Chairperson Cr Bill Cashmore welcomed panel members and provided a verbal update regarding current Council issues such as housing affordability, the Transport Alignment Project, Annual Report highlights and rates.
1 Apologies
Resolution number RUR/2015/31 MOVED by Chairperson WB Cashmore, seconded by Deputy Chairperson AQ Cole: That the Rural Advisory Panel: a) accept the apologies from Deputy Chairperson North, Thomas Grace, Members D Blythen, W Clarke, T Fordyce, J Naysmith, A McKenzie, B Turner, K Vallabh and G Willcox, and from Cr MP Webster for absence.

2 Declaration of Interest
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
There were no declarations of interest.
3 Confirmation of Minutes
Resolution number RUR/2015/32 MOVED by Member R Parton, seconded by Member C Keenan: That the Rural Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Friday, 4 September 2015, as a true and correct record.

Resolution number RUR/2015/33 MOVED by Deputy Chairperson AQ Cole, seconded by Member C Keenan: That the Rural Advisory Panel: a) thank Andrew Duncan and Beth Sullivan for their presentation on the rural rating consultation process. b) support the option of spreading a lowered rating differential for rural properties over 50 hectares, with the cost covered by all Auckland ratepayers and support further consultation via the Annual Plan process. |

Chris Keenan updated the panel on progress with Land and Water Forum negotiations.
Gael Ogilvie – Items for 27/11/15 agenda – Implementation of NPS, Auckland Growing Greener.
Helen Moodie updated the panel on the Ballance Farm Environment awards, noting that dairy has four entrants, and encouraged entries.
Richard Gardner – flagged an item for a future agenda - Sea Change (compliance, deficient processes).
3.04 pm The Chairperson thanked Members for their attendance and attention to business and declared the meeting closed.
