Auckland Transport update report December 2015 – Whau Local Board

Purpose
1. The purpose of the report is to respond to Whau Local Board requests on transport related matters and to provide information about Auckland Transport’s activities in the board area.
That the Whau Local Board: a) Receives the Auckland Transport Update Report December 2015 report.

Comments
2. The Whau Local Board Plan 2014-2017 has two Local Board Plan outcomes that strongly relate to transport infrastructure provision, and the enhancement of public and private space alongside transport corridors. These outcomes are:
· In the Whau, its 20 minutes by walking, cycling and public transport, to everything we need.
· Outstanding development in New Lynn, Avondale and, along our main roads.
3. The Whau Local Board is endeavouring to realise these outcomes through both advocacy and through use of its Local Board Transport Capital Fund.
LOCAL BOARD TRANSPORT FUND APPLICATION UPDATE REPORT
NEW LYNN TO WATERVIEW SHARED PATH PROJECT (WESTERN LINE CYCLEWAY)
4. The draft redesign has been received and is being reviewed internally. The proposed Shared Path design was reviewed and redesigned to minimise property acquisition. A safety audit is being undertaken before closing out the Scheme Assessment Report. Auckland Transport (AT) is planning to consult with the public in February 2016 on the Shared Path, including the Whau Shared Path Bridge.
WHAU BRIDGE
5. Detailed design for the Whau Bridge continues. The Resource Consent for the bridge to be included in the scope. Consultants will further develop the construction methodology to minimise the impacts on private land and to enable early engagement with land owners.
WHAU LOCAL BOARD NEIGHBOURHOOD GREENWAYS – MCWHIRTER PLACE TO BUSBY STREET FOOTBRIDGE
6. Auckland Transport have completed a funding agreement with AC Parks who will lead the investigation and design process for the installation of the footbridge from McWhirter Place to Busby Street.
7. Auckland Council Parks are currently preparing documentation to engage specialists for the geotechnical and surveying aspects of the investigation and the development of a programme for the project.
RESPONSES AND PROGRESS REPORTS
MCCRAE WAY AND MCCORQUINDALE LANE
8. The resolution for the McCrae Way and McCorquindale Lane shared zone was approved by Auckland Transport. AT are currently in the process of getting the existing signs changed to reflect the loading zone restriction time period (as it was changed from 6am- 6pm to 6am-11am).
9. AT is expecting this to be done within the next two weeks. Following this, the parking restrictions in this location can be enforced.
PEDESTRIAN CROSSING VERONICA STREET
10. Request from the Local Board for Auckland Transport to investigate a pedestrian Crossing on Veronica Street.
11. Auckland Transport have investigated this request from Xpress Stationery in New Lynn, for a pedestrian crossing on Veronica Street.
12. The area around Veronica Street is planned to be developed in the future, as part of the Lynn Mall re-development project. Therefore, this request for a pedestrian crossing would be considered as part of this project. Therefore no further action will be taken on this request, at this time.
BOLLARD ROAD, NEW WINDSOR ROAD INTERSECTION SAFETY ISSUES
13. An Auckland Transport engineer has visited the site and undertaken an initial review of safety issues raised. Further detailed investigation and pedestrian count now needs to be undertaken to ensure a comprehensive review of this issue. This investigation has been prioritised and programmed for review, following which AT will be able to provide the Board with the outcome and, recommendations from AT’s assessment.
14. The Local Board is scheduled to receive an update from AT by early February 2016.
FOOTPATH ISSUE FOR MOTOR SCOOTERS - DONOVAN STREET
15. Auckland Transport receives requests for footpath and pram crossing improvement work regularly. These requests are investigated in a structured way to ensure that all these types of matters are assessed in a consistent manner. This makes it possible for AT to determine the roads with the greatest safety and operational problems and which therefore need to receive a higher priority, given that there are limited funds for these types of projects.
16. Following AT’s site meeting with board representatives, a number of pram crossings along Donovan Street, Exminister Street and New Windsor Road were identified as requiring improvement. The main issue at these locations was identified to be the gradient of the pram crossings. While at some locations they can be improved with minor changes to the pram crossing, at other locations extensive improvement work may be required to achieve the desired pram crossing gradient. Therefore, due to the multiple sites and the cost involved, this improvement work will be carried out in a staged process based on the funding availability.
17. AT have secured funding for the improvement work required for the pram crossings on Donovan Street and New Windsor Road, Blockhouse Bay. This work is expected to be completed before the end of this financial year (June 2016). The remaining pram crossings on New Windsor Road and Exminister Street will be upgraded in due course.
SAFETY ISSUES BEHIND THE BUS SHELTER IN GREAT NORTH, OPPOSITE THE AVONDALE PRIMARY SCHOOL
18. Streetworx on behalf of Auckland Transport has installed warratah posts and fitted a fence to the posts to make this area safe.
TRAFFIC LIGHTS ON ST JUDE STREET
19. There is been a delay in the investigation of this request. Once AT have finished the investigation the outcome will be provided to the Local Board.
551 ROSEBANK ROAD - BUS SHELTER HIDING BUSINESS LOCATION
20. Auckland Transport has investigated this issue and have found that there is only a bus stop sign on the corner of 551 Rosebank Road and not a bus shelter. The visibility of the business sign/location is not affected and has clear visibility from the road. No more action is required.
TRANSPORT BLOG ON NEW LYNN LIGHTS IN TOWN CENTER
21. Auckland Transport has been delayed in this response. The issues are being looked into and a response will be sent to the Local Board and the resident by the end of December 2015.
ROAD BERM GARDEN MAINTENANCE
22. A request has been made via the local board to Auckland Transport to weed a berm garden outside a property on Wolverton Road.
23. This issue is being investigated and once completed AT will report the findings back to the Local Board.
DONOVAN STREET, BLOCKHOUSE BAY - FOOTPATH MAINTENANCE
24. Auckland Transport has carried out all the footpath maintenance works in relation to the resealing of the roads in the Blockhouse Bay area. In regards to the issues around improvements to the pram crossings, this did not include the upgrading of the pram crossings.
25. Also to note that there are currently no footpath maintenance works in the Blockhouse Bay area and the current programme for footpath renewals in Blockhouse Bay is currently set for 2016/2017.
26. Auckland Transport has also reviewing the sites of concern in regards to pedestrian safety and whether any safety improvements need to be carried out.
MATATA STREET AND TAYLOR STREET, BLOCKHOUSE BAY - PROPOSED NO STOPPING AT ALL TIMES (NSAAT) RESTRICTION
27. Auckland Transport, in response to the concerns that have been raised by a local resident regarding visibility and safety issues experienced by drivers when entering and exiting Matata Street, at the intersection with Taylor Street.
28. At present, vehicle parking is allowed on both sides of Taylor Street and Matata Street, in the vicinity of this intersection, with the exception of the south-east corner. This south-east corner is currently marked with Broken Yellow Lines (BYLs). Site visits have confirmed that the safety issues currently experienced at the intersection are mainly caused by parked vehicles on north-eastern corner of the intersection. Therefore, to help improve visibility and safety issues at this location, AT are proposing to install NSAAT ‘Broken Yellow Lines’ at the location indicated on the attached aerial photograph. 29. The local board were supportive in principal of what was being proposed.
