	His Worship the Mayor acknowledged the passing of Dave Walden, Josh Martin, Bill Mudgway and Rev Peter Davis and a moment of silence was observed.
	Achievements
	A document noting Auckland Council Group’s achievements for October was tabled. A copy has been placed on the official minutes and is available on the Auckland Council website.

	Steve Abel addressed the Governing Body regarding the Auckland Council Block Officer 2016 submission.
7.2	Public Input - Penny Bright - the need for a 'cost-benefit' analysis of the Auckland Council amalgamation, and the Local Government and Environment Select Committee Report on Petition 2014/0009 of Penelope Mary Bright and 43 Others
	Cr ME Lee entered the meeting at 10.00 am.

8.1	Local Board Input - Waitakere Ranges - Greg Presland and Saffron Toms - The Block Offer 2016 submission
	Cr RI Clow entered the meeting at 10.20 am.
	Waitakere Ranges Local Board members Greg Presland and Safron Toms provided a Powerpoint presentation in relation to the Block Offer 2016 submission. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.
8.2	Waiheke Local Board - Shirin Brown - The Block Offer 2016 submission
	Waiheke Local Board member Shirin Brown addressed the Governing Body in relation to the Block Offer 2016 submission.
	Cr MP Webster left the meeting at 10.42 am.
	Resolution number GB/2015/110 MOVED by Mayor LCM Brown, seconded by Cr CM Casey: That the Governing Body: a) receive the presentations by Greg Presland and Saffron Toms of the Waitakere Ranges Local Board and Shirin Brown, of the Waiheke Local Board regarding the Block Offer 2016 submission. CARRIED

Block Offer 2016 submission

Cr MP Webster returned to the meeting at 10.45 am.

Cr RI Clow left the meeting at 11.00 am.

Cr RI Clow returned to the meeting at 11.06 am.

MOVED by Cr LA Cooper, seconded by Cr GS Wood: 

That the Governing Body:

a)      approve the submission (Attachment D to the agenda report) including any amendments sought by the governing body, in response to the Ministry of Business Innovation and Employment’s Block Offer 2016 consultation.

b)      delegate authority to the Mayor and Cr Wood to approve final amendments to the submission sought by the governing body.

c)      delegate to the Chief Executive the authority to lodge a submission, with a similar position as taken on Block Offer 2016, in the event that a Block Offer 2017 round of consultation coincides with the local government election period in 2016.

Amendment MOVED by Cr CM Casey, seconded by Cr J Watson:

That the Governing Body:

a)      amend the submission to read: Auckland Council opposes the allocation of petroleum and gas exploration permits in the proposed area, but request that if Government proceeds then the mitigation measures in the current submission be sought.

Report of the Hearings Panel on the Confirmation of Legacy Bylaws 2015

13	Unitary Plan Committee – amendment of membership
	Resolution number GB/2015/113 MOVED by Cr RI Clow, seconded by Cr MP Webster: That the Governing Body: a)      appoint Councillor Calum Penrose to the membership of the Unitary Plan Committee. CARRIED

14	Nomination to University of Auckland Animal Ethics Committee
	Resolution number GB/2015/114 MOVED by Mayor LCM Brown, seconded by Cr LA Cooper: That the Governing Body: a)      nominate Simon Randall, Chairperson, Maungakiekie-Tāmaki Local Board to the University of Auckland’s Animal Ethics Committee. CARRIED
