Community and pensioner housing business case

Purpose
1. To seek approval from the Waiheke Local Board to grant $20,000 from the board’s Locally Driven Initiatives (LDI) budget to the Waiheke Social Housing steering committee for the development of a business case to explore the viability of Council land for the provision of community and pensioner housing on Waiheke.
Executive Summary
2. The 2014 Waiheke Local Board Plan identifies safe and affordable housing as a key priority area in response to community consultation. Each subsequent Local board agreement includes an advocacy area around pensioner and community housing.
3. The 2014/2015 Local board agreement includes indicative funding towards progressing Community Housing initiatives in line with the Empowered communities approach.
4. Over the last 12 months the board has been meeting with social housing providers and community stakeholders to discuss needs and opportunities for community and pensioner housing on Waiheke. The board has also approached Council’s Housing Development Office and Panuku Development Limited to discuss potential Council owned properties that may be suitable.
5. The Housing Development Office has indicated their support for this initiative as the provision of affordable housing is part of its mandate (ref: Housing Action Plan (2012) – Priority Area 1: Driving Housing Opportunities on Council-owned land).
6. Officers have advised development of a business case is the first step to identify appropriate partners and a workable financial model including options for ownership and management.
7. The focus of the business case will be to inform a sustainable social housing development on Waiheke Island providing secure, long term, affordable housing for a range of social housing tenants with a focus on housing for older persons.
8. Experienced local community housing facilitators have formed a steering committee and have offered to take a leadership role. The committee have approached the board requesting resource of $20,000 to appoint a dedicated project manager to focus on delivering a high-level business case and follow up actions by March 2016.
9. The board has indicated their support to grant funds to the Waiheke Social Housing steering committee to progress this initiative.
10. This report seeks confirmation of approval to grant $20,000 from the board’s Locally Driven Initiatives (LDI) budget to the Waiheke Social Housing steering committee for the development of a business case to explore the viability of Council land for the provision of community and pensioner housing on Waiheke.
11. It is recommended the board delegates local board members to approve the scope and deliverables for the project and to appoint board spokespersons on the committee.
That the Waiheke Local Board: a) Approves a grant of $20,000 LDI budget to the Waiheke Social Housing steering committee (with WICOSS as the umbrella group) to prepare a business case exploring the viability of Council land for the provision of community and pensioner housing on Waiheke. b) Delegates final approval of the scope and deliverables for the project to board members XX and XX. c) Appoints board members XX and XX to act as local board spokespersons on the Waiheke Social Housing steering committee.

12. The 2014 Waiheke Local Board Plan includes a priority development of community and pensioner housing on Waiheke was confirmed as a priority area in. Each subsequent Local board agreement has included an advocacy area around the provision of community housing.
13. The 2014/2015 Local board agreement allocates $20,000 from the Locally Driven Initiatives budget towards progressing Community Housing initiatives in line with the Empowered communities approach.
14. The board have facilitated meetings over the 12 months with social service organisations and the Council to progress this initiative and have indicated support for the recommendations within this report.
Māori impact statement
15. Mana whenua and other iwi/hapu groups with a particular interest in Waiheke were consulted during the development of the 2014 Waiheke Local Board Plan. Mana whenua and other iwi/hapu groups will be included in as stakeholders should the business case lead to a defined community and pensioning housing project.

Purpose
1. To formally request that Auckland Transport provides parking within the existing car parking area at Matiatia for pre-booked shuttle buses, and to clarify specific issues regarding the use of ‘the Key Hole’ by shuttle buses and taxis.
Executive Summary
2. Visitor numbers and demand for buses, shuttle/minibus transport and taxis at Matiatia has been increasing in recent years, giving rise to particular issues and safety concerns arising from congestion at the ‘Key Hole’ which is the main pick up and drop off area for transport operators.
3. The frequency and numbers of both ferries and buses will further increase this year, and an urgent meeting was convened by Pita Rikys and hosted by the Local Board on December 10 2015 to discuss ways of avoiding or mitigating concerns over safety, congestion and negative impacts on visitor enjoyment. This was attended by representatives of transport operators, Auckland Transport, New Zealand Police and the local board.
4. At the meeting it was agreed that the problems may be alleviated by providing dedicated space in the car parking area away from the Key Hole for shuttle bus operators who have pre-booked passengers (e.g. pre-booked tours and groups). This would transfer some of the demand for parking away from the key hole and avoid drivers having to risk prosecution by leaving their vehicles unattended whilst they meet their passengers coming off the ferry.
5. The proposal is shown in Attachment A and would result in the loss of up to approximately eight car parking spaces.
6. It was agreed that the measures should be introduced for a trial period between 20 December 2015 and 8 February 2016 to cover the peak summer period, after which the spaces would revert to car parking.
7. In the interests of good and orderly management in accordance with Land Transport Act the meeting also agreed that the taxi/shuttle rank as shown in the plan be managed so that all vehicles are moved to the front of the rank and that all drivers on the taxi/shuttle rank remain at or near their vehicles.
8. The trial is being introduced as a matter of urgency at the request of the Police and there has not been an opportunity to have public discussion on it. Auckland Transport will hold a public meeting, to be hosted by the local board, to review and evaluate its success.
That the Waiheke Local Board a) request Auckland Transport apply to the Traffic Control Committee for a temporary trial from 20 December 2015 and the 8 February 2016 of the following proposal; i) the attached plan for Matiatia bus, shuttle and taxi parking areas prepared by Wayne Stephenson Waiheke Police (Attachment A) , be adopted; ii) the area in the carpark indicated on the attached plan (Attachment A) by a coloured in purple square be converted to an area for pre booked shuttle parking; b) and that i) the taxi/shuttle rank as in the plan be managed so that all vehicles are moved to the front of the rank ii) all drivers on the taxi/shuttle rank remain at or near by their vehicles or face an infringement/parking notice

Local Board views and implications
9. The proposal is consistent with the local board’s continuing efforts to reduce congestion and improve visitor experiences at Matiatia and its encouragement of sustainable and public transport as expressed in the Local Board Plan.
Māori impact statement
10. Due to the time frames involved and operational nature of the measures proposed, mana whenua and other iwi/hapu groups with a particular interest in Matiatia have not been consulted on this proposal. They will be invited to attend the open meeting in January to review the results.
