4 Confirmation of Minutes
That the Manukau Harbour Forum: a) Confirms the ordinary minutes of its meeting, held on Monday, 12 October 2015, as a true and correct record.

8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Manukau Harbour Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

9 Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Manukau Harbour Forum Work Programme update

Purpose
1. To provide an update on the 2015/2016 Manukau Harbour Forum (the Forum) work programme for October and November 2015.
Executive Summary
2. The Forum agreed its 2015/2016 work programme at its March 2015 meeting (resolution number MHFJC/2015/9). This was subsequently endorsed by member local boards at their meetings in April and May 2015. This report provides an update on that work programme for the Forum’s information.
3. The report also provides an update on the hydrodynamic scoping study project, following discussion of the study at the Regional Strategy and Policy Committee in November 2015.

Comments
4. At its meeting in March 2015, the Forum asked its member boards to support, and provide a funding contribution, towards a work programme consisting of a series of flagship sites events, the development of a communications plan, and a research hui. Table 1 below presents highlights from the work programme;

Flagship Sites Programme
5. The final flagship site event funded from the Forum’s 2014/2015 work programme will be hosted by Owens Mainfreight on 26 November 2015. A copy of the flyer for this event is appended as Attachment A. A full report back on the flagship site programme will be provided at the first meeting in 2016 together with an update on the 2015/2016 programme.
Communications Plan
Printed communications
6. The printed collateral described in the 2015/2016 communications work plan has been produced for the Manukau Harbour Forum, and a mock up is appended to this report.
7. This document is multi-purpose. It reflects the key objectives stated in the communications plan and is designed to engage Aucklanders with the harbour, to raise the profile of the Manukau Harbour Forum, and to educate Aucklanders on harbour issues. The document can be presented folded or unfolded it stands alone as a poster.
8. To finish the document, each local board will be invited to highlight places of interest on the map.
9. It will be distributed to Council’s service centres, the Department of Conservation information centre, libraries, and potentially handed out at harbour events including those that are part of SeaWeek, or delivered by community groups such as Sustainable Coastlines.
Social media and publishing content
10. A proposal for a blog, newsfeed, or Facebook page was submitted to Council’s social media team. Their advice is that communications should be focused on existing Council communications channels such as Our Auckland, or local board channels.
Newsletter and news distribution
11. The next newsletter will be distributed to the Manukau Harbour Forum database in the last week of November. Individual stories and photos will be submitted to OurAuckland for publication. Each of these stories will be linked to the Manukau Harbour Forum’s main webpage, ultimately creating an archive of forum stories in an accessible place.
12. Work has begun to build the subscriber database via local board channels, in conjunction with the release of this issue.
Manukau Harbour Seminar
13. The Forum agreed to a ‘research hui’ as part of its 2015/2016 work programme. However, in refining this project, it was recognised that options for experts to share current research related to the Manukau was unlikely to create opportunities for additional community engagement in issues affecting the Harbour. As such, the proposed research hui will be a Manukau Harbour seminar following a similar approach to the popular and successful Hauraki Gulf seminars.
14. Potential delivery agents for the seminar have been asked to submit quotations and scopes for the seminar to be held in May 2016. This month was chosen as it follows the Sustainable Coastlines project focussing on the Manukau Harbour and the publication of the State of Auckland report.
Hydrodynamic Scoping Study
15. The Regional Policy and Strategy Committee received the report on Manukau Harbour work programme, and proposed hydrodynamic scoping study, at its November 2015 meeting. This report was accompanied by a letter from the Chair of the Forum noting the Forum’s support.
16. It is anticipated that the scoping work will be completed by March 2015, and reported to the Forum at its next meeting. This scoping study will consider the information available to inform the hydrodynamic model, as well as indicative costs. No funding has been confirmed for the hydrodynamic modelling after the completion of the scoping study.
Consideration
Local Board views and implications
17. This work programme was endorsed by member boards in 2015. All nine member boards reference the Forum in their local board plans.
18. A number of member boards also sponsor projects supporting the goals and objectives of the Forum through their own environment work programmes.
Māori impact statement
19. No specific consultation with Maori was undertaken for the purposes of this report.
20. Feedback and input from mana whenua on the entire three year strategic work programme was sought at a hui in November 2014. In 2015, the Forum has agreed to host three hui with iwi per year, and it is expected that there will be opportunities at those hui for iwi to provide ongoing feedback on the work programme to the Forum.
Implementation
21. There are no implementation issues arising from this report.
22. Boards are advised to set aside approximately $15,000 for funding year three of the work programme in their draft 2016/2017 budget, noting that boards will be invited to agree the work programme and associated budget in 2016. The work programme will be refined and presented to the Manukau Harbour Forum at the April 2016 meeting; the proposed budget may be revised in response to the forums feedback.
