approximately 130m2 (subject to survey), for the following reasons:

Hearing Panel Decision Report on review of alcohol bans in the  Devonport -Takapuna Local Board Area 2015

 

Janine Green - Policy Analyst, Social Policy and Bylaws was in attendance for this item.

 

Member Grant Gillon declared an interest in this item and took no part in the discussion or voting on this matter.

Member Grant Gillon left the meeting at 6.20 pm.

 

Resolution number DT/2015/206

MOVED by Chairperson JM Bergin, seconded by Member DP Hale:  

That the Devonport-Takapuna Local Board:

a)      receives the minutes of Alcohol Ban Review 2015 - Devonport-Takapuna Local Board hearings and deliberations held on 1 September and 29 September 2015.

b)      makes the alcohol bans recommended to be retained as contained in Attachment B and C, pursuant to the Auckland Council Alcohol Control Bylaw 2014, with a commencement date of 31 October 2015.

c)      allows the alcohol bans recommended to lapse as contained in Attachment B to lapse on 31 October 2015.

d)      confirms that the decisions in resolutions (a) and (b) are in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014.

e)      requests the Manager of Parks, Sports and Recreation to record any evidence of alcohol- related crime or disorder in Charles Reserve (Hauraki), Thorne Bay and Wairau Estuary Reserve car park (Milford), to assist with any future consideration of alcohol bans in those areas.

f)       authorises the Manager Social Policy and Bylaws to make any minor edits or amendments to Attachments B and C to correct any identified errors or typographical edits.

g)      requests officers to ensure that the new alcohol ban signs are put in place at the most frequented reserves and public places (such as Takapuna Beach Reserve) first.

h)      recognises that many submitters supported the installation of CCTV cameras in the Takapuna CBD area to improve perceptions of public safety and policing of alcohol bans.

Auckland Transport Update October 2015 for the Devonport Takapuna Local Board

 

Marilyn Nicholls - Elected Member Relationship Manager, Auckland Transport was in attendance for this item.

 

Resolution number DT/2015/207

MOVED by Member MA Cohen, seconded by Deputy Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)      receives the Auckland Transport Update, October 2015 to the Devonport Takapuna Local Board.

b)      approves up to $150,000 from the Local Board Auckland Transport Capital Fund for a walkway/cycle way access across Milford Reserve from the Wairau Creek bridge to Craig Road, as indicated in the report on the 20 October 2015 agenda.

c)      requests that the material used for the walkway/cycle way access across Milford Reserve be agreed after consultation with the Parks Portfolio lead and the Transport Portfolio lead.

d)      requests a deputation to the Auckland Transport Board meeting at its November 2015 meeting dealing with weed management in the road corridor area, and delegates the Chairperson and the Transport Portfolio lead to speak on behalf of the board.

Resolution number DT/2015/208

MOVED by Chairperson JM Bergin, seconded by Member DP Hale:  

That the Devonport-Takapuna Local Board:

a)      requests officers to note the priorities identified in the board’s submission on the Hibiscus Coast Network Discharge Consent, which along with an earlier submission on the Waitemata Network Discharge consent should provide sufficient direction regarding the board’s priorities for stormwater for the Hibiscus coast.

b)      requests that the local board be provided an update on the outcomes of the Hibiscus Coast and East Coast Bays stormwater consultation process.

Monthly Local Board Services report - September 2015

MOVED by Member MA Cohen, seconded by Chairperson JM Bergin:  

That the Devonport-Takapuna Local Board:

a)      receives the report.

b)      approves $69,000 from its Locally Driven Initiatives Parks Sport and Recreation Response Fund towards the removal of weeds from Quarry Lake, adjacent to Lake Pupuke.

c)      approves $10,000 from its Locally Driven Initiatives Parks Sport and Recreation Response Fund towards the cost of preparing a master-plan for the development of Ngataringa Park, Dacre Park, and those parts of 27 Lake Road adjacent to the two parks.

d)      ratifies the board’s submission on the Hibiscus Coast Network Discharge Consent prepared by staff on behalf of the board.

That the Devonport-Takapuna Local Board:

e)         approves funding of $6,500 from its Locally Driven Initiatives budget to cover costs associated with the hire of a 250 seat alternative venue for its 15 December 2015 business meeting, where the board will consider reports regarding future options for the campground and an alternative location for the Community Marine Activity Hub.

Decisions of the hearings panel on local dog access rules in the Devonport-Takapuna Local Board area 2015

MOVED by Member AP Roe, seconded by Deputy Chairperson G Gillon:  

That the Devonport-Takapuna Local Board:

a)      receives the minutes of Devonport-Takapuna local dog access review hearings and deliberations held on 19, 20 and 27 August 2015.

b)      notes the decisions by the hearings panel on local dog access rules in the Devonport-Takapuna Local Board area 2015 and the decisions of the governing body on the changes to Devonport-Takapuna local dog access rules. 

c)      requests officers to ensure that new local dog access rules signs be put in place at the most frequented reserves and public open spaces (such as Takapuna Beach Reserve) first.

d)      reiterate its concern regarding dog bylaw enforcement, as resolved at the
14 September 2014 business meeting (resolution number
DT/2014/245), which states: ask compliance officers to improve enforcement in off-leash areas to minimise the risk of accidents involving dogs and poor management of dogs by some owners” and ask officers to advise the board what steps have been taken to minimise those risks.

 

An amendment by way of addition was MOVED by Member MA Cohen, seconded by Chairperson JM Bergin:

Resolution number DT/2015/211

That the Devonport-Takapuna Local Board:

e)      recommends to the next local board that early in 2017 it :

              i.        considers under control off leash access between Landsdowne Road, Bayswater Marina and Balfour Street, in particular the area of the Northern Reclamation namely the boat ramp, coastline and  park area below the cliff of Quinton Reserve.

            ii.        reviews the effectiveness of the bylaw on the shell banks and birdlife adjacent to and abutting of both ends of the Bayswater Bridge.

           iii.        reviews the effectiveness of the bylaw, especially relating to birdlife on shell banks where dogs are prohibited, and the impact of other activities such as windsurfing and kite-surfing.
