Grant of new community leases in Franklin Local Board area in 2015 – council owned buildings

 

Resolution number FR/2015/213

MOVED by Member A Cole, seconded by Member LM Murphy:  

a)      That the Franklin Local Board approves a new community lease for the following groups under the terms and conditions specified in the schedule (Attachment A), with a change to the lease periods being 10 years plus 10 years - Grant of new community leases, council owned buildings:

i)       Patumahoe Rugby Football Club Incorporated, Patumahoe War Memorial Hall, 10 Mauku Road, Patumahoe

ii)      Lions Club of Waiuku Incorporated, Massey Park, 2 Belgium Street, Waiuku

b)      That the Franklin Local Board approves that the content of Community Outcomes Plans, where required, will be approved by the Franklin Local Board Community Services Portfolio Holders and attached as a schedule to the lease document.

Hunua Domain Recreation Reserve -  Pt Allotments 89 & 254, Parish of Hunua, White Road, – New Grazing Licence to current Occupant – Bennetts Poultry Limited

That the Franklin Local Board approves the grant of a new 5 year licence of Part Allotments 89 & 254 Parish of Hunua, White Road, Hunua from 1 October 2014 to Bennetts Poultry Limited on commercial terms to be negotiated by Panuku Development Auckland.

Bremner Road Esplanade Reserve, Drury – landowner approval of proposed earthworks

 

Resolution number FR/2015/215

MOVED by Chairperson A Baker, seconded by Member MA Kay:  

a)      That the Franklin Local Board gives landowner approval to undertake earthworks on Bremner Esplanade Reserve at 109 Bremner Road, Drury, to facilitate the widening of Bremner Road while ensuring an appropriate gradient for a future walkway connection between the road and the esplanade, in general accordance with the application plans titled Development Connection to Drury Town Centre Area Calculations for Extent of Works referenced 1013_QD drawing no. RD110 revision A dated 28 October 2015 by McKenzie & Co Consultants Limited. 

b)      That the Franklin Local Board provides the approval subject to:

i)            detailed design and methodology being approved by the Parks Manager (South) and;

ii)      conditions to be provided by the Parks Manager (South) to manage construction and provide for reinstatement.

Ray Fausett Reserve and Helvetia Road Esplanade Reserve- Proposed park development

 

Resolution number FR/2015/216

MOVED by Member SJR Higgins, seconded by Member BS Crompton:  

a)      That the Franklin Local Board support negotiations for the council to manage the area of crown owned land (being Crown Land Survey Office Plan 58709) adjacent to future proposed public esplanade and stormwater reserves

b)      That the Franklin Local Board support the development of future council-owned reserve areas in general accordance with the plans by Civil Plan Consultants titled “Extent or Works on Crown Land Sheets 1 & 2” referenced 1826-00-SK26-1/2 revision A1 and dated 30 October 2015 at no cost to the council subject to:

i)    All regulatory requirements for the management of the crown land being met

ii)   specifications and conditions to be recommended by the Parks and Open Space Specialist through the resource consent process for landscaping (including walkways, planting and seating)

c)      That the Franklin Local Board grant landowner approval for the construction of the walkway and pedestrian bridge on Ray Fausett Reserve and Helvetia Road Esplanade Reserve, in general accordance with the plan by Civil Plan Consultants titled “Extent or Works on Crown Land Sheets 1 & 2” referenced 1826-00-SK26-1/2 revision A1 and dated 30 October 2015;

d)      That the Franklin Local Board grant the landowner approval under (c) subject to:

i)    crown approval of the adjacent works on the crown owned land or delegation of the management of that land to the council

ii)   detailed design and methodology of works to be approved by the Manager Parks (South) prior to the pipe installation works.

iii)  conditions to control the construction effects and provide for reinstatement to be provided by the Manager Parks (South).

 

e)      That the Franklin Local Board endorse the granting of an easement over parts of Ray Fausett Reserve (Sections 2-3 SO 430835) and Helvetia Road Esplanade Reserve, (Lot 4 DP 324527), for a wastewater pipeline as shown on the plans by Civil Plan Consultants titled “Extent or Works on Crown Land Sheets 1 & 2” referenced 1826-00-SK26-1/2 revision A1 and dated 30 October 2015.

f)       That the Franklin Local Board endorse the granting of the easement in (e) subject to the following conditions:

i)    Provision of a pedestrian bridge at no cost to council as outlined in recommendation (c)

ii)   Detailed design (including plans for the exact location of the line and manholes) and methodology of works to be approved by the Manager Parks (South) prior to the pipe installation works.

iii)  Conditions to control the construction effects and provide for reinstatement to be provided by the Manager Parks (South).

Amendments to 2015/2016 Local Environment Work Programme

 

Resolution number FR/2015/217

MOVED by Member A Cole, seconded by Member AM Fulljames:  

a)      That the Franklin Local Board retains the 2015/2016 local environment work programme waterways budget line as approved on 25 August 2015 under resolution number FR/2015/140, and requires staff to undertake meaningful engagement with Iwi to obtain their input and feedback in accordance with the recently signed deed of settlement before implementation of the projects in the waterways budget line in the 2015/2016 local environment work programme.

b)      That the Franklin Local Board allocates $3,000 from the pest management budget line in the 2015/2016 local environment work programme to the development of a pest management brochure.

c)      That the Franklin Local Board allocates the remaining $5,500 of the pest management budget line in the 2015/2016 local environment work programme to support pest animal control on private land in Hunua.

Draft Regional Pest Management Plan Review

 

Resolution number FR/2015/218

MOVED by Member A Cole, seconded by Member SJR Higgins:  

That the Franklin Local Board provides the following feedback on pest management issues:

General feedback

i)          An education programme is required for communities; the importance of education for pest management should be highlighted in the plan.

ii)         Weed issues need to be reduced on a long term basis to reduce costs, the 10 year period covered by the plan is too short.

iii)       Stormwater management tools should also be looked at as a way to manage the spread of pest plants.

 

Cost/benefits and good neighbour rule

i)          The short term versus long term cost/benefits of any proposals need to be assessed.

ii)         Hornwort is in early stages in upper catchments of the Wairoa River.  This is a good example of a weed that can be dealt with early to achieve good cost/benefits.

iii)       Boundary control has not been successful in the past, good neighbour rules will help address this.

iv)       The costs/benefits need to be assessed in the receiving environment – the benefits of pest management to the neighbour are what should be evaluated.

v)         The good neighbour rule should also cover streams; weed seeds are carried down streams to neighbouring properties.

vi)       An audit is needed on council owned and leased land to assess and increase the level of pest management, where required.  Council needs to be seen as a leader and set a good example for the community to follow.

vii)      Auckland Transport and KiwiRail land should also be subject to the good neighbour rule.

Enforcement

i)          The level of enforcement for pest management needs to be strengthened; it has to be visible and seen to be done.

Pest plants and animals

i)          Kauri dieback should be declared a pest as it gives council the ability to make decisions and binds the Crown on issues relating to kauri dieback.

ii)         There is a need for cross-border issues to be addressed e.g. with Waikato Regional Council.  For pest management to be effective, all parties need to be on board.

iii)       Privet, woolly nightshade and flannel weed are major issues in Franklin.

iv)       Marine pests, additional to those in the Hauraki Gulf, should be included in the plan.  Pacific oysters and mangroves are also issues.

v)         There is a problem with feral goats and pigs in the Hunua Ranges, however there needs to be a balance with hunters who release them for hunting purposes, need to work with them.

vi)       Hornwort has been discovered in the Wairoa River and should be included in the list of pest plants.

vii)      Crack willow is also an issue in the Wairoa River.

viii)     More details on specific pest birds in Franklin are needed and some may need to be included in the plan.

Pukekohe Town Centre Revitalisation Update - Manukau Road

MOVED by Member MA Kay, seconded by Member SJR Higgins:  

a)      That the Franklin Local Board agrees to $200,000 being brought forward to 2015/16 to complete the design and construction documentation phases for Manukau Road Streetscape Revitalisation and requests that staff ensure the design is consistent with the upgrade of the intersection of Manukau Road and Custom Street once Auckland Transport confirms the preferred design.

b)      That the Franklin Local Board reconvenes the Pukekohe Town Centre Revitalisation Committee from January 2016.

Auckland Transport Update – December 2015

 

A memorandum providing an interim update on the Pine Harbour ferry services was tabled for the Board’s information (refer Attachment 22A of these minutes).

 

Resolution number FR/2015/222

MOVED by Member BS Crompton, seconded by Member LM Murphy:  

a)      That the Franklin Local Board receives the report entitled ‘Auckland Transport Update – December 2015’ and the attached issues register from Auckland Transport’s Elected Member Relationship Manager (South).

b)      That the Franklin Local Board amends Resolution FR2015/203 (e) from their meeting held on 24 November 2015, as follows:

remove e) i) Waiuku South streetlighting LED improvements project #250 as this work will now be funded by Auckland Transport.

c)      That the Franklin Local Board confirms construction funding of $182,900 for the Waiuku Town Centre pavers (project #479 Waiuku pavers replacement project), within the existing Priority 1 area only (refer tabled map – Attachment 22B of these minutes).

d)        That the Franklin Local Board, following a recommendation from the Waiuku pavers working party regarding project #479 (Waiuku pavers replacement project – refer to Attachment 22C of these minutes) confirms:

i)       the colour to be tan, grey and white (glacier) pavers; and

ii)     the design to be alternating bands of 300 x 300mm tan pavers with 90° and 45° laying patterns, interspersed with 2% of 300 x 300mm white (glacier) pavers in a random but evenly distributed pattern and edged with 200 x 100mm grey pavers.

e)         That the Franklin Local Board requests Auckland Transport undertake extensive testing of the cleaning regime for the new Waiuku pavers that produces the best outcome within the current level of service budget.

f)       That the Franklin Local Board amends project #459 Kitchener Road, Waiuku angle parking upgrade, as previously approved on 29 September 2015 under resolution FR2015/161 as follows:

i)       Layout as shown on Attachment 22D of the minutes, including removal of two trees and upgrade to 11 parking spaces.

Review of the Food Safety Bylaw 2013

Annual Plan 2016/2017 – local consultation content

a)      That the Franklin Local Board agrees indicative LDI priorities for 2016/2017 (Attachment A).

b)      That the Franklin Local Board adopts local content for consultation (Attachment B), with the following amendment to the Chair’s message:

i)       include a third consultation item regarding the impact on businesses for the proposed interim Transport Levy, which is currently based on capital values for businesses.

c)      That the Franklin Local Board confirms the three “Have Your Say” events to enable community feedback as follows:

i)       Tuesday, 23 February 2016 at 6.00pm in the Pukekohe Town Hall;

ii)      Friday, 26 February 2016 at 2.00pm in the Waiuku Community Hall; and

iii)     Wednesday, 9 March 2016 at 6.00pm in the Beachlands War Memorial Hall.

d)      That the Franklin Local Board agrees that the Chair be delegated the authority to make any final minor changes to local consultation content for the Annual Plan 2016/2017 prior to publication, including online consultation content.

That the Franklin Local Board approves allocation of the remaining $3,000 of the community liaison budget line in the Community Development, Arts and Culture work programme 2015/2016 to the Marama Hou Ministries Trust to support the further development of the Waiuku Community Gardens with the purchase of gardening equipment and to support two community events – Waitangi Day and Neighbour’s Day 2016 – to be held at the gardens (see attachment A).

a)      That the Franklin Local Board grants landowner approval to the Clevedon Pony Club to construct a new water jump of approximately 15mx15m area at the Clevedon Showgrounds Reserve, 76R Monument Road, Clevedon in the location as shown in Attachment A.

b)      That the Franklin Local Board grants the approval in (a) subject to conditions to be supplied by the Manager Parks (South) to manage construction and reinstatement.
