Resolution number WH/2015/189 MOVED by Chairperson CM Farmer, seconded by Member D Macdonald: That the Whau Local Board: a) Agrees to consider draft local government election year policy for elected members as an extraordinary item at item 28.1 of this agenda. (i) The reason the matter was not on the agenda is that the Whau local board meeting time is earlier than usual and that the time of compiling the agenda was in development. (ii) The reason for urgency being is to enable the board input into the election year policy development which is required to be adopted in February by governing body prior to the election period.

Resolution number WH/2015/192 MOVED by Chairperson CM Farmer, seconded by Member A Chand: That the Whau Local Board: a) Allocates $10,000.00 operational funding from the Community Response Fund 2015/2016 financial year to a new budget line Additional Weed Management Programmes in Local and Sports Parks. b) Notes that the finalisation of additional sites, including the eastern edge of Riversdale reserve site, receiving this service will be agreed in consultation with the local board Parks Portfolio Holders. c) Considers an ongoing allocation for additional weed management programmes in Local and Sports Parks in the development of the 2016/2017 and 2017/2018 annual plans. d) Requests to see a financial summary of the work undertaken in this budget allocation for this financial year.

Resolution number WH/2015/196 MOVED by Member D Battersby, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Requests that the Heritage Unit of Auckland Council explore options to secure the future of the Historic St Andrew’s Sunday School Hall at 40 Rankin Ave, New Lynn. b) Requests that the Heritage Unit of Auckland Council considers the option to purchase through the Built Heritage Acquisition Fund and progressing this to the governing body for their decision. c) Requests that these resolutions are forwarded to Heritage Manager, Noel Reardon as soon as practicable.

Resolution number WH/2015/198 MOVED by Member A Chand, seconded by Member R Manukia-Schaumkel: That the Whau Local Board: a) Confirms the review of its local dog access rules in 2015/16 (Option A1 of agenda report). b) Confirms the inclusion of the following additional matters within the scope of the review: i. confirms a targeted review of park rules (Option B2 of agenda report). ii. confirms a high level review to identify practical “under control off-leash” parks (Option B3 of agenda report).

Resolution number WH/2015/199 MOVED by Member A Chand, seconded by Deputy Chairperson S Zhu: The Whau Local Board a) Notes the October 2015 Regional Strategy and Policy Committee report and attachments titled Regional Pest Management Plan Review – approval of discussion document. b) Notes that informal and formal local board engagement will be undertaken in early 2016 to inform the final draft Regional Pest Management Plan. c) Provides the following initial feedback: a. The Whau Local Board welcomes the development of the Regional Pest Management Plan as it has prioritised the removal of pests in its 3 year plan and its annual work programme particularly around the Whau River which includes the Traherne and Pollen island sanctuaries but also the Motu Manawa conservation area. b. The Board in its plan and programmes prioritises working with community organisations, businesses and residents so that “we are all protecting and restoring our natural environment” and supports a whole of community approach in the Plan. c. The Board is concerned that the road and rail corridors are significant avenues for weed and pest animal movement and supports the plan identifying a need for increased attention and investment by the appropriate agencies. d. The Whau Local Board believes that the focus of pest management activities across Auckland needs to respond to local ecological values, development issues and community opportunities and therefore supports the Regional Pest Management Plan including support for the development of local implementation plans.
