3 Declaration of Interest
Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
Specifically members are asked to identify any new interests they have not previously disclosed, an interest that might be considered as a conflict of interest with a matter on the agenda.

Resolution number WH/2015/155 MOVED by Chairperson CM Farmer, seconded by Deputy Chairperson S Zhu: That the Whau Local Board: a) Requests that the resource consent applications to remove 11 scheduled Monterey Pines in Blockhouse Bay R/TRC/2015/211 and 5 scheduled Pecan trees in Avondale R/JSL/2015/3377/1 be publicly notified. b) Notes the pending application to remove two scheduled pohutukawa trees. c) Requests that this resolution be forwarded to the Auckland Council Hearings Committee, Ian Smallburn General Manager Resource Consents and any independent planning commissioner making a notification determination for these applications. |

Resolution number WH/2015/157 MOVED by Deputy Chairperson s Zhu, seconded by Member SPT Matafai: That the Whau Local Board: a) Receives the Auckland Transport Update report. b) Notes with concern the risk to the project delivery timeframes for the Western Line Cycleway given that $2 million was invested by the Whau local board and that October 2016 was the identified delivery timeframe. |

Resolution number WH/2015/159 MOVED by Deputy Chairperson S Zhu, seconded by Member SPT Matafai: That the Whau Local Board: a) Notes Auckland Transport’s advice that the McWhirter to Busby Footbridge meets the criteria for funding from the Local Board Transport Capital Fund. b) Approves $71,016 to commence investigations, preliminary design and detailed cost estimates for the McWhirter to Busby Footbridge project, and request that the results of this work be brought back to the Whau Local Board for allocation of construction stage funds. c) Delegates to Transport portfolio lead Deputy Chair Susan Zhu and Parks portfolio lead Chair Catherine Farmer authority to approve variation to the final preliminary design allocation should it be required. d) Notes that Auckland Council’s parks operations team will be managing the project. |

Resolution number WH/2015/152 MOVED by Chairperson CM Farmer, seconded by Member SPT Matafai: That the Whau Local Board: a) Approves, pursuant to section 319(1)(j) of the Local Government Act 1974, the road name ‘Whakawhiti Loop’ proposed by the applicant for the new private road created by way of subdivision at 1 Trent Street, Avondale. |

Resolution number WH/2015/153 MOVED by Member R Manukia-Schaumkel, seconded by Deputy Chairperson s Zhu: That the Whau Local Board: a) Approves the 2015/2016 community development work programme (Attachment A) and budget allocation from the board’s locally delivered initiatives (LDI) budgets as outlined in the following table:
b) Approves the detailed Youth Connections work programme (Attachment B). c) Approves the detailed Community Waitakere Work Programme work programme (Attachment C) noting the funding allocation of $70,000.00 comprises of: i) $50,000.00 from the budget line identified for Community Waitakere Shared Work Programme ii) $20,000.00 from the neighbourhood development budget line identified for Kelston Neighbourhood Planning d) Delegates to the respective portfolio holder(s) lead Ruby Manukia-Schaumkel and alternate Susan Zhu within the budget parameters allocated the authority to approve responsive changes to the work programmes as required, and to approve final initiative scopes. e) Requests a report back on tangible youth employment outcomes (youth in jobs) by April 2016. |

Resolution number WH/2015/154 MOVED by Member SPT Matafai, seconded by Deputy Chairperson S Zhu: That the Whau Local Board: a) Confirm funding allocations for 2015/2016 Local Event Partnership Fund as follows, with the following amendments: i. Whau the People Arts Festival $34,000 ii. Whau Chinese New Year Festival $34,000 iii. Whau Pacific Festival $34,000
b) Adopt standard local event partnership funding processes for local event organisers including the following steps: · submission of an event delivery project plan, containing information outlined in Attachment A, at least two months prior to event date for events receiving funding of $10,000 or more · provision of a project update to a local board events portfolio meeting for events receiving funding of $20,000 or more · staged payments for events receiving funding of $20,000 or more with 75% paid on completion of a funding agreement and 25% following submission of a project plan and presentation to an events portfolio meeting. c) Reallocates the funds set aside for the ASEAN ($5000) to the contestable grants funds. |

Resolution number WH/2015/155 MOVED by Member R Manukia-Schaumkel, seconded by Member SPT Matafai: That the Whau Local Board: a) Approves the renewal of the community lease to Titirangi Tennis and Squash Rackets Club Incorporated for Golf Road Domain, 1/1 Ava Avenue, Titirangi on the following terms and conditions: i) Term: 10 years commencing 1 December 2015; ii) Rent: $633 plus GST per annum; b) All other terms and conditions as contained in the existing Deed of Lease dated 1 December 2005 excluding this right of renewal. |

Avondale and New Lynn Community Centre 2015/16 work programme |

Resolution number WH/2015/156 MOVED by Member R Manukia-Schaumkel, seconded by Member SPT Matafai: That the Whau Local Board: a) Approve the 2015/2016 work programme for the New Lynn and Avondale community centres b) Requests that staff have an increased focus in delivering stronger support and engagement with the Maori & Pacific communities in the New Lynn and Avondale community centres and include this aspect in regular reporting c) Endorse an Empowered Communities approach to programme delivery and request staff to work in partnership with local community organisations that represent a broad range of programmes and activities required in the Avondale and New Lynn community centres. |
