4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Update on Housing for Older People
File No.: CP2015/21415
Purpose
1. Allan McGregor, Manager Strategic Planning, Panuku Development Auckland, will give the panel a verbal update on Housing for Older People.
Executive Summary
2. Panuku Development Auckland is overseeing the process to select a partner to deliver older people services in Auckland. Stage 1 of the process has resulted in a shortlist of eight parties and following an Interactive Dialogue process with the shortlist, the more detailed phase of a Request for Proposals will commence on 12 October 2015.
3. A formal recommendation in this respect will be made to the Auckland Development Committee in December 2015.

Purpose
1. To give the panel a verbal update on Empowered Communities and how this relates to elder abuse.
Executive Summary
2. The Community Empowerment Unit was established on 1 October 2015 as part of the Empowered Communities Approach (ECA). The new unit replaces the Community Development and Safety unit and will be leading a new way of working to empower communities.
3. Auckland Council’s ECA was driven by the Mayor’s Proposal under the 10-Year Budget; Long-term Plan 2015-2025 which was adopted on 26 June 2015. The Mayor challenged Auckland Council to develop and apply a more empowered communities approach to its work.
4. An empowered community is one where individuals, whanau and communities have the means to influence decisions, take action and make change happen in their lives and communities. This includes communities of place, interest and identity.

Seniors Advisory Panel programme of work update

Purpose
1. To receive up-to-date information regarding the Seniors Advisory Panel’s work programme and how the panel’s advice has been used.
Executive Summary
2. This report provides an overview of the panel’s programme of work and makes it possible for panel members to see how staff are using the advice and input provided by the panel. The lead officer now requests staff, where possible, to indicate how advice from the Seniors Advisory Panel is applied.

Comments
3. The panel provided comment on ‘The Housing We’d Choose’ survey and the need for future surveys to include a broader range of voices.
4. Further to the report to the panel meeting of 7 September 2015 on the development of the Auckland Civil Defence and Emergency Management Group Plan, panel member Russell Rigby attended a workshop on 28 September with other advisory panel representatives. The focus of the workshop was what a disaster-ready community and an effective community response plan look like.
5. Advisory panels have the opportunity to make comments as the plan is being developed. Panel members provided the following advice at the September meeting: learn from the experience of Christchurch; activate local support structures including whānau and neighbour networks; be aware that social inequalities are amplified during a disaster; and focus on informing a wider range of people about the basics of safety planning.
6. In September the panel again gave input on the need for council communications to include images and content representative of the diverse life experiences of older people. The panel noted some excellent examples but advised that more images across the council’s communications channels will help older people’s sense of visibility, worth and self-confidence. That input has been widely discussed within communications and engagement teams. One result has been a photo shoot to obtain additional photographs of active older people. Panel members are welcome to suggest ideas for images to be added to the council’s image bank.
7. The Rates and Valuations team is currently working with central government to improve the rates rebates process, and one of the suggestions is that the different government ministries could share information to improve the processes claimants use. Indications are that the council rates rebates clinics and extra promotion have influenced the uptake of the rebate so far this year - by the end of the first quarter the team has already processed half of the number of applications received in the previous year.
8. Actions towards the co-hosted universal design/accessible housing workshop, to be held on Friday 16 October 2015, were progressed.
9. On 1 October the council released its online Our Auckland website. A piece from the panel (‘Time to make Auckland an age-friendly city’) was prominently featured. Panel members attended the civic event to mark International Day of the Older Person, and the panel’s influence was acknowledged by speakers.
10. On 7 October the panel chair spoke to the Community Development and Safety Committee on the panel’s work programme and priority areas, including promotion of Auckland as an age-friendly city.
11. Panel members undertook a review of the work programme for 2015/16, which is ready for approval (item in this agenda). To note meeting dates in 2016: 15 February; 21 March; 2 May; 13 June; 25 July and 5 September.

Seniors Advisory Panel Work Programme – 2015/16 (Updated September 2015)

Purpose
1. To agree the work programme for 2015/16.
Executive summary
2. The work programme will form the basis of most of the work of the panel over the 2015/16 year. As far as possible the work programme is to align with the council’s policy development and engagement programme.
3. Based on discussions, staff have included in the work programme priorities that the panel signalled as most important.
