Auckland Transport Update – October 2015

Purpose
1. This report provides an update on local transport matters over the last month for the Manurewa Local Board (MLB).
Executive Summary
2. This report contains a general monthly update on transport matters both locally and from across Auckland and a list of issues currently being addressed by Auckland Transport for Manurewa Local Board.

Responding to Resolutions
3. Auckland Transport’s response to resolutions that require a specific answer, made by the MLB at previous meetings.
Resolution number MR/2015/138
That the Manurewa Local Board thank Rua Taniwha for his presentation regarding:
a) the petition requesting traffic calming measures in Sykes Road and supporting the Auckland Transport initiatives in relation to traffic in Sykes Road.
b) request the petition with the following prayer be forwarded to Auckland Transport for action, noting that Auckland Transport is currently consulting with the public for feedback on a proposal to install traffic calming measures in Sykes Road, Manurewa:
c) Petition prayer:
“We, the undersigned, petition Council to consider the need to install speed bumps (or similar) to help control the speed of traffic along the southern end of Sykes Road Manurewa.”
d) request a timeframe date for the completion of the kerb and channelling on Sykes Road near the Aquatic Centre
e) request Auckland Transport investigate the possibility of a roundabout be installed at the Sykes Road / Mahia Road intersection.
4. Last month Auckland Transport was able to provide answers for sub-paras a, b, c and e of this resolution.
5. Sub-para d) was not responded too so a response is provided this month. At this time there are no plans to install kerb and channel on Sykes Road near the Aquatic Centre.

b) That the Manurewa Local Board request Auckland Transport investigate the installation of pedestrian crossings outside Reremoana School on Scotsmoor Drive and Hadley Wood Drive, Wattle Downs.
6. This resolution has been forwarded to the Road Corridor Operations Team who will investigate the request and provide a report. The aim is to be able to report formally next month.
Discussion
Berm Planting Policy
7. Auckland Transport has written a draft document setting out how planting in the road berm might be managed. This draft has been circulated to the Local Board looking for feedback.
8. It was circulated to the members of the Manurewa Local Board on 27 August 2015.
9. Auckland Transport officers attended a workshop with the Manurewa Local Board on 17 September 2015 and discussed the policy.
10. Manurewa Local Board members raised a number of points and have made a ‘Board’ submission.
Public Transport Update – Manukau Bus/Rail Interchange
11. The recently completed Regional Land Transport Programme included funding for an expansion of the public transport services provided at Manukau. Auckland Transport now has confirmed budget to build the planned bus interchange in this location.
12. The new bus interchange will be located between the existing train station which is under the Manukau Institute of Technology building (shown in Fig 1) and the Auckland Council Civic Centre (as shown in Fig 2).

13. The new bus interchange will provide:
· A covered area for bus passengers to alight and dismount buses;
· A covered ‘pathway’ for passengers moving to the civic centre and the mall; and
· An essential cross over point for people in the South to transfer from buses to trains.
14. Manukau Station has approx. 1200 passenger movements per day and trains currently run from Manukau to Britonmart and ‘vice versa’ at intervals of approx. 20 minutes.
15. When the ‘New Southern Network’ is operational in 2016 this station will be a significant ‘hub’ easily accessible to people throughout the Manurewa Local Board area. Thanks to effective advocacy by the Manurewa Local Board this interchange has been included within a ‘transition zone’ meaning that people travelling from Manurewa will only pay for one fare ‘stage’ to get to this station when the new ‘Simplified Fares’ for public transport start.
Public Transport Update – First Part of the ‘New Network’ Starts Operation
16. The first part of the ‘New Network’ starts operating on 18 October 2015. The first routes are on the Hibiscus Coast.
17. In South Auckland the tender process is currently underway and the ‘New Network’ is planned to be operating in South Auckland by mid-2016. This corresponds with the planned completion dates of the Manukau and Otahuhu Bus/Rail interchanges.
18. The ‘New Network’s objective is to use frequent local bus services to get passengers to rail stations from which large numbers of people can be moved north or south. By using bus and rail services in an integrated manner efficiency is maximised.
19. Within Manurewa the ‘New Network’ will mean more frequent and reliable bus services east/west and around the Local Board area that should make it easier for people to get them to key local rail hubs Manurewa and Manukau.
Great South Road Corridor Management Plans (CMPs)
20. A CMP is a conceptual plan that outlines the types of planning that may be needed to manage transport along a corridor, so that agencies can start planning budgets and work programmes in a coordinated way as early as possible.
21. CMPs are not detailed but are strategic documents designed to provide a 30 year framework for all agencies working to maintain and improve transport along broad ‘corridors’.
22. Auckland Transport has been undertaking a refresh of the CMP for Great South Road in the Takanini area to take account of the works at the Takanini Interchange undertaken by NZTA and the planned rate of growth in South Auckland. On 17 September 2015 Auckland Transport staff met with the Manurewa Local Board and discussed the CMP.
Local Board Transport Capital Fund (LBTCF):
23. MLB has a total pool of $2,392,297 available in this electoral term that can be spent on transport projects.
24. In this electoral term the MLB has identified six projects that are being investigated. Details of the projects and their status are included in Attachment A.
25. Significant progress has been made in the last month. Most importantly initial timelines are starting to be developed and are included in ‘Table 1’ below.

26. Table 1 clearly demonstrates the tight timeframes required to be met by projects aiming to be delivered by June 2016. It also highlights the difference in time required when a project needs to undertake a public consultation. The ‘Covered Walkway’ project for instance should advance quickly because there is not a requirement for widespread public discussion.
27. Progress has also been made in the following areas:
· The project to upgrade Wiri Station Road is working through procurement;
· An initial plan is available for the Williams Ave/Kirton Cres Traffic Calming project and is included as Attachment C.
· An initial plan is available for the ‘Arts and Plants’ project and is included as Attachment D.
· The plan for the ‘Great South Road Pedestrianisation’ project was not available for attachment to this report but should be able to be circulated by email to all members before the October 2015 meeting.

Improvements to the footpaths on Wiri Station Road |
Construction authorized in April 2015. Auckland Transport has provided a Rough Order of Cost (ROC) of $103,000 for delivery of this project. The original proposal was modified and at the April 2015 Local Board meeting the Board resolved to accept and deliver a new option that involves providing pedestrian facilities at the signalised intersection of Wiri Station and Ash Road and having pedestrians cross to the north side of Wiri Station Road the Final Cost Estimate (FCE) of which is $103,000.

In Januray 2015 the Manurewa Local Board requested investigation of traffic calming options in William Avenue and Kirton Crescent. Auckland Transport has completed investigations and reported back. This project would require approximately eight speed humps to meet AT Code of Practice standards The ROC is $180,000 At the April Manurewa Local Board meeting the the members decided to defer a decision on whether to proceed with the project until further consultation has been carried out. After advice from Auckland Transport that comprehensive consultation would be better informed after detailed design has been completed the Manurewa Local Board decided to authorize expenditure for detailed design at the June 2015 Local Board meeting. A map of the proposed design is now available and is attached to this report.

Creating a pedestrian and cycle link to Nathan Homestead and Auckland Botanical Gardens. Projects under investigation include: a new shared path, seating, new informative signage and safe crossing treatments. |
Auckland Transport has provided a ROC of $858,283 In December 2014 the Manurewa Local Board authorized Auckland Transport to start detailed design. During the design process some issues have arisen and a new plan was presented to the Town Centre Project Steering Group on 14 April 2014. The Town Centre Project Steering Group did not believe the design met the Manurewa Local Board’s intent and further discussion was required. A meeting with Manurewa Local Board, Richard Knott and Auckland Transport to explore options took place on Friday 15 May 2015. At the meeting consensus was reached and a proposed option supported by all parties was presented to the Town Centre Improvement Project Steering Group on Tuesday 19 May 2015. The new option was supported by the Steering Group and at the June 2015 Manurewa Local Board meeting the detailed design was authorized. Detailed design is essentially complete and an initial design is attached to this report. It is planned tha we should be able to start public consultation late in 2015. |
Great South Road/Railway station connectivity |
This project will incorporate a range of practical opportunities to better link Great South Road and the Train Station. Potential improvements include: Easier movement through South Mall, wayfinding signage and real-time commuter information. |
However, at the meeting held on on Friday 15 May 2015 the matter of tying Auckland Transport’s regional signage project into delivery of the improvements to the Manukau Town Centre and the route from there to the Botanic Gardens was discussed and was confirmed.

Auckland Transport has provided a ROC of $1,430,000 The contract for preliminary design was awarded Auckland Transport presented drawings and preliminary design to the Town Centre Project Steering Group on 14 April 2015.The steering group was comfortable with how this project is progressing and it was agreed that the detailed design should be authorized by the Local Board. At the May 2015 Manurewa Local Board meeting a resolution authorizing commitment of the funds and requesting detailed design start was passed by the Board. |
Great South Road (GSR) pedestrianisation |
The Board is investigating a range of options for making Great South Road, Manurewa more pedestrian-friendly. Improvements may include: Building a gateway to Manurewa and enhanced pedestrian crossing facilities.

Purpose
1. To approve the granting of a Licence to Occupy and Manage to Te Whare Awhina o Tamworth Incorporated for Clendon Park Community House for one year commencing 1 July 2015.
Executive Summary
2. Te Whare Awhina o Tamworth Incorporated occupies and manages three community houses in Manurewa, Randwick Park Community House, Clendon Park Community House and Te Whare Awhina Community House. In the September Manurewa Local Board business meeting the 2015/2016 Community Development, Arts and Culture (CDAC) work programme was presented. Landowner Approval: Southern Corridor Improvement - Fergusson Reserve

Purpose
1. To seek the Manurewa Local Board’s views on divesting a portion of Ferguson Reserve for motorway purposes.
2. To seek landowner approval for temporary occupation and works in Ferguson Reserve associated with the New Zealand Transport Authority Southern Corridor Improvements Project.
Executive Summary
3. The New Zealand Transport Authority (NZTA) has applied via a Notice of Requirement (NOR) to increase their existing designation to accommodate the Southern Corridor Improvements Project (SCI) which includes the widening of State Highway 1. The NoR application has been through the hearings process and it is anticipated that the issue of the consent is imminent.
4. The NOR includes a proposal to divest approximately 762m2 of Fergusson Reserve (2R Great South Road) and use an area of the reserve for storage and access purposes for the duration of the works (approximately 12 months). Refer to Attachments A and B.
5. The area to be divested is narrow, inaccessible to the public, steep and vegetated predominantly with weed species. Staff consider that it has little recreational value now and in the future.
6. The area to be used for temporary storage and access is not accessible to the public and upon completion of the works will be re-vegetated by NZTA. Other mitigation works include re-vegetation of the stream margin and upgrade of part of the existing walkway including lighting and vegetation removal to improve sightlines (in line with CPTED principles).
7. Overall, it is considered that the proposed divestment and temporary use of Fergusson Reserve can be managed and mitigated. The mitigation works will be beneficial for the local community by improving the amenity of the reserve and making the walkway safer to use.
That the Manurewa Local Board: a) Support the divestment of approximately 762m2 of Ferguson Reserve (being 742m2 from Pt Section 11 BLK XIV Otahuhu SD and 20m2 from Pt Section 26 BLK XIV Otahuhu SD) and sale to New Zealand Transport Agency for motorway improvements by transfer pursuant to Sections 50 and 52 of the Public Works Act 1981. b) Request that compensation from the land disposal be redirected back to the Local Board for investment in open space in the area, and specifically for improvements to Ferguson Reserve by NZTA (beyond mitigation offered) at the time of the works if appropriate. c) Endorses landowner approval for temporary storage occupation by NZTA and their contractors for a 12 month period and works within Fergusson Reserve (including re-establishment of the pathway and potential lighting, vegetation removal, re-vegetation, and retaining walls – still to be negotiated) for the purposes of constructing the motorway upgrades (within the designated areas) subject to: i) Detailed design of walkways and approval of landscaping plans to be provided by the Manager Local and Sports Parks – South; and ii) Conditions to be provided by the Manager Local and Sports Parks – South to manage the construction effects and reinstatement of the reserves |

8. The New Zealand Transport Authority (NZTA) has applied via a Notice of Requirement (NOR) to increase their existing designation to accommodate the Southern Corridor Improvements Project (SCI). This involves widening State Highway 1 and constructing a shared path from the Takanini Interchange to Pescera Point/Hingaia in Papakura.
9. Detailed design plans for the motorway are currently being developed and the design and construct contract has been awarded. NZTA has provided an Urban Design and Landscaping Framework (UDLF) document with their NOR to inform the detailed design phase. This sets out the key principles, outcomes, objectives and proposed methodologies for detailed design. A schedule of works will be provided detailing the timeframes when Ferguson Reserve will be closed.
10. The NOR includes a proposal to divest an area of Fergusson Reserve (2R Great South Road) and use an area of the reserve for storage purposes for the duration of the works.
11. Temporary designation requirements under the Notice of Requirement (NoR) also affect parkland and walkway connections at David Avenue Reserve and Rata Vine Reserve. Attachment A contains maps showing the proposed designation changes over the three reserves. However, the works within David Avenue Reserve and Rata Vine Stream Reserve are not addressed in this report as they are not part of the first stage of works for the SCI. This work will be undertaken when funding for the Orams Road and Hill Road bridge upgrade becomes available, anticipated to be two to three years away.
Fergusson Reserve divestment
12. Fergusson Reserve contains vegetated areas, a stream and a sealed walkway. A large portion of the reserve is inaccessible to the public as it is bordered by the stream, the motorway and a railway line. It is envisaged that this status will remain. The main functions of Fergusson Reserve are to provide a connection between Ferguson Street and Trimdon Street (community members use the connection from/to the Te Mahia Train Station and other key nodes) and visual amenity value in the residential area. There is limited useable land that can be developed for recreational use.
13. NZTA are proposing to acquire approximately 762m2 of Fergusson Reserve to accommodate the additional motorway lanes (refer Attachment A). The land to be divested is a narrow strip adjacent to the motorway that is currently vegetated (the majority being weed species), steeply sloping and is inaccessible to the public. Staff consider the land to have little recreation value.
14. A valuation for the land has not been undertaken. It is recommended that a value be agreed between the Council and NZTA and that a request be made that the funds be directed back into local park improvements in the area.
Temporary use and works within Fergusson Reserve
The works proposed within Fergusson Reserve are outlined below (refer Attachment A and B).

15. The area of Fergusson Reserve immediately adjacent to the motorway is currently unmaintained and inaccessible to the public as it is bordered by the stream, motorway and railway. The existing walkway is perceived to be secluded and unsafe. The proposal to clean-up and re-plant is considered beneficial to the overall visual amenity of the reserve, will enhance the stream ecosystem and improve sightlines for pedestrians using the walkway.
16. Closure of the walkway at intermittent stages of the works period may be necessary. As part of the conditions of landowner approval, NZTA will be required to inform residents of park closure and install appropriate information and pedestrian diversion signage.
17. Overall, Parks staff consider that the temporary and permanent impacts of the proposals to be manageable and can be mitigated. It is requested that authority be delegated to the Manager Local and Sports Parks - South to review and approve the detailed plans and provide landowner conditions to manage construction and remediation works.
Consideration
Local Board views and implications
18. NZTA has had a number of project engagement sessions with both the Manurewa and Papakura Local Boards in early 2015. On 10 February 2015, they presented on the Project’s interface with areas of parks and open space to the Manurewa Local Board.
19. NZTA have advised that no particular issues were raised regarding the works proposed in Fergusson Reserve and that both local boards supported NZTA’s offer (as mitigation) to re-landscape and improve the walkway within Fergusson Reserve and recognised its improvement as a key benefit for the local community.
Māori impact statement
20. The project has been extensively discussed with Mana Whenua and iwi groups. In particular, iwi have had input into the stream protection methodologies, proposed planting, and the design of the Pescara Point pedestrian bridge (in the Papakura Local Board area). There are also Maori art pieces and motifs envisaged at various locations as part of the upgrade works.
21. On the advice of Council, the NZTA contacted the following iwi groups:
· Ngati Tamaoho
· Ngai Tai Ki Tamaki
· Ngati Maru
· Te Kawerau a Maki
· Ngati Te Ata Waiohua
· Ngati Paoa
· Te Akitai Waiohua
· Ngati Tamatera
· Ngati Whanaunga
· Tainui-Waikato
22. Of those groups contacted, Ngati Tamatera, Tainui-Waikato, Te Kawerau a Maki and Ngati Maru subsequently advised NZTA that they did not have an interest in the project or deferred their interest.
23. Of the groups that engaged, Ngati Tamaoho, Ngai Tai Ki Tamaki, Te Akitai Waiohua, and Ngati Te Ata Waiohua, provided Cultural Impact Assessments (CIA).
24. An initial hui was held on 14 July 2014, and was attended by Ngati Tamaoho, Ngai Tai Ki Tamaki, Te Akitai Waiohua, & Ngati Te Ata Waiohua. A site visit was scheduled on 23 July 2014, which the above groups attended, excluding Ngati Te Ata Waiohua.
25. As Ngati Paoa were unable to attend this inception hui and site visit, they were met with initially on 16 July 2014
26. Subsequently hui were conducted on 22 August, 12 September, 3 October, and 17 October.
27. Post-lodgement engagement with iwi continued with a hui on 4th February 2015.
Consultation Outcomes
28. A number of matters were raised by Iwi at hui or through the provision of CIA, much of which will be addressed via conditions of consent. In relation to Fergusson Reserve these matters were around planting and stream protection and it was agreed that local sustainably sourced native plants for landscaping be incorporated in addition to Te Aranga design principles.
29. The outcomes of consultation with Iwi have also led to the establishment of the Integrated Iwi Group hui (IIG) to cover wider issues on an ongoing basis and as a forum to address matters related to the entire Southern Corridor Improvement project throughout the course of its development and delivery.
Implementation
30. The NZTA have applied for a Notice of Requirement (NoR), which has been through the hearings process in late May 2015. At the conclusion of this hearing, the commissioner(s) provided a final recommendation for the requiring authority. This process protects the space subject to the designation alteration however, NZTA still require landowner approval where located within parks and reserves.
31. The NZTA and council Parks staff have not been able to find any formal agreements on file regarding the walkways connecting under the motorway at David Avenue and at Ferguson Reserve. It is recommended that council staff seek to legalise those walkways through NZTA land as part of this project.
32. NZTA has agreed to hold an information day/evening event to inform local residents of the temporary changes to the local pedestrian path network within the David Ave Reserve and the timing of the works are likely to begin. The Orams Road bridge upgrade is not part of these works.
33. Works are expected to start in December 2015 on the first stage of the project (being the southbound upgrade from the Orams Road Bridge).

Hearing Panel Decision Report on review of alcohol bans in the Manurewa Local Board Area 2015

Purpose
1. To decide which existing alcohol bans are to be retained after 31 October 2015.
Executive Summary
2. The Manurewa Local Board has undertaken to review its existing local alcohol bans in its local board area using a public engagement process.
3. The purpose of the review is to identify which existing local alcohol bans meet the new higher statutory threshold to enable them to be retained. Alcohol bans that do not meet the new threshold will lapse on 31 October 2015.
4. The local board appointed a hearing panel to receive, hear and deliberate on submissions and other relevant information and recommend changes to the local board.
5. The key recommendations of the panel are that:
· 63 alcohol bans meet the new higher statutory threshold and should be retained
· 41 alcohol bans do not meet the new threshold and should be allowed to lapse
A full copy of the deliberations and decisions (including any amendments to areas and times) are contained in Attachment B.
6. The hearing panel also notes that the local board has the delegated authority to consider evidence to make a new alcohol ban.
7. The decision required of the local board is whether to approve the recommendations of the hearing panel.
8. Following the decision, staff will update the register of local alcohol bans to commence on 31 October 2015 and update signage.
That the Manurewa Local Board: a) make the alcohol bans recommended to be retained (with any amendments) as contained in Attachment B and C pursuant to the Auckland Council Alcohol Control Bylaw 2014, with a commencement date of 31 October 2015. b) allow the alcohol bans recommended to lapse as contained in Attachment B to lapse on 31 October 2015. c) confirm that the decisions in (a) and (b) are in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014. d) requests the Manager of Local and Sports Parks to record any evidence of alcohol- related crime or disorder in parks and reserves observed by the staff in the course of their work, in particular Greers Road Foreshore, to assist with any future consideration of alcohol bans in those areas. e) authorise the Manager Social Policy and Bylaws to make any minor edits or amendments to Attachments B and C to correct any identified errors or typographical edits.

Comments
Background
9. Alcohol bans are an accepted and effective way of helping to reduce alcohol-related harm. They reduce the amount of alcohol consumed in public places. This helps to reduce harm including levels of intoxication, noise, litter, harm and disorder.
10. Alcohol bans prohibit the consumption of alcohol in public places and are enforced by the New Zealand Police using powers of search, seizure, and arrest. Penalties include an infringement fee of $250.
11. Recent changes to legislation require a review of existing alcohol bans against a new, higher threshold. This means that alcohol bans can only be retained in areas displaying high levels of alcohol-related crime or disorder.
12. Alcohol bans are made under the Auckland Council Alcohol Control Bylaw 2014, and local boards have the delegated responsibility to review existing local alcohol bans in their local board areas by 31 October 2015. This does not include a review of existing alcohol bans in areas of regional significance, which is the responsibility of the Regulatory and Bylaws Committee, nor consideration of new alcohol bans, which will be subject to a separate process (commencing after 31 October 2015).
Proposal
13. The Manurewa Local Board, at its business meeting on the 28 May 2015 (resolution number MR/2015/72), adopted for public engagement a proposal to:
· retain 36 existing alcohol bans
· lapse 73 existing alcohol bans unless sufficient evidence is provided through the public submission process.
14. The public engagement period opened on 19 June and closed 17 July 2015.
15. The proposed changes were notified as follows:
· a public notice in the New Zealand Herald
· on the Auckland Council website
· in the June and July local editions of Our Auckland.
16. Additional communication and engagement activities were undertaken as follows:
· paid advertisement in Manukau Matters
· posters in the libraries
· flyers with priority parks listed on the back (delivered to neighbours)
· through social media, including Facebook and Neighbourly
· email to local board stakeholders, including mana whenua
· notification to the Manurewa Youth Council.
16. All supporting documents were made available on council’s website and through local libraries and service centres.
17. A total of 76 submitters gave evidence for 32 alcohol ban areas. Forty-six submitters gave general feedback not specific to an alcohol ban area.
Hearing and deliberations process
18. The Manurewa Local Board appointed a hearing panel of the whole board with local board chair person Dalton as chair to receive, hear and deliberate on submissions and other relevant information and make recommendations to the local board (resolution number MR/2015/72).
19. A total of 36 submitters indicated they wished to be heard. The hearing panel heard from 12 submitters on 14 August 2015 and held deliberations on all written and oral submissions on 27 August 2015.
20. Copies of all submissions received were made publicly available.
21. In conducting hearings and making decisions, the hearings panel considered a range of the statutory and bylaw requirements, summarised in Attachment A. The most important requirements outlined in the bylaw are:
· evidence that the alcohol ban area has experienced a high level of crime or disorder that can be shown to have been caused or made worse by alcohol consumption in the area
· that the alcohol ban is appropriate and proportionate in the light of the evidence and can be justified as a reasonable limitation on people's rights and freedoms
· consideration of community-focused solutions as an alternative to or to complement an alcohol ban
· consideration of the views of owners, occupiers, or persons that council has reason to believe are representative of the interests of owners or occupiers, of premises within the area to which the alcohol ban will apply
· consideration of using one of the following times for consistency:
§ 24 hours, 7 days a week (at all times alcohol ban);
§ 7pm to 7am daily (evening alcohol ban)
§ 10pm to 7am daylight saving and 7pm to 7am outside daylight saving (night time alcohol ban)
§ 7pm on the day before to 7am on the day after any weekend, public holiday or Christmas/New Year holiday period (weekend and holiday alcohol ban).

22. The decisions of the hearing panel (including any amendments to areas and times) and summary of the evidence considered are contained in Attachment B and maps are provided in Attachment C.
23. The key recommendations of the panel are that:
· 63 alcohol bans meet the new higher statutory threshold and should be retained
· 41 alcohol bans do not meet the new threshold and should be allowed to lapse.
24. As part of its decisions, the panel:
· retained the Manurewa Town Centre, Keith Park (and adjoining road) and nine parks and reserves with no geographical or time amendments
· retained and extended the current geographical area of 28 playground alcohol bans to include all of the park area and the operative alcohol ban to 24 hour, 7 days a week.
· retained and extended the current geographical area of 14 car park and access area alcohol ban to encompass the entire park/reserve area.
· retained the children’s playground alcohol bans within Totara Park as a 24 hours, 7 days a week alcohol ban. The remainder of Totara Park (including part of Eugenia Rise) is a new 7pm to 7am alcohol ban area.
· retained the two alcohol bans that make up the Homai Safety Corridor alcohol ban which includes parks and streets and extended one of those parks (the Clendon Community Centre) into the Clendon Town Centre area. These two areas are shown on the same map (Map 22).
· subsumed 12 existing alcohol ban areas (six children’s playgrounds and six car parking areas) into six larger alcohol ban areas which will encompass the entire park area. These larger areas are:
· Aronia Park
· Finlayson Ave Reserve
· Gallaher Park
· Leabank Park
· Mountford Park
· Wattle Farm Ponds Reserve.
25. The board notes that it can make a park/reserve alcohol-free by updating the management plan for that specific area.
26. The decision required of the local board is whether to approve the recommendations of the hearing panel.
Consideration
Local Board views and implications
27. Since the commencement of the review in November 2014 the local board at workshops has been presented with the statutory decision making requirements, review process options, and pre-public engagement process evidence to assist the local board in making decisions on which current alcohol bans will be retained after 31 October 2015.
Māori impact statement
28. Managing alcohol related harm associated with people consuming alcohol in public places increases opportunities for health and wellbeing, which is consistent with the outcomes of the Māori Plan for Tāmaki Makaurau.
29. Feedback received from mana whenua representatives at a hui held in March 2015 supported alcohol bans in principle, and believe that non-regulatory approaches should be considered to help reduce alcohol-related harm.

30. Any decision on current alcohol bans to be retained or lapsed will require an update to the register of local alcohol bans and to signage. The updating of signage will be coordinated through the Integrated Bylaw Review and Implementation programme.

Purpose
1. This report seeks decision-making delegation from the Manurewa Local Board to the Rangatahi Youth Scholarships assessment panel.
Executive Summary
2. The Manurewa Local Board has allocated $10,000 for the 2015/2016 financial year to be awarded to young people in Manurewa who have shown leadership potential or have contributed meaningful leadership or volunteer activities during the past year.
3. This is the fourth time the local board has awarded scholarships to young people in Manurewa. In the past, the decision-making process has presented difficulties informing applicants of the outcome of their applications, and in the processing of payments.
4. In order to give earlier certainty to applicants and process payments more quickly, it is recommended that the local board delegate decision-making to the scholarship assessment panel.
That the Manurewa Local Board: a) delegate decision-making for the Rangatahi Youth Scholarships to the assessment panel. b) consider how it would like to involve the full board in the decision-making process. c) decide on membership of the assessment panel for the Rangatahi Youth Scholarships.

5. The Manurewa Local Board has allocated $10,000 for the 2015/2016 financial year to be awarded to young people in Manurewa who have shown leadership potential or have contributed meaningful leadership or volunteer activities during the past year. This is to assist them to move into further education, training or attend events that will develop their leadership potential. The criteria and application form are attached to this report (Attachment A).
6. Promotion of the scholarships will begin in October with applications closing at 5pm on Friday 11 December 2015. The engagement plan for the Rangatahi Youth Scholarships, including timelines, is attached to this report (Attachment B).
7. This is the fourth time the local board has awarded scholarships to young people in Manurewa. On each of the previous occasions, a panel consisting of local board members and a representative from the Manurewa Youth Council has considered all the applications and made recommendations for the full local board to decide on.
8. This decision-making process presents difficulties informing applicants of the outcome of their applications. They can’t formally be advised until after the local board confirms the panel’s recommendations. It means that the decision must be made in confidence at the (usually) February business meeting, delaying notification and processing of payment, by anything from two weeks to a month, at a time when those going on to tertiary study are finalising their study plans for the coming academic year.
9. In order to give earlier certainty to applicants and process payments more quickly, it is recommended that the local board delegate decision-making to the scholarship assessment panel. To mitigate possible concerns about a lack of opportunity for wider member input into the decision-making process, applications could be circulated in confidence to all local board members so that there is an opportunity for them to give feedback to the panel before decisions are made. The board may also choose to extend membership of the assessment panel to ensure that a wider range of views are considered in the decision-making process.
10. The Rangatahi Youth Scholarships assessment panel’s decisions would be reported to the full board at the following business meeting.

Local Board views and implications
11. The views of the local board are being sought through this report. The major implication in delegating decision-making to the assessment panel is the possible limitation of wider member input. This could be mitigated by
(i) circulating applications to all members so that they are able to provide input ahead of the panel’s decision-making;
(ii) broadening the membership of the assessment panel to include more members; and/or
(iii) circulating the panel’s recommendations to the full board before finalising its decisions. This third option would build some delay into the process.
Māori impact statement
12. This decision has no discernible impact for Maori, or rangatahi, in the Manurewa Local Board area. It’s possible though that earlier certainty around the outcome of scholarship applications will assist decision-making for rangatahi choosing to go on to further tertiary study.

Manurewa Local Board – Rangatahi Youth Scholarships
Application form
Purpose of the scholarship
The Manurewa area has one of the highest proportions of young people under the age of 24 in Auckland.
The Manurewa Local Board will award scholarships of up to $2000 to young people, up to the age of 24, who have shown leadership potential or have contributed meaningful leadership or volunteer activities during the past year. This is to assist them to move into further education, training or attend events that will develop their leadership potential.
This will help to achieve educational aspirations identified in the local board plan and grow young leaders in the community.
Objectives of the scholarships
§ To assist young people to achieve their potential through tertiary education or training, and through participation in conferences and events both in New Zealand and overseas.
§ To invest in and build future leaders in the community.
§ To provide coaching, mentoring, learning and development opportunities for young people.
Scholarship application criteria
This scholarship is open to young people:
§ up to the age of 24 who are New Zealand citizens or residents and reside in the Manurewa Local Board area; and
§ who show leadership potential or have contributed to leadership/volunteer activities during the past 12 months promoting youth participation in community life; and
§ who are undertaking study at a tertiary or training institution in 2016; or
§ who are participating in a conference or event either in New Zealand or overseas in 2016 that is significantly based on youth leadership and development.

How applications will be assessed
A scholarship assessment panel will be set up by the Manurewa Local Board.
The panel will be looking for excellence, persistence, or leadership shown in any field of personal endeavour, but reserves the right to take into consideration any factors that the panel considers relevant. The panel will determine how and when any awarded funding will be paid. Applicants will be notified of the Panel’s decision in January 2016.The Manurewa Local Board reserves the right to cancel any scholarship (in whole or in part) at any time if it discovers that any information provided by the Applicant is not true, was misleading, or in the Board's view the Applicant has behaved in a manner that is not befitting of a scholarship recipient.

PROJECT BACKGROUND: |
The Manurewa area has one of the highest proportions of young people under the age of 24 in Auckland and for the past three years the Manurewa Local Board has awarded scholarships to young people who have shown leadership potential, contributed meaningful leadership or volunteer activities during the past year.
The Manurewa Local Board will again award scholarships of up to $2000 to young people, up to the age of 24. This is to assist them to move into further education, training or attend events that will develop their leadership potential.
This scholarship aligns with the vision of the Manurewa Youth Council: “Creating stronger Manurewa communities by connecting, supporting and empowering young people to become actively engaged in the community”.
It is also aligned with I Am Auckland and the Auckland Plan, which is based on the Transformational Shift “To increase the prospects of children and young people with a focus on those most in need”. |

Manurewa Local and Sports Parks Capital and Renewal Work Programme 2015 2016

Purpose
1. The purpose of this report is for the Manurewa Local Board to approve its 2015/2016 parks capital and renewals work programmes.
Executive Summary
2. The draft parks capital and renewal programmes were presented by parks staff to the Manurewa Local Board Parks Portfolio meeting on 21 July 2015. Following this, both programmes were presented to the full board at a workshop on 11 August 2015.
3. The Manurewa Local Board has an allocated capital budget of $3,311,351 and a renewals budget of $795,747. The work programme is aligned with the Local Board Plan objectives and the 2015-2025 Long Term Plan, and includes the following projects:
- Completion of Stage 2b Manurewa Netball Community & Events Centre
- Completion of Randwick Park & the Pavilion
- Coastal walkway development
- Weymouth Special Housing Area (SHA) park development
- Mountfort Park playspace
That the Manurewa Local Board: a) approves the 2015/2016 Local and Sports Parks Capital and Renewals work programme as set out in Attachment A of this report.

4. Ongoing updates relating to the work programme to take place on a monthly basis with the Manurewa Local Board park portfolio holders. This will include project phasing and spending updates.

5. At the Manurewa parks portfolio and board workshops in July & August 2015, the draft parks capital and renewals work programmes for 2015/2016 were discussed and endorsed in principle.
Māori impact statement
6. Consultation with mana whenua will be undertaken as part of project scoping and delivery as required throughout the delivery of the Manurewa Local Board capex development and renewal programmes 2015-2016. Many of the development projects have had mana whenua input and the relationships are strongly supported by ongoing consultation.

7. There are no implementation issues anticipated and the Manurewa Local Board will continue to be updated through parks portfolio meetings and quarterly reporting to the Board.

Purpose
1. This report seeks approval for phase one dates relating to the 2016/2017 Annual Plan Cycle.
Executive Summary
2. Every three years Auckland Council develops a Long-term Plan and annually develops an Annual Plan. The Manurewa Local Board is required to develop a Local Board Agreement as part of the Annual Plan process.
3. 2016/2017 is year two of the 2015-2025 Long-term Plan.
4. The board is being asked to schedule workshops and business meetings for phase one of the 2016/2017 annual plan cycle.

Executive Summary
2. Auckland Transport has developed guidelines for berm planting. Feedback is being sought from local boards.
3. The Manurewa Local Board received a briefing on the berm planting guidelines at a workshop held on 17 September 2015. At the workshop the board requested that Members Bailey and Hawkins further develop the board’s feedback at the Transport portfolio.

1. Wiri BID expansion Jez Pellow (BID Partnership Advisor) and Audrey Williams (Wiri BID Manager) gave an update on the Wiri Business Improvement District (BID) expansion proposal.
Audrey explained that the total cost for the BID expansion wold be $57,893. The board offered to support the Wiri BID by bringing a Steering Group together to support the expansion.
The Wiri BID was seeking the board’s approval for the expansion and staff will report to the board in October seeking the formal approval.
The BID will also require some financial support.

2. Coastal Walkway Kirsten Ross (Parks Advisor) and Vince Perry (Team Leader Projects South) gave an update on the coastal walkway project. The funds for the coastal walkway are from the Maritime Recreation Fund. This money can only be used for esplanade related projects.
The board requested using some of the coastal walkway money for a feasibility study for a jetty structure for waka ama at the rear of Manurewa marae.
Vince to send a photo and costing for the jetty installed at Pahurehure.
The board gave an indication that they wanted the coastal walkway linked up the best staff could do to allow the walkway to be used as soon as possible.
Staff suggested doing an easier section of the walkway in the 2015/2016 financial year. Possibly beginning with the consultation and planning for around the Weymouth Cossie Club ready to begin installation next year.

1. Auckland Transport Berm Planting Guidelines
Roger Wilson (Elected Member Liaison Relationship Manager) gave an overview of the Auckland Transport Berm Planting Guidelines.
Feedback from the local board was as follows: - Members supportive of the concept of communities using their berms for planting; - Members therefore questioned the need for guidelines or a policy from Auckland Transport regarding berm planting; - Members were concerned that the approach that Auckland Transport has been taking is restrictive rather than enabling; - The guidelines should be principles based; - Members opposed to the licensing framework as presented and the proposed $150 license fee; - The draft guidelines are too operational; - The board does not want to police the guidelines.

2. Great South Road Corridor Management Plan
Gavin Smith (Principal Transport Planner, Strategy and Planning Auckland Transport) gave an an update on the Great South Road Corridor Management Plan and explained the recommended future layout of the different segments of the Great South Road in the Manurewa area.
Members present provided the following feedback: - Members felt a bus lane that fast tracked traffic out of the town centre was needed for segment two; - The projects the board is doing in the town centre need to align with the corridor management plan and also need to take into account the parking strategy; - Board advocating for a park and ride facility.

3. Auckland Transport’s response to the Future Urban Land Supply Strategy
Gavin Smith also gave an update on Auckland Transport’s response to the Future Urban Land Supply Strategy. An indicative road layout was presented. Projects on the map still need to be confirmed via Auckland Transport Programme Business Case.
