b)      Approve funding of $1,000 from the community response fund, to Turehou Maori Wardens ki Otara Charitable Trust towards the costs of organising and hosting an event on Saturday 31 October 2015, to celebrate the successes of the community-led response to alcohol licensing and advertising project and the retention of alcohol bans in the Māngere-Ōtāhuhu and Ōtara-Papatoetoe Local Board areas.

Ōtāhuhu arts and culture report - community needs assessment and options analysis

 

Resolution number MO/2015/177

MOVED by Chairperson L Sosene, seconded by Member CF O'Brien:  

That the Māngere-Ōtāhuhu Local Board

a.         Receives the agenda report and notes the findings of the ‘Ōtāhuhu Arts, Culture Report – Community Needs Assessment and Options Analysis’ dated September 2015 (Attachment A).

b.        Notes the three options outlined for planning the future use for 12 High Street, Ōtāhuhu.

c.         Notes a preference for Option 2, as this offers continuity of community lease space in the interim and is a practical way to respond to the need for community space with scope to address programming for arts and culture and also for youth.

d.        Requests that officers of relevant council departments (planning, operations and finance) urgently report-back to the board with a phased implementation plan inclusive of accurate time and cost assessments for actions stemming from Option 2.

e.         Requests Panuku Development Auckland work with the local board to prepare a plan for the whole site, namely 10 – 16 High Street, based on the optimisation policy.

 

 

f.          Requests officers prioritise recommendations (d) and (e)  as 12 High Street, Ōtāhuhu is part of the pilot Spatial Priority Area: ‘Ōtāhuhu-Middlemore.

g.        Further notes that the local board may favourably consider allocating financial resources from its Discretionary Capital Fund to progress recommendation d, if accurate costings and a delivery plan with time-line are prepared and reported.

h.        Requests officers ensure timely and clear communication with lease holders and interested parties to avoid confusion among interested groups.

Land Owner Approval for New Early Childhood Education Centre - Mervan Reserve, Mangere

That the Māngere-Ōtāhuhu Local Board:

a)         Grant land owner approval to the Tavaesina Trust, allowing the Trust to undertake the necessary work to establish an early childhood education centre on Mervan Reserve (18R Mervan Street, Mangere).

b)         Grant land owner approval subject to the following conditions;

i.     That the reserve is reclassified as a Local Purpose (Community Buildings) Reserve under the Reserves Act 1977, with all costs being met by the Trust.

ii.    That the Trust obtains resource consent and building consent to establish the activity under the Resource Management Act 1991.

iii.   That the Trust are able to meet all the financial costs of establishing the early childhood education centre on Mervan Reserve.

iv.   That the Trust pays Auckland Council the costs associated with removal or relocation of the playground to be agreed.

v.    That the landowner consent will expire two years from the date of the decision of the local board.

c)         Requests that officers continue to work with the Tavaesina Trust to consider alternative sites.

·         Cllr Arthur Anae met with Holley and Audrey of Wiri business association and discussed the BID policy review with them ensuring them of full support.

Regional Strategy & Policy Committee agenda run-through

·         Cllr Anae as deputy chair of RS&P attended this agenda briefing in view of the Chair’s absence and exchanged views with the committee’s lead officer and democracy advisor. In view of the TPPA’s signing, Cllr Anae instructed staff to prepare an oral brief for the information of the Committee.

·         At this meeting, the Committee agreed the proposed changes to the Board Appointment and Remuneration Policy (pertaining to Council Controlled Organisations). These changes refer to the composition of the nomination and interview panels and its responsibilities.

·         Cllr Anae agreed to meet with the constituent Mr. Khan who sought his assistance with Diwali Festival in Manukau. The concerns of the organisers were promptly resolved through the effort of Cllr Anae.

Regional Strategy and Policy Committee

·         The meeting discussed plenty of matters that were of interest to Cllr Anae including the issue of funding the Auckland Regional Migrant Services (ARMS) Trust to which the Committee sought to express its support for the migrant trust. Cllr Anae also cast his vote in favour of the motion pertaining to Council’s sentiment re: the TPPA under Item 8. His Motion on Item 12 was seconded by the Chair and was carried.
