a)           confirm the ordinary minutes of its meeting, held on Tuesday, 21 July 2015, as a true and correct record.

Public Input - Mels Barton, Tree Council - the loss of trees since the relaxation of tree rules

 

Cr CE Fletcher entered the meeting at 9.46am.

Member Ngamane entered the meeting at 9.47am.

 

A PowerPoint presentation was provided, a copy has been placed on the official minutes and is available as a minutes attachment.

 

Secretarial note:          The Chairperson requested that these resolutions be forwarded to local boards for their information.

 

 

Resolution number ENV/2015/23

MOVED by Chairperson WD Walker, seconded by Cr CE Fletcher:  

That the Environment, Climate Change and Natural Heritage Committee:

a)      receive the presentation from Mels Barton regarding the loss of trees since the relaxation of tree rules.

b)       request that as part of the implementation of Auckland Growing Greener, staff report on existing work on the current state and trends in the urban forest, including a possible tree loss monitoring process, since the relaxation of tree rules.

7.1

Minor Matter of Extraordinary Business – Auckland Transport Berm Planting Guidelines

 

 

Cr CM Casey requested that an extraordinary item be considered. Pursuant to Standing Order 2.4.6, the Chairperson agreed that the item would be discussed as a minor matter of extraordinary business.

 

Discussion took place regarding the matter and the meeting agreed to defer the item to later in the meeting at Item 13.1, in order to allow a motion to be drafted.

Response to Sea Cleaners and Issue of Waste in Marine Environment

 

Resolution number ENV/2015/24

MOVED by Cr RI Clow, seconded by Deputy Mayor PA Hulse:  

That the Environment, Climate Change and Natural Heritage Committee:

a)      note the existing waste minimisation programmes that can contribute to the reduction of  the amount of waste ending up in the marine environment.

b)      note the funding sources available to organisations interested in undertaking litter clean-up operations in the Manukau Harbour area.

Future resourcing of the Integrated Kaipara Harbour Management Group, through the Long Term Plan process 2015-2025

A presentation was provided, a hard copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.

 

 

Resolution number ENV/2015/25

MOVED by Member  Ngamane, seconded by Cr CM Casey:  

That the Environment, Climate Change and Natural Heritage Committee:

a)      note the current financial year budgets for the Integrated Kaipara Harbour Management Group from the Chief Operating Office and the Chief Planning Office.

b)      note the Treaty settlement process which is underway affects the council’s ability to project a budget for the Integrated Kaipara Harbour Management Group beyond the current financial year.

Safeswim seasonal report

 

Deputy Mayor PA Hulse left the meeting at 11.35am.

 

 

Resolution number ENV/2015/26

MOVED by Cr C Darby, seconded by Cr RI Clow:  

That the Environment, Climate Change and Natural Heritage Committee:

a)      receive the Safeswim programme seasonal report for 2014/15.

b)      note and express concern for ongoing exceedances, based on health warning days, fail rates and the number of retests required, at the top twelve sites:

·  Piha South Lagoon

·  Bethells Lagoon

·  Laingholm Beach

·  Karekare Carpark

·  Karekare Lagoon

·  Fosters Bay

·  Wood Bay

·  Te Atatu Beach

·  Piha North Lagoon

·  Huia Beach

·  Cornwallis Beach

·  Christmas Beach.

c)      request that a copy of the Safeswim seasonal report is sent to the Local Boards for their information, including highlighting greatest risk locations.

13        Consideration of Extraordinary Items

 

13.1

Minor Matter of Extraordinary Business  - Auckland Transport Berm Planting Guidelines

 

Resolution number ENV/2015/28

MOVED by Cr CM Casey, seconded by Cr J Watson:  

That the Environment, Climate Change and Natural Heritage Committee:

a)           note that the consultation on berm planting was not communicated to the governing body.

b)          seek clarification from the CCO Governance and Monitoring Committee on the process for governing body input into CCO public consultations.

c)           agree that the berm planting consultation be referred to the appropriate committee to provide feedback.
