Ward Councillors are given the opportunity to update the board on issues that impact the Henderson-Massey local board.

 

8          Deputations

 

Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Henderson-Massey Local Board. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

Purpose

1.       To present a snapshot of the Te Atatu Community House’s programme and activities and how the Society sees itself working together with the Henderson-Massey local board on proposed exciting changes coming for the House and our community.

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

Auckland Transport Update September 2015 Report

Executive Summary

1.       The purpose of the report is to respond to Henderson-Massey Local Board requests on transport-related matters and to provide information to elected members about Auckland Transport’s activities in their local board area.

 

Recommendation/s

That the Henderson-Massey Local Board:

a)      Receives the Auckland Transport Update September 2015 Report.

 

Comments

2.       The Henderson-Massey Local Board has outlined through its 2014-17 local board plan that it has a strong interest in the role of transport and how it helps to create a connected community. This includes improving safety in neighbourhoods, improving the look of town centres, as well as supporting people to get to places they want be for work and recreation.

3.       The local board plan has a specific transport outcome in which Auckland Transport has a key role in bringing to life.

OUTCOME: REAL CHOICES BETWEEN WALKING, CYCLING, PUBLIC TRANSPORT AND CARS

We (HMLB) have identified our transport priorities as increasing investment in walking and cycling infrastructure, improving public transport and reducing reliance on roads and cars.

LOCAL BOARD TRANSPORT FUND APPLICATION UPDATE REPORT

 

WADIER PLACE FOOTPATH IMPROVEMENTS

4.       The Firm Estimate of cost of $177,000 has been approved by the Local Board to allow the project to move into the construction phase. Auckland Transport is currently proceeding with the construction tendering process. AT is also preparing the TCC resolution reports as required.

TAIKATA ROAD PEDESTRIAN REFUGE

5.       The Firm Estimate of cost of $43,000 has been approved by the Local Board to allow the project to move into the construction phase. Auckland Transport is currently proceeding with the construction tendering process. AT is also preparing the TCC resolution reports as required.

 


GLEN ROAD SAFETY IMPROVEMENTS

6.       Auckland Transport have received the final preliminary design and storm water assessment report and have already started working on the public consultation letter. Auckland Transport is planning on the letters going out next week.  In the meantime, AT will be starting with the procurement for professional services for the detailed design.

HENDERSON CREEK SHARED PATH & CYCLEWAY LIGHTING IMPROVEMENTS PROJECT

7.       The local board has approved the sum of $75,000 from the Local Board Transport Capital Fund for the design of the Henderson Creek Shared Path & Cycleway Lighting Improvements project. Auckland Transport is starting the process for this project.

 

RESPONSES AND PROGRESS REPORTS  

WAITEMATA DRIVE PROPOSED EXTRA PEDESTRIAN CROSSING

8.       The Local Board has received a complaint around the loss of parking along Waitemata Drive with the proposed installation of extra pedestrian crossings and yellow no parking lines on Waitemata Drive.

Update

9.       Auckland Transport undertook a workshop with the Local Board.  The outcome of the workshop was for Auckland Transport to develop further options.  Auckland Transport is now ready to come back to the Local Board with options.  The date for this is still to be set.

 

TE ATATU CORRIDOR IMPROVEMENT PROJECT UPDATE – SEPTEMBER 2015

10.     A Dawn Blessing service was held on 13 August for the site. Enabling works have now commenced within the road berm of Edmonton Road. This is preparation work for the relocation of underground services.  Construction yards are currently being set up at 251 Te Atatu Road and at 415 Te Atatu Road (Harbourview - Orangihina Park land), adjacent to the NZTA Causeway construction yard. There is good collaboration between the utility companies (Vector Electrical, Vector Communications, Vector Gas and Chorus/Visionstream), the contractor and Auckland Transport with weekly meetings to trouble-shoot issues and to discuss what is needed from each party for the week(s) ahead. Traffic passing through the site has been lighter than expected. This is probably due to effective communication with the general public who are finding alternative transport and alternative routes.

11.     Stakeholder engagement specialists from Auckland Transport and Higgins Contractors have been meeting one to one with various residents over individual issues and concerns and thus far the majority of the contacts have been constructive, in their outcome.  Two residents maintained a confrontational attitude based on misunderstanding. In one case, the resident was assured that AT’s works would not in any way intrude into their property (which was their primary demand). In the other case, careful explanation of the difference between two activities resulted in agreement.

12.     Higgins Contractors have issued a second contractor’s newsletter to the immediately affected area. This has been shared with Heart of Te Atatu South.

 


RAISED TABLE & KEA CROSSING - NORVAL ROAD & PINEDALE PLACE, HENDERSON

13.     As part of the Minor Improvements Programme for the 2015/2016 financial year, AT are proposing to provide a kea crossing and a raised table at the intersection of Norval Road and Pinedale Place, in Henderson.

14.     The purpose of this project is to provide a formal kea crossing for the Henderson North Primary School, which is located off Norval Road and near Norval Road / Pinedale Place intersection. In addition, the provision of a raised table will create better sight lines for the patrolled kea crossing operations & pedestrians at the proposed location. The raised table will also help reduce vehicular speeds through the intersection, which is currently an issue that has been raised by the Henderson North School and observed on-site.  

15.     The current key pedestrian desire line is along Norval Road (in the east-west direction) and across the Norval Road / Pinedale Place intersection. Currently, a high volume of school children from Henderson North Primary School, as well as the Henderson Intermediate School walk along the northern side of Norval Road and cross at the northern approach of the intersection where the raised table is proposed.  

16.     Henderson North School Primary currently undertakes informal kea crossing operations - before and after school - at the proposed location of the raised table and kea crossing, as shown in the attached photo.

17.     Norval Road and Pinedale Place do not carry any scheduled bus services. Consultation has been undertaken with the school who agreed with the removal of the bus stop on Norval Road since it is rarely used by the school.  


 

 

The Base Plan & draft Scheme Design Plans for this project is attached at pages 1 – 4 of the attachments.

 

METCALFE ROAD, RANUI – PROPOSED NO STOPPING AT ALL TIMES (NSAAT) RESTRICTION

18.     Local resident have raised concerns regarding visibility issues caused by vehicles parking along the curve outside 24 Metcalfe Road.

19.     Driveways located on the eastern side of Metcalfe Road and in close vicinity of this curve have restricted visibility due to parked vehicles. This creates difficulty in turning out of the driveways and raises safety concerns.

20.     To improve visibility and safety along this section of the road, we propose to install ‘No Stopping at All Times’ (NSAAT) restriction (that is, broken yellow lines) at the location shown on the attached aerial photograph at page 5 of the attachments.


Local Board Response

21.     The Local Board Portfolio Leads indicated support for what is being proposed.

Seymour Road, Sunnyvale – Pedestrian Refuge Islands

22.     The purpose of this project is to provide two new pedestrian crossing facilities on Seymour Road, in the vicinity of the entrances to the walkway (near no. 74 and 104 Seymour Road, Sunnyvale). 

23.     This off-road walkway provides connection to a number of pedestrian generators such as TKKM o Hoani Waititi School, Waterhole Swimming Centre, Parrs Park and the childcare centre located at no. 74 Seymour Road. However at present there are no pedestrian crossing facilities on Seymour Road, between Borich Road and Rosandich Drive.

24.     In order to improve safety and pedestrian connectivity within this section of Seymour Road, we propose to install two pedestrian refuge islands outside no. 72 and 192 Seymour Road, Sunnyvale.

25.     Although not shown in the aerial, the footpath on the northern side of Seymour Road was recently constructed as part of an AT Road Development project.

26.     Vehicle tracking and visibility checks have been undertaken as part of the design and the outcome of these assessments have been incorporated at the location shown on the attached aerial photograph at page 6 of the attachments.

FELGROVE STREET, GLENDENE - PROPOSED NO STOPPING AT ALL TIMES (NSAAT) RESTRICTIONS

28.     Concerns have been raised by local residents in regard to the accessibility issues due to vehicles parking on Felgrove Street.

29.     To help improve safety at this location we are proposing to install NSAAT ‘Broken Yellow Line’ at the location shown on the attached aerial photograph at page 7 of the attachments.

UNIVERSAL DRIVE – ROAD IMPROVEMENTS

31.     Auckland Transport is proposing to introduce a number of road safety improvements on Universal Drive.

What are the proposed changes?

32.     The proposed changes comprises of the following work:

·         Upgrading the current entrance to Pak’n’Save at Universal Drive, from a side road layout to a commercial grade vehicle crossing. The footpath through the proposed vehicle crossing would be at the same level as adjoining footpath with priority for pedestrians

·         Extending the existing westbound cycle lane on Universal Drive to the outside of property no.149 Universal Drive

·         Reducing the length of two westbound traffic lanes on Universal Drive outside Pak’n’Sav.

·         Location is shown on the attached aerial photograph at page 8 of the attachments.

 

Why are the changes required?

33.     Auckland Transport has carried out site observations and investigations in the vicinity of the Pak’n’Save entrance on Universal Drive and has identified a number of road safety issues.

34.     The layout of the Pak’n’Save entrance from Universal Drive is currently in the form of a side road layout. This encourages drivers to consider themselves as having priority on the road, resulting in higher turning speeds than is appropriate for a vehicle crossing. The high turning speed at the vehicle crossing increases risk for the pedestrians crossing at the Pak’n’Save entrance, and also cyclists and motorists travelling on Universal Drive.

35.     There is currently not adequate merging length available for westbound motorists on Universal Drive, west of its intersection with Lincoln Road. This results in traffic conflicts when vehicles attempt to merge. Also, access to a number of retail outlets is located on both sides of Universal Drive and in close proximity to the Pak’n’Save entrance, leading to a high number of motorists turning in and out of these accessways.

36.     With the existing cycle lane terminating within this section of Universal Drive, cyclists are left to merge with traffic at a conflict point. The high volume of vehicle movements coupled with the merging westbound traffic, increases the risk for cyclists riding on Universal Drive, particularly between Lincoln Road and the Pak’n’Save entrance.

37.     To improve safety for all the road users at this location, Auckland Transport is proposing the following changes:

·         Upgrading the current entrance to Pak’n’Save at Universal Drive from a side road layout to a commercial grade vehicle crossing.

38.     With this road improvement the walking path through the vehicle crossing would be at the same level as the adjoining footpath, with pedestrians instead having the priority over traffic. The new vehicle crossing has been designed to slow vehicle speeds at the entry/exit to Pak’n’Save.

·         Extending the existing westbound cycle lane past the conflict area on Universal Drive.

39.     This will result in cyclists merging with road traffic at a location where fewer crossing and turning traffic movements occur. In order to make this change, it is necessary to extend the existing cycle lane signage and install a ‘No Stopping at All Times’ (NSAAT) parking restriction. 

·         Reducing the length of two westbound traffic lanes on Universal Drive outside Pak’nSave.

40.     The shortening of the two westbound lanes will provide additional length for traffic to merge safely on Universal Drive.

41.     For further details about these changes please refer to the enclosed consultation plan.

 

Why are we removing parking?

42.     The permanent parking removal at this location will allow adequate kerbside space for the cycle lane, such that it terminates at a safe location with appropriate length and visibility for merging with road traffic. The extended cycle lane and NSAAT would result in total loss of approximately 14 car parks along westbound lane of Universal Drive. The kerbside parking space along eastbound lane of Universal Drive would still be available for parking.

Proposed Refuge islands -  Colwill Road and Kintara Drive Intersection, Henderson

44.     Auckland Transport consulted with the Local board on the proposed pedestrian refuge island installation at the intersection of Colwil Road and Kintara Drive Intersection, Henderson.

45.     The purpose of the proposal is to slow down turning movement operating speed, and to provide a safer crossing facility for pedestrians.  The intersection is not a bus route and there are buses traveling on Colwill Road, but none that turn into Kintara Drive.

46.     Colwill School is on Kintara Drive, and occasionally hire buses for school trips, but not on a regular basis.  There is a kea crossing directly in front of the school gate, but it can still be expected that a high volume of children will cross at Kintara/Colwill intersection during peak hours.

TASTI PRODUCTS - TE ATATU PENINSULA REQUEST FOR BROKEN YELLOW LINES

48.     Tasti Products has requested Auckland Transport to investigated installing broken yellow lines at the exits of their business.

 

Response

49.     Auckland Transport have completed it’s investigation regarding the request for additional broken yellow lines to be installed on Totara Road.  While some legacy councils installed broken yellow lines adjacent to driveways to improve visibility, including one of the access points to this property, our current policy is that we no longer do so as it is already illegal to park within one metre of a driveway which can be enforced without the need for pavement markings or formally resolved restrictions.

50.     If there is a history of parking enforcement that demonstrates there is an issue then other options, including parking limit lines, can be considered.  Given it is already illegal to park within one metre of a driveway we suggest that if this situation arises again, parking enforcement is the most appropriate means of educating motorists of their legal obligations.

Leadership for Women conference, August 2015 - Tracy Kirkley update

Purpose

1.       This report provides an opportunity for Member Tracey Kirkley to update Henderson-Massey Local Board members on the Leadership for Women conference she attended in August 2015.

Executive Summary

2.       I attended the two day workshop hosted by Konnect Learning, held at Clifton’s, 45 Queen Street, Auckland on 17th and 18th August 2015.

3.       Workshop facilitator was Gilly Chater who is also a motivational and conference speaker.

4.       There was a range of women in attendance who held leadership roles across various corporate organisations and council departments. Fellow Elected Members Vanessa Neeson and Linda Cooper were also in attendance.

5.       The workshop concentrated around the theme of effortless leadership, with a fair bit of personal reflection about how we do what we do, why we do it, and what motivates us. Not so much what we communicate and what we do, but rather..…how. 

6.       Discussion was free flowing and very open amongst the group. Topics discussed and unpacked included:

·         Emotional Intelligence.

·         The Natural State of Mind / Stressed State of Mind.

·         Healthy High Performance Leadership.

·         Forms of Listening - Engaged, Distracted, Active, Clear Listening.

·         The Elements of coaching.

·         Trusting your Intuition.

·         Casting your Shadow of Influence.

·         The illusion of 3 Paradigms.

·         What is the culture you want to create for your team.

·         The Value of Acceptance, Forgiveness and Gratitude.

7.       I found the course very different from what I had expected, but one that got you thinking and reflecting the material being unpacked at a deeper level, rather than a “how to…” type course which may give you certain strategies to deal with the various situations encountered in leadership and life in general.

8.       I think it was incredibly beneficial, and it has the potential to shift mind-sets, and subsequently the way you do life as you take on board the material presented. There were some great conversations and personal reflection as women shared some of their stories and how they could put into practice the skills being learned in this course.

9.       I would recommend the training highly to not only those in leadership, but to all who want to build well with others and bring out the best of themselves in their working environment and life.

Purpose

1.       This report is to provide Chair Vanessa Neeson with the opportunity to update Henderson-Massey Local Board members on the Leadership for Women conference she attended in August 2015.

Executive Summary

2.       I attended the Leadership for Women Workshop in August 2015 for two days which was held at Cliftons on Queen Street, Auckland. The reason for attending was so that I could continue to develop my skills around leadership, coaching, and making the best quality decisions around items that require leaders to be insightful, creative, innovative and highly productive regardless of circumstances.

Discussion

3.       The workshop was not just about out of the box management or leadership tools or tips, rather it was about developing the qualities that enable effortless leadership.

4.       It was valuable to those wanting to gain deeper mastery of their inner confidence, emotional resilience and/or well-being. It was also for those wishing to improve their ability to bring out the best in others and improve relationships both externally and internally of the business.

5.       The purpose of the workshop was to:

·         become a leader who is able to handle any situation that arises in a calm and productive way

·         go beyond techniques and good ideas to reveal how good ideas are generated

·         provide the opportunity for everyone to have an experience of the power of insight

·         ensure a relaxed and reflective environment for people to explore the essence of being a leader

·         provide a new paradigm on what underlies all human experience

·         present the simple, but profound, logic creating our psychological system / state of mind or moment-to-moment experience, and how aligning ourselves with this logic opens us up to our true potential and clarity of mind

·         ensure a relaxed, reflective environment aiming to stimulate insight-based learning

·         look at the implications for you, your people and your business

·         demonstrate how this is applicable in all kinds of situations.

6.       We discussed the difference between learning about leadership from the outside-in to inside-out and understanding the resources everyone is born with and how easy it is to access in any moment.

This included:

·         nature of the innate wisdom we all have access to

·         assumptions of change - up until now

·         the challenge of change - past, future and present.

 

Recommendation

7.       I felt that the workshop was well worthwhile and I would thoroughly recommend this course to all genders.
