Purpose
1. The purpose of the report is to
seek formal endorsement from Manurewa Local Board on the draft Manurewa Local
Board feedback on the offshore petroleum exploration Block Offer 2016.
Executive
Summary
2. The government
administers oil and gas exploration and production onshore and offshore under
the Crown Minerals Act 1991.
3. The government
consults with affected iwi/hapū and local government on prospective areas
before their release in the annual Block Offer.
4. The New Zealand
Petroleum and Minerals (NZPAM), which administers exploration and production,
notified Auckland Council of the start of consultation on Block Offer 2016 on
3 September 2015. The submission period closes on 30 October 2015.
5. A report on the
Block Offer 2016 proposal, including a draft submission, is proposed to be
included in the 22 October 2015 agenda of the Finance and Performance Committee
meeting.
6. Local board and
iwi/hapū input to the council submission is being sought by Monday
19 October to be included on the Finance and Performance Committee agenda.

Recommendation/s
That the Manurewa Local Board:
a) endorse the
feedback in attachment A to the report entitled “Manurewa Local Board
feedback on the offshore petroleum exploration Block Offer 2016”.
b) note that the feedback will be
attached to the Auckland Council submission on the
government’s consultation on Offshore Oil and Gas Exploration Block Offer
2016.
