Community leasing at Silverdale War Memorial Park

Purpose
1. The purpose of this report is to seek the approval of the Hibiscus and Bays Local Board to advertise a vacant council owned Skyline shed and in addition, land at Silverdale War Memorial Park.
2. It also seeks approval to progress leases and a licence to occupy to Hibiscus Mens Shed Trust in the event that there are no other applications received in the expressions of interest process.
Executive Summary
3. Auckland Council’s Community Occupancy Guidelines 2012 recommend that in cases of a vacant building, space or land identified as appropriate for development, council will seek applications through:
· Public advertisement
· An expression of interest process
· Direct notification to groups who have registered interest.
4. The Hibiscus Mens Shed Trust has submitted an application to enter into two community leases and a licence to occupy at Silverdale War Memorial Park as follows:
· lease the council owned Skyline shed adjacent to the existing bowling greens
· lease land on the former bowling green (adjacent to the existing greens) for the purpose of constructing a Mens Shed to service the Hibiscus Coast area (approximately 450m2)
· licence to occupy area for the purpose of constructing a concrete driveway and ancillary area at the front of the proposed Mens Shed (approximately 450m2).
5. This report recommends that the Hibiscus and Bays Local Board approve the advertising of the council owned Skyline shed and 900m˛ of reserve land at Silverdale War Memorial Park to seek expressions of interest from community groups and any organisations wishing to secure community leases for the vacant shed and land. All applications must be in accordance with the Auckland Council Community Occupancy Guidelines 2012.
That the Hibiscus and Bays Local Board: a) Approves the advertising of the council owned Skyline shed and 900m˛ of land at Silverdale War Memorial Park (Attachment A) as identified for development to seek expressions of interest from community groups and organisations wishing to secure community leases for the vacant shed and land. b) Request that council staff present a further report for consideration at its first available business meeting detailing the applications received during the expressions of interest process. c) Agree in principle to grant two separate leases and a licence to occupy to Hibiscus Mens Shed Trust at Silverdale War Memorial Park for the council owned vacant Skyline shed and reserve land that will support the development of a building for the Mens Shed (Attachment B) in the absence of any other applications received. d) Confirms the details of any future leases and licence to occupy will be publicly notified and consultation with iwi undertaken in accordance with the terms of the Reserves Act 1977 and the Conservation Act 1987. e) The terms of the proposed lease for the council owned vacant Skyline shed to be granted under section 73(3) of the Reserves Act would be; i. Term – 5 years from the date of final approval by the Minister of Conservation (or her delegate); ii. Rent - $1.00 per annum if requested iii. Maintenance Fee - $250.00 per annum iv. All other terms and conditions will be in accordance with the Reserves Act 1977, Auckland Council Community Occupancy Guidelines 2012 and the Silverdale War Memorial Park Reserve Management Plan adopted by the former Rodney District Council on 1 February 2001. f) The terms of the proposed agreement to lease for 900m˛ of reserve land at Silverdale War Memorial Park, to be granted under section 73(3) of the Reserves Act would be: i. Term – 3 years from the date of final approval by the Minister of Conservation (or her delegate); ii. Rent - $1.00 per annum if requested iii. All other terms and conditions will be in accordance with the Reserves Act 1977, Auckland Council Community Occupancy Guidelines 2012 and the Silverdale War Memorial Park Reserve Management Plan adopted by the former Rodney District Council on 1 February 2001. g) The terms of the proposed community lease for 450m˛ of reserve land at Silverdale War Memorial Park to be granted under section 73(3) of the Reserves Act would be: i. Term – 10 years with one right of renewal for 10 years from the date of final approval by the Minister of Conservation (or her delegate); ii. Rent - $1.00 per annum if requested iii. All other terms and conditions will be in accordance with the Reserves Act 1977, Auckland Council Community Occupancy Guidelines 2012 and the Silverdale War Memorial Park Reserve Management Plan adopted by the former Rodney District Council on 1 February 2001. h) The terms of the proposed licence to occupy for 450m˛ (more or less) of reserve land at Silverdale War Memorial Park for the purpose of constructing a concrete driveway and ancillary area at the front of the proposed Mens Shed building to be granted under section 73(3) of the Reserves Act would be: i. Term – 10 years with one right of renewal for 10 years from the date of final approval by the Minister of Conservation (or her delegate); ii. Rent - $1.00 per annum if requested iii. All other terms and conditions will be in accordance with the Reserves Act 1977, Auckland Council Community Occupancy Guidelines 2012 and the Silverdale War Memorial Park Reserve Management Plan adopted by the former Rodney District Council on 1 February 2001. i) Requests that council staff report back to the local board for a decision or final approval of the community leases and licence to occupy to the Hibiscus Mens Shed Trust at Silverdale War Memorial Park following public notification and consultation with iwi of council’s intention to grant the leases and licence to occupy.

Comments
6. Auckland Council’s Community Occupancy Guidelines 2012 recommend that in cases of a vacant building, space or land identified as appropriate for development, council will seek applications (Attachment C) through:
· public advertisement
· an expression of interest process
· direct notification to groups who have registered interest.
7. The Auckland Council Community Occupancy Guidelines 2012 also states that although the standard terms and conditions presented will form the basis for council officer recommendations, they are only guidelines. Local boards may, at their discretion, choose to vary from these recommendations on a case-by-case basis as they deem appropriate.
8. The Hibiscus Mens Shed Trust (the Trust) as modelled on the ‘Mens Shed’ movement, was established after an initial public meeting in May 2015. Subsequent enquiries from interested parties indicate that a Mens Shed would provide a valuable service on the Hibiscus Coast given the comparable service (the Mens Shed on Elliott Reserve, Glenfield) is some 20km away. The Trust requires a suitable site in the Hibiscus Coast area on which to construct its Mens Shed and envisage a similar structure to that of the Mens Shed on the Elliott Reserve, Glenfield (Attachment D).
9. The opportunity here is to make the most of existing facilities (the council owned Skyline shed) and to align the activities offered by Mens Sheds with outcomes in the Hibiscus and Bays Local Board Plan of:
· a strong local economy with skilled jobs
· safe and supported communities.
10. The Trust is committed to taking on the Mens Shed project and was duly incorporated under the Charitable Trusts Act 1957 on 10 July 2015. The trustees have worked tirelessly to produce:
· a comprehensive feasibility study and demographic investigation to evidence the need for a Mens Shed in the Hibiscus Coast area
· a strategic plan.
11. Council staff has investigated five different (reserve) sites in the Orewa and Silverdale areas that had potential for the Trust to construct a Mens Shed. Council staff prepared a memorandum with regard to the investigated options and presented to this to the Hibiscus and Bays Local Board at its workshop of 25 November 2015. Excerpts from this memorandum are outlined in Attachment E. After exploring the advantages and disadvantages of each site, council staff and the Trust deemed the space at the Silverdale War Memorial Park as being the most suitable.
12. Silverdale War Memorial Park is situated adjacent to State Highway 1 and approximately one kilometre south of the traditional Silverdale commercial centre. The Silverdale War Memorial Park is legally described as Part Lot 1 DP 37919 comprising 11.7064 hectares and currently held in fee simple by Auckland Council as a classified recreation reserve and subject to the Reserves Act 1977.
13. The Trust has submitted an application to enter into two community leases and a licence to occupy at Silverdale War Memorial Park as follows (Attachment F):
· lease the council owned Skyline shed adjacent to the existing bowling greens (this would provide the Trust with a small shed from which to operate on an interim basis during the agreement to lease period)
· lease land on the former bowling green adjacent to the existing greens on which to construct a Mens Shed
· licence to occupy land on which to construct a concrete driveway and ancillary area at the front of its proposed Mens Shed.
14. Subject to local board approval, council staff will advertise the council owned vacant Skyline shed and in addition, 900m˛ of reserve land at Silverdale War Memorial Park seeking expressions of interest from parties in accordance with Auckland Council Community Occupancy Guidelines 2012.
15. In the event that there are no other applications received during the expressions of interest process, council staff will commence public notification and consultation with iwi of council’s intention to grant two leases and a licence to occupy to Hibiscus Mens Shed Trust at Silverdale War Memorial Park in accordance with the Reserves Act 1977 and the Conservation Act 1987.
16. Subject to the satisfactory outcome of the statutory processes, council staff will bring a further report to the local board recommending the following:
· Landowner approval for construction of the Mens Shed, a concrete driveway and ancillary area in front of the Mens Shed. Landowner approval will be subject to certain conditions including but not limited to; the choice of cladding used for the Mens Shed, the placement of and construction standards for the driveway and ancillary area in front of the proposed Mens Shed and a planting programme for the immediate area
· A community lease for a term of 5 years for the council owned Skyline shed
· An agreement to lease for a term of 3 years to enable the Trust time to raise funds for the project, secure all necessary consents and construct its Mens Shed, concrete driveway and ancillary area
· A community lease for a term of 10 years with one right of renewal for 10 years commencing on practical completion and the issue of a code compliance certificate of its Mens Shed
· A licence to occupy for a term of 10 years with one right of renewal for 10 years for the area on which the concrete driveway and ancillary area is constructed, commencing on practical completion of the works
· A community outcomes plan as negotiated and agreed by the Trust for local board approval. The community outcomes plan, if approved by the local board would be appended as a schedule to the lease document.
Consideration
Local Board views and implications
17. The Hibiscus and Bays Local Board is the allocated authority to approve the community leases. A meeting was held with the local board on 25 November 2015 with regard to the proposal and a site visit undertaken on 4 December 2015. The members present indicated strong support for the proposal.
Māori impact statement
18. Mana whenua are identified as having an interest in land in the Hibiscus and Bays Local Board area will be consulted on the Trust’s proposal if it is the preferred applicant and subject to local board approval.
Implementation
19. The recommendations contained in this report do not trigger the Auckland Council Significance Policy.
20. The Arts, Culture and Events Department will bear the costs involved in public notification of the expressions of interest process, the public notification and iwi consultation of the proposed new leases and licence to occupy. It is estimated that these costs are in the region of $2,500.00.

Coast Youth Community Trust Youth Connections Funding Agreement 2015/2016

Purpose
1. To approve the delivery schedule for the 2015/2016 funding agreement for the Coast Youth Community Trust’s Youth Connections programme.
Executive Summary
2. Coast Youth Community Trust (CYCT) is a youth focused organisation based in Whangaparaoa that delivers a number of programmes including mentoring and social support services for young people and their families. CYCT has been partnering with Hibiscus and Bays Local Board to deliver the Youth Connections programme within the local board area since April 2013.
3. The local board has identified $40,000 funding for Youth Connections available for 2015/16. A draft schedule for the 2015/2016 funding agreement is attached (Attachment A).
4. The local board has a priority of continuing to support the Youth Connections programme and the 2015/2016 schedule is based on the 2014/2015 funding agreement. It focuses on working with young people to transition them into further education or employment. Other areas of activity to achieve this are working with:
· employers to open up employment opportunities
· schools to be able to work with students while still in education
· local youth support providers to identify young people needing support
· other stakeholders including the local board on initiatives that benefit the project.
5. Approval is sought for the draft schedule for the 2015/2016 funding agreement. The local board chairperson and community portfolio holder will meet directly with the CYCT chairperson and deputy chairperson to finalise the schedules of activities.
That the Hibiscus and Bays Local Board: a) approve funding of $40,000 for 2015/2016 for Coast Youth Community Trust for Youth Connections programme from the Local Board Locally Driven Initiatives Youth Connections budget line b) approve the draft schedule for the Youth Connections 2015/2016 funding agreement with Coast Youth Community Trust. c) delegate approval of the final funding schedule of the 2015/2016 Funding Agreement for Coast Youth Community Trust to the Chairperson of the local board and the local board community portfolio holder.

Background
6. Coast Youth Community Trust (CYCT) is a youth focused organisation based in Whangaparaoa that delivers a number of programmes including mentoring and social support services for young people and their families. CYCT has been partnering with Hibiscus and Bays Local Board to deliver the Youth Connections programme within the local board area since April 2013.
7. In this time they have:
a) developed their relationships with local secondary schools to enable access to young people at risk of disengaging from education
b) developed connections and relationships with businesses to encourage youth work experience and employment opportunities
c) developed knowledge of and connection with training providers to provide pathways for young people into further education
d) coached and mentored young people who have been identified as needing additional skills, knowledge and support to transition into work or further education
e) supported young people to secure employment and work placements and provided continuing monitoring and assistance as they integrate into the workplace
f) held Engage, a work expo for youth, businesses and industry training organisations
g) provided seminars to assist young people to be prepared for seeking employment
h) contributed to planning and supporting young people to attend the Jobfest held at North Harbour Stadium on 7 August 2015.
Planning for 2015/2016
8. Youth Connections is an ongoing programme that Coast Youth Community Trust delivers in partnership with the Hibiscus and Bays Local Board. The programme continues to develop as Coast Youth Community Trust explores opportunities to strengthen delivery.
9. The schedule for 2015/2016 (Attachment A) is based on the agreed programme outcomes established at the outset of the local Youth Connections programme as a partnership between the Hibiscus and Bays Local Board and CYCT. It focuses on activities that transition young people into further education and employment, such as:
· working with council services and contractors to open up cadetships for Youth Connections youth
· exploring the development of a learning centre and social enterprise that would provide follow on skills-building and work experience.
10. Continuing to support the Youth Connections programme in the local area is a key initiative of the Hibiscus and Bays Local Board Plan outcome of “a strong local economy with skilled jobs”.
11. Staff recommend the local board provides funding in 2015/2016 to support to CYCT for the Hibiscus and Bays Youth Connections programme. This will ensure the programme continues to grow and meet youth needs for local employment and training, and will also enable CYCT to focus on developing new opportunities.

12. Youth Connections in the Hibiscus and Bays community contributes to improving employment and education prospects for young Maori who enter the programme.
Implementation
13. Council officers provide guidance, advice and practical support to Coast Youth Community Trust – Youth Connections. The Community Empowerment Unit’s Youth Connections team will assist groups to deliver the programme outlined.

Purpose
1. This report on the Growth Programme has been referred for local boards’ information from the Parks, Recreation and Sport Committee meeting of 16 September 2015.
Executive Summary
2. The Auckland Council’s Long-term Plan included a significant programme of works, referred to as the Sports and Park development programme, also known as the Growth Programme. This programme is substantially funded from development contributions and supported by rates funding and asset sales. The attached report provides an overview for the allocation of this funding in year one of the plan and a recommended process for managing and reporting on this programme in the future.
