That the Henderson-Massey Local Board:

a)         Accepts the apology from member Will Flavell and LW for absence.

            Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

Auckland Transport Update Report December 2015 – Henderson-Massey Local Board

MOVED by Deputy Chairperson SP Henderson, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      Note that the board’s priorities for the Great North Road/Railside Ave/Ratanui Street  traffic signals barn dance sequencing is an improved pedestrian environment and reduction of prohibited truck movements through the town centre and these priorities should receive a high weighting in the evaluation of the project.

Royal Reserve Development Concept Design

 

Resolution number HM/2015/153

MOVED by Chairperson VS Neeson, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      Endorse the concept design for the development of Royal Reserve

b)      Support Local and Sports Parks West to develop the Royal Reserve park design

c)      Note next step is to present the detailed design to the board for decision making on the final design and budget.

Allocation of funding for outdoor gym equipment and Massey Futsal court

 

Resolution number HM/2015/154

MOVED by Member B Brady, seconded by Member M Chan:  

That the Henderson-Massey Local Board:

a)      Receives this report.

b)      Allocates $120,000 from the Locally Driven Initiatives (LDI) Capex Budget for the construction of the Futsal Court near the current Massey Leisure centre site.

c)      Allocates $25,000 from the Locally Driven Initiatives (LDI) Capex Budget for the supply and installation of outdoor gym equipment for Henderson Park.

d)      Notes that the topic of the report should be Allocation of funding for outdoor gym equipment at Henderson Park and Massey futsal court.

Westgate Town Park Concept Design

 

Resolution number HM/2015/155

MOVED by Member TJ Kirkley, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)      Endorses the concept design (Attachment A) for the development of Westgate Town Park.

b)      Approves the parks team progressing to the next stage of engaging a design consortium to produce a developed and detail design package for Westgate Town Park within the FY 2015/2016.

c)      Note next step is to present the detailed design to the board for decision making on the final design and budget.

2015/16 Lease Workplan - Expedited Renewal Process and Review of Ongoing Lease Management

 

Resolution number HM/2015/156

MOVED by Member B Brady, seconded by Member TJ Kirkley:  

That the Henderson-Massey Local Board:

a)      Approves the renewal of leases to the community organisations shown on Attachment A on the existing terms and conditions.  Those community organisations being:

·   Massey Rugby Union Football and Sports Club Incorporated

b)      Notes that community outcomes plans are not required or provided with these lease renewals.

New Road Name Approval for the development at Westgate Town Centre.

 

Resolution number HM/2015/157

MOVED by Member B Brady, seconded by Deputy Chairperson SP Henderson:  

That the Henderson-Massey Local Board:

a)      Agrees to partly rescind the approved road names made in resolution on 2 October 2014 (HM/2014/271) with respect to:

·   Barbour Road

·   Raupo Road

·   Akeake Road.

b)         Agrees to name the new roads as following and outlined in Attachment B Map of recommended updated Westgate road names - December 2015:

i. The road name Barbour Road (section east of Sakaria Stream) is to be replaced with Kedgley Drive

ii.            The road name Barbour Road (section west of Sakaria Stream) is to be replaced with Raupo Drive.

iii. The road name Raupo Drive is to be replaced with Barbour Road.

iv. The road name Akeake Road is to be replaced with Kakano Road.

v.            The approved road name Maki Street shall extend into existing Westgate Town Centre (Precinct E).

Member Warren Flaunty voted against this motion and requested that this be recorded in the minutes of this meeting.

Member Tracy Kirkley abstained from voting on this motion.

Review of the Food Safety Bylaw 2013

 

Resolution number HM/2015/158

MOVED by Deputy Chairperson SP Henderson, seconded by Member M Chan:  

That the Henderson-Massey Local Board:

a)        Provides feedback that it supports retaining the grading provision of the Auckland Council Food Safety Bylaw 2013 and require the display of food safety grade certificates.

Naming of the new West Harbour community facility

MOVED by Member WW Flaunty, seconded by Member B Brady:  

That the Henderson-Massey Local Board:

a)      Approves the name ‘Mānutewhau Community Hub’ for the new community facility located at 74 Oriel Avenue, West Harbour.

Annual Plan 2016/2017 – local consultation content

MOVED by Deputy Chairperson SP Henderson, seconded by Member TJ Kirkley:  

That the Henderson-Massey Local Board:

a)      Agrees indicative LDI priorities for 2016/2017 (Attachment A)

b)      Adopts local content for consultation (Attachment B)

c)      Agrees that the Chair be delegated the authority to make any final minor changes to local consultation content for the Annual Plan 2016/2017 prior to publication, including online consultation content.
