4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

2015-25 City Centre Programme of Work TR4 - Update

Purpose
1. The purpose of this paper is to provide an update to the Auckland City Centre Advisory Board (ACCAB) on the City Centre Programme of Work (TR4), for proposed targeted rate projects.
Executive Summary
2. The ACCAB previously endorsed the City Centre Programme of Work (TR2) at the August 2015 meetings.
3. The City Centre Programme of Work has been updated to include recently endorsed projects, new proposed projects and some timing adjustments for proposed projects to maintain positive balances.
4. The remaining depreciation and consequential opex for 2015/16 - 2018/19 is included in the summary and requires a significant balance to be maintained during 2015/16 - 2018/19 years which is not available to spend on additional capital projects.
5. The City Centre Programme of Work will be reviewed, updated and presented back to the ACCAB on a 6 monthly basis to record any significant changes or new proposals.

Comments
Background
6. The updated City Centre Programme of Work (TR4 attached) is a combination of projects that are included in the 2015 LTP as well as proposed new projects and initiatives and is intended to provide a 10 year view of the upcoming work in the City Centre. It informs the ACCAB, Council and CCOs on the proposed projects, delivery timeframes, funding and available unallocated CCTR on a year by year basis.
7. The City Centre Programme of Work will continue to be reviewed on a 6 monthly basis or as required to ensure that programme reflects changing requirements and the dynamic nature of the city centre over the next 10 years as significant public and private projects are undertaken and completed in the City Centre.
8. The City Centre Programme of Work will enable the Council (and CCO’s) to proactively plan and appropriately resource themselves to deliver the projects identified.
9. The following is a summary of the adjustments to the programme that have been made since the last issue (TR2):
a. No Change made to Approved Projects/LTP Section
b. Addition of new ACCAB endorsed projects since July 2015 to “Minor Projects & Opex” and Downtown Public Spaces
c. Adjustment of “Proposed Projects” timing to align within CCTR available annual budget envelope.
d. Reintroduction of a “Beresford Square” project as a proposed project in 2022/23 to align with potential timing of CRL as requested by the Board.
10. The remaining depreciation and consequential opex for 2015/16 - 2018/19 is included in the summary (Attachment B & C) and requires a significant end of year balance to be maintained during this period which is not available for additional capital projects.
11. Until the remaining depreciation and opex is paid in 2018/19 approximately $3.5m is available over this period for new projects not already approved. Post 2018/19 the available fund for new additional projects cumulatively increases from $5m in 2019/20 to $47m in 2025 (on top of current proposed projects)
Consideration
Local Board views and implications
12. The Waitematā Local Board (WLB) has not yet been updated. Consultation with the WLB will also occur on projects once approved.
Māori impact statement
13. The City Centre Programme of Work will form part of the consultation and engagement at ongoing City Centre Integration/DPO Hui’s that will be held with local Iwi.
Implementation
14. It is proposed a further review of the City Centre Programme of Work will be undertaken in June 2016 and provided to the ACCAB.

City Centre Cleaning and Maintenance Update

Purpose
1. To update the Auckland City Centre Advisory Board on the work underway across Auckland Council and Auckland Transport to address ongoing issues with cleaning and maintenance of Auckland City Centre, including City Centre Targeted Rate funded projects.
Executive Summary
2. Work has been undertaken throughout this year to address ongoing issues with cleaning and maintenance of City Centre, including Targeted Rate funded projects.
3. The work will form the basis of a new integrated cleaning and maintenance delivery model to be rolled out across the City Centre as part of the renegotiations of the existing maintenance contracts.
4. The most recent body of work undertaken has been a review of the allocation of cleaning and maintenance responsibilities across the council family.
5. The primary recommendation proposed by the City Centre Maintenance Working Group is the consolidation of cleaning and rubbish collection activities across the City Centre, with council’s Waste Solutions Unit becoming a ‘one stop shop’ for these services.

Comments
6. During 2015 council staff have provided the Auckland City Centre Advisory Board with regular updates on the work underway to address ongoing issues with cleaning and maintenance of the City Centre, including Targeted Rate funded projects. The work will form the basis of a new integrated cleaning and maintenance delivery model to be rolled out across the City Centre as part of the renegotiations of the existing maintenance contracts.
7. Senior management staff from both Auckland Council Waste Solutions, Auckland Council Parks and Auckland Transport have worked together over the past year to establish:
a. the current City Centre boundaries for cleaning and maintenance;
b. proposed (extended) City Centre boundaries for cleaning and maintenance;
c. current levels of service and cost for delivery of that service;
d. proposed levels of service and cost estimate for delivery of that service;
e. the current allocation of cleaning and maintenance tasks.
8. The range of cleaning and maintenance standards across the City Centre were reported to the ACCAB in March 2015. That update considers which part of the council family delivers what and the outcomes they aim to achieve.
9. The March update also considers the streets and spaces to which the standards apply and how much it costs per annum to deliver these standards.
10. In May 2015 it was reported to the ACCAB that an integrated and simplified approach is required to improve the quality of cleaning and maintenance in the City Centre and to make cleaning and maintenance processes easier to understand and communicate to the public.
11. Details of this integrated and simplified approach include:
a. Proposed high, medium and standard level of service (Attachment A)
b. Proposed application of these standards to City Centre streets and squares (Attachment B)
12. The most recent body of work undertaken has been a review of the allocation of cleaning and maintenance responsibilities across the council family.
13. A great deal of work by others has gone into identifying over a hundred cleaning and maintenance activities carried out by council. These are documented in the Service Level Agreement (SLA) between Auckland Council Parks, Sports and Recreation Department and Auckland Transport for the delivery of greenscapes services in the road corridor.
14. The SLA considers a range of responsibilities that extends well beyond greenscapes in the road corridor. It has proven to provide a robust checklist for the City Centre Maintenance Working Group to consider the allocation of a broad spectrum of cleaning and maintenance activities.
15. In terms of the key cleaning and maintenance activities within the City Centre, the responsibilities are currently allocated as per Attachment C. Broadly, responsibility for the cleaning, repair and maintenance of hard assets within the entire road corridor sits with Auckland Transport, litter collection sits with Waste Solutions and the maintenance of green assets sits with Parks.
16. Following a high level of discussion around the allocation of cleaning and maintenance responsibilities it is proposed that some responsibilities are reallocated to different parts of the organisation. The Working Group has operated in a collaborative way and decisions have been reached by consensus. Discussions have focussed on which part of the organisation is best suited to carry out each task, including specialist tasks.
17. The primary recommendation proposed by the Working Group is the consolidation of cleaning and rubbish collection activities:
a. This would result in Waste Solutions becoming a single point of contact for all rubbish and street cleaning matters within the City Centre.
b. Auckland Transport would retain responsibility for the maintenance of hard assets such as pavements, road carriageway, seats, bike racks and bollards but not undertake cleaning of these assets.
c. Community Facilities would retain their current activities with regard to maintaining green assets such as street gardens and street trees. It is also proposed that Community Facilities take on responsibility for the cleaning of all public toilets – those within parks and those within the road reserve.
Consideration
Local Board views and implications
18. This report is a ‘work in progress’ update on operational matters for council. The views of the Waitemata Local Board have not yet been sought.
Māori impact statement
19. One of the key outcomes of this workstream will be the tendering of new cleaning and maintenance contracts prior to June 2017. This may offer a commercial opportunity to iwi if they have commercial interests in delivering these services.
Implementation
20. The work completed by the City Centre Maintenance workstream will be consolidated in a City Centre Maintenance Implementation Plan in 2016. The plan will collate the recommendations regarding the reallocation of cleaning and maintenance responsibilities, maps illustrating the extended area to be cleaned and maintained and a communication strategy for sharing information with businesses, residents and visitors to the City Centre.
