TERMS OF REFERENCE
The purposes of the Youth Advisory Panel will be as follows:
· Identify and communicate to the Council the interests and preferences of the youth of Auckland in relation to:
o the content of the strategies, policies, plans, and bylaws of the Council, especially the economic development strategy; and
o any matter that the Panel considers to be of particular interest or concern to the youth of Auckland.
· Advise the Mayor and the Council’s governing body and local boards, of the Council processes and mechanisms for engagement with the youth in Auckland; and
· Engage with Local Boards on youth issues.

1 Apologies
Apologies from Chairperson F Apulu, Deputy Chairperson A Johnston, Member L Ponifasio and Member M Liu have been received. The meeting will therefore need to elect a chairperson for this meeting, who will then assume the chair.
2 Declaration of Interest
Members are reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.
3 Confirmation of Minutes
That the Youth Advisory Panel: a) confirm the ordinary minutes of its meeting, held on Monday, 19 October 2015, as a true and correct record. |
4 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Relationship with the British High Commission

Purpose
1. To receive a presentation from the British Consulate-General Auckland on the opportunities for young leaders to engage in events and opportunities with national and international figures through the consulate.
Executive Summary
2. The British Consulate-General Auckland offers young New Zealanders a range of professional development, networking and skills development opportunities for young leaders. This presentation will outline some of these opportunities.
3. The purpose of the British Consulate-General Auckland is to build a stronger relationship between the United Kingdom and New Zealand. The consulate supports a wide range of political, commercial, security, defence, and economic matters of interest to both the United Kingdom and New Zealand, and provides support to the many Britons visiting and living in New Zealand.
That the Youth Advisory Panel: a) thank the British Consulate-General Auckland for its presentation. b) note the professional development, networking and skills development opportunities for young leaders offered through the British Consulate-General Auckland. c) notify local youth voice mechanisms of the opportunities, as appropriate.

Update- 2016 local government elections

Purpose
1. To receive an update on the planning for the 2016 local government elections in Auckland.
Executive Summary
2. The next local government elections will be conducted by postal vote concluding at 12 noon on Saturday 8 October 2016.
3. Auckland Council has begun planning for these elections and is seeking to update council’s advisory panels on progress. There are a number of workstreams underway focused on the different aspects of the elections programme. The update to the panel will focus on the communications and engagement work.

Presentation of OurAuckland digital, council's news and online website

Purpose
1. To receive the presentation on the recently launched OurAuckland digital news and events website.
Executive Summary
2. On 1 October 2015 Auckland Council’s Communication and Engagement team launched an Our Auckland news and events website that is mobile-friendly and integrated with the council’s social media channels.
3. This allows the council to extend readership of Auckland news and events among Aucklanders who like to access news on the move or follow us via social channels. It will also allow us to publish content in real time – rather than being constrained by the long lead in for the monthly OurAuckland print publication which is now an A4 document to improve accessibility.
4. In terms of content development for the new digital platform, more stories are needed to in the areas of diversity, youth, older Aucklanders and Maori.
5. Our Auckland’s content team, led by Angela Jones, are appealing for news stories from anywhere across the council group – good news that can be shared and showcased to external audiences. Angela will present on the OurAuckland website and outline how to go about shaping stories and getting them published on the work or achievements of the panels and showing how the council is supporting Aucklanders of all walks of life.
6. A presentation on the new OurAuckland digital news and events platform will be presented and feedback from the youth advisory panel sought.

Youth Advisory Panel Work Programme Update - December 2015

Purpose
1. To update the Youth Advisory Panel’s work programme.
Executive Summary
2. In its October meeting, the Youth Advisory Panel updated its final work programme for the remainder of the electoral term in 2016. The updated programme is based on the Auckland Plan and the ‘I am Auckland strategic action plan for children and young people’.
3. Six priorities in the work programme include engagement and inclusiveness, Hauora Tamaki Makaurau, engagement with Rangatahi Roopu, transport for youth, youth employment and environment in Auckland.
4. The Youth Advisory Panel also agreed to hold a community summit with a particular focus on youth participation in local government elections. The summit date is currently scheduled on 30 April 2016. The Panel has formed a sub-committee to further discuss and prepare for the community summit.
