Resolution number FR/2015/199 MOVED by Member A Cole, seconded by Member M Bell: a) That the Franklin Local Board approves the renewal of lease to the community organisation shown on Attachment A on the existing terms and conditions, this community organisation being: i) Patumahoe Rugby Football Club Incorporated b) That the Franklin Local Board notes that a community outcomes plan is not required or provided with this lease renewal.

Resolution number FR/2015/203 MOVED by Member LM Murphy, seconded by Deputy Chairperson AJ Naysmith: a) That the Franklin Local Board receives the report entitled ‘Auckland Transport Update – November 2015’ and the attached issues register from Auckland Transport’s Elected Member Relationship Manager (South). b) That the Franklin Local Board approves construction of a new project to replace that area of existing Waiuku pavers in the area identified as Priority Area 1 as extended at the meeting with new ceramic pavers, to be funded from the Local Board Transport Capital Fund, based on the firm estimate of cost of $182,900. c) That the Franklin Local Board requests a review of feedback on Priority area 1 within 12 months of installation to enable progression of Priority area 2. d) That the Franklin Local Board requires a recommendation from the Waiuku pavers working party regarding colour of tiles and design by the December business meeting where a decision will be made by the board. e) That the Franklin Local Board approves the following Local Board Transport Capital Projects to progress to a detailed design and costing phase based on the rough order of cost previously supplied: i) Waiuku South streetlighting LED improvements ii) Upgrade of Beachlands town centre gardens iii) Second View Avenue, Beachlands – installation of new kerb and channel between Wakelin and Bell Roads (both sides) |

Resolution number FR/2015/204 MOVED by Member A Cole, seconded by Member BS Crompton: That the Franklin Local Board notes the following urgent decision: Allocation of Parks 2015/16 capital programme for car park renewals That the Franklin Local Board endorses the allocation of the total budget of $277,000 for the 2015/16 car park renewals programme as follows: a) Franklin Rd Reserve, Pukekohe (Stadium No 2 car park including the road entrance to the car park), condition grading 4 – renewal cost $75,000.00 b) Patumahoe Recreation Reserve (Domain St - 3 x separate car park, 2 to be renewed), condition grading 4 - renewal cost $38,500.00 c) Matakawau Point Reserve, condition grading 5 – renewal cost $52,000.00 d) Puni Recreation Reserve, condition grading 4 – renewal cost $30,000.00 e) Te Puru Park, condition grading 5 – renewal cost $70,000.00 f) Orere Point road/carpark, condition grading 4 – renewal cost $10,000.00 |

24 Consideration of Extraordinary Items
24.1 |

Resolution number FR/2015/206 MOVED by Chairperson A Baker, seconded by Member BS Crompton: a) That the Franklin Local Board provides the following feedback on regional issues (that is, the Uniform Annual General Charge (UAGC), Interim Transport Levy (ITL), Māori land rates and rural rates) for the governing body to consider. i) Support for consulting on the proposal to amend the remissions policy on Maori land rates ii) Support for consulting on the proposal to fund a rates reduction for properties larger than 50hectares from general rates, including the remission of rates to allow separate properties managed as a single business unit to be amalgamated. iii) Support for consulting on the proposal to set the Uniform Annual General Charge at a range of options between $350 and $650 iv) Do not support consulting on the proposal to charge businesses the Interim Transport Levy (ITL) based on the capital value of the business. The ITL was consulted on in the draft 2015-25 Long-term Plan and the status quo should be retained.
b) That the Franklin Local Board agrees key advocacy issues as per Attachment A tabled at the meeting, excluding the Manukau Harbour Forum hydrodynamic modelling. |
