TERMS OF REFERENCE

 

 

The Disability Advisory Panel (DAP) was established by the Mayor in June 2011.

 

Its purpose is to provide strategic advice on pan-disability issues to the Mayor, governing body, local boards, Council Controlled Organisations (CCOs) and Council on:

 

·         the interests and preferences of persons with disabilities in Auckland in relation to regional strategies, policies, plans, and bylaws of the Council;

·         any other matters that the Panel considers to be of particular interest or concern to persons with disabilities in Auckland; and

·         processes and mechanisms for engaging with persons with disabilities in Auckland.

 

The DAP has up to 11 members who are appointed on the basis of their individual expertise and experience in strategic thinking, governance and communication skills, knowledge of disability and accessibility issues and connections with disability organisations and networks across Auckland.

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

Item 5 - Auckland Transport Presentation: City Rail Link enabling works

Purpose

1.       To receive a presentation from Auckland Transport concerning the City Rail Link enabling works.

Executive Summary

2.       The City Rail Link is the top priority transport project for Auckland. A number of enabling works have started in the central Auckland area in preparation for the main works commencing in 2018.

3.       Shonagh Lindsay from Auckland Transport will outline to Panel members progress with the project and the time table for works with a particular focus on how the works will impact on public accessibility.

Item 6 - Auckland Transport Update

Purpose

1.       To note the update on Auckland Transport’s Public Transport Accessibility Group and Capital Project Accessibility Group meetings.  

Executive Summary

2.       Auckland Transport established a Public Transport Accessibility Group and Capital Project Accessibility Group.

3.       The Disability Advisory Panel requested an update on the group’s meeting. This report responds to that request.

That the Disability Advisory Panel:

a)      receive the update on the Auckland Transport’s Public Transport Accessibility Group and Capital Project Accessibility Group meetings.

 

 

Comments

Background

4.       The Auckland Plan articulates a vision for the world’s most liveable city, as a place where all people are included, able to move freely and can physically access its opportunities, regardless of age, ability or life stage.

5.       In December 2015, the Disability Operational Action Plan was adopted. The action plan identifies four themes that will help improve outcomes for all people with disabilities:

·    Creating accessible building, places and spaces

·    Knowledge, communication and engagement

·    Events and services

·    Our workplace.

6.       Auckland Transport is responsible for delivering on a number of actions within the plan.

7.       Below is an update of the discussions from the December 2015 meeting.

Public Transport Accessibility Group Update

New Auckland Transport disability advisor

8.       Auckland Transport confirmed a disability advisor position would be advertised in January 2016. 

Bus driver training DVD

9.       The bus training DVD “Thank you driver” was launched on 11 December 2015. Accompanying the DVD is eight hours of training materials. The group will review all material before the “train the trainers” day in early 2016.

10.     Auckland Transport will monitor and evaluate the training initiative.

 

Quality of taxi service

11.     Auckland Transport is making a submission to the Ministry of Transport on the small passenger service review paper. The paper is proposing major changes to how taxis will be regulated in the future. If the government proposes to relax the rules, Auckland Transport could insist on higher standards through its procurement contracts for services.

Total Mobility

12.     Auckland Transport’s Total Mobility contracts expire 30 June 2016. The Total Mobility scheme is a national scheme that assists people with impairments to access transport and increase their community participation. It is not clear how disabled persons will be engaged in the process when the new contracts are awarded.

Double decker bus demonstration

13.     On 27 February 2016, Ritchies Coachlines the blind, low vision and mobility impaired passengers have an opportunity to familiarise themselves with the double decker buses (location of tag posts, the bell to stop the bus, and stairs to the top deck).

14.     It was noted that the Auckland “Hop On Hop Off” Explorer double decker bus is not accessible to passengers. This is a privately run service, not funded by Auckland Transport, however Auckland Transport will follow up with the provider.

Papakura railway station lift

15.     The railway station lift will be out of action until February 2016. This affects anyone who is unable to climb the stairs on and off the platforms.

Taxis – Mt Smart Stadium

16.     Following the recent AC DC concert, concerns were raised by the disabled taxi customers about the location of the drop off and pick up point at entrance to Mount Smart stadium. Auckland Transport confirmed when taxis are transporting disabled passengers; they do have the necessary provisions to allow accessibility to the entrance gates.

17.     The discussion included a wide range of communication channels to reach the disability community, especially those who have bought tickets for an event at Mount Smart.

Other issues

18.     HOP card users are finding that if they do not tag off on three occasions, Auckland Transport may cancel the user's card. This is of particular concern to the hearing impaired. This has now been raised with the Auckland HOP card team.

19.     An invitation was being sent out to Auckland Transport’s walking and cycling and road safety teams to attend the February 2016 meeting.

Capital Project Accessibility Group Update

Onehunga Mall

20.     Both the Blind Foundation and Auckland Blind Citizens have raised issues about inadequate tactile ground surface indicators around Onehunga. Auckland Transport agreed to handle these complaints through their generic complaints handling process.

Item 7 - Disability Portfolio update

Purpose

1.       To note the update on the key cross council initiatives to improve access and inclusion.  

Executive Summary

2.       In February 2016, staff updated the Community Development and Safety Committee on key activities undertaken in the areas of disability, access, universal design and inclusion.

3.       Between December 2015 and February 2016, council’s activities around access and inclusion included:

·   promotion of International Day of Disabled Persons 2015

·   ensuring considerable community engagement in developing the Arts and Culture Strategic Action Plan

·   participation in Auckland University of Technology research on disabled persons

·   disabled Women’s Forum annual planning: delivering a session on community funding and capacity building opportunities

·   providing advice to support council’s internship scheme for disabled job seekers.

 

Recommendation/s

That the Disability Advisory Panel:

a)      receive the update on key access and inclusion initiatives across council.

 

 

Comments

Background

5.       Supporting and improving access and inclusion is the core purpose of the Disability Advisory Panel (DAP). The five priorities for DAP’s work programmes for 2014-2016 are

·        employment

·        transport

·        accessibility

·        housing and

·        communication.

6.       To support the disability/accessibility space, the Community Empowerment Unit provides advisory support to DAP and the disability community.

 

 

Disability Operational Action Plan

7.       In December 2015, council completed the Disability Operational Action Plan (DOAP) which was developed in response to the DAP’s submission to council calling for a disability strategy.

8.       The DOAP details how the wider council family will focus resources on activities that make a positive difference to people with disabilities. The plan identifies a range of practical and achievable actions that build on commitments made in existing strategy and policy documents.

9.       Areas of focus to July 2016 include monitoring implementation of the four key themes within the DOAP to influence departmental planning across council. Those themes are:

·        Creating accessible buildings, places and spaces.

·        Knowledge, communications and engagement

·        Events and services.

·        Our workplace.

Specific council access and inclusion activities (December 2015-February 2016):

Promotion of International Day of Disabled Persons 2015

10.     Staff linked relevant e-articles of achievements by disabled persons to council’s internal website.

Arts and Culture Strategic Action Plan

11.     Council linked with the disability community, assisted by Arts Access Aotearoa, to ensure considerable community engagement in the development of the Arts and Culture Strategic Action Plan - helping promote opportunities for access and inclusion.

AUT research participation

12.     Staff participated in Auckland University of Technology research about the use of adaptive technology in the workforce by disabled persons, and promoted the results within council.

Accessible events

13.     Staff advised Council’s Events unit on how to plan more accessible events; such as the upcoming Meyers Park event on 28 February and also debriefing the 2015 Parnell Festival of Roses.

Promoting opportunities for funding and capacity building

14.     Staff assisted in facilitating a session during the Disabled Women’s Forum annual planning, to improve knowledge of available community funding and capacity building opportunities within mainstream women’s organisations in the Auckland region.

Community review of Waitemata Local Board Accessibility Plan

15.     Staff collaborated with community stakeholders, Be.Accessible and local board members to review the 2012-2015 Waitemata Local Board Accessibility Plan.

16.     Staff also provided advice to support council’s internship scheme for disabled job seekers.

Report to Community Development and Safety Committee

17.     In February 2016, staff presented a report to council’s Community Development and Safety Committee, providing an update on key activity undertaken in the areas of disability, access, universal design and inclusion, and signalled initiatives planned for the remainder of the 2015/16 year.

Item 8 - Panuku Development Auckland Update

Purpose

1.       To provide the Disability Advisory Panel with an update from Panuku Development Auckland, as requested by the Panel.

Executive Summary

2.       A number of Panuku Development Auckland (Panuku) staff attended the joint housing workshop on 16 October 2015 initiated by the Seniors’ and Disability Advisory Panels. The purpose of the workshop was to have an early discussion of the Panuku objectives in relation to ‘adaptable and resilient places that inspire well-being, promote health and safety and are fully accessible to disabled people and older adults....’

3.       It is noted that only a small proportion of housing (est 1%) in Auckland is considered to be “accessible”. The panel members were very clear about their aspiration to maximise accessibility standards for all new housing and that Panuku take a lead in this. The Panel members acknowledged that Panuku would need to undertake analysis and form a policy approach in terms of where, when and how this strategic objective would be advanced. The Panels’ also sought an update in Quarter 1, 2016.

4.       Since the workshop, Panuku has agreed the following specific actions in the Disability Action Plan and this work is underway:

5.       Staff training on universal design was delivered by the Auckland Design Office in late December and a significant volume of information was provided.

6.       Panuku is developing a Corporate Responsibility Framework which will articulate the organisation’s commitments across a range of strategic outcomes, including accessible design.

7.       A business planning process has just been initiated for the Housing for Older Persons Portfolio and the design outcomes is an element of this.

8.       Panuku will provide a further update to the Panel when the specific commitments and  approach have been agreed.

 

 

 

Recommendation/s

That the Disability Advisory Panel:

a)      note that Panuku Development Auckland is implementing the relevant actions in the Disability Action Plan and will provide a further update when the Corporate Responsibility Framework has been adopted, later in the year.

2.       A summary of progress with the work programme up to 1 February 2016 is contained in Attachment A.

3.       The significant actions to be completed since the last Panel meeting include:

·    Providing final comments on the Final Disability Operational Action Plan

·  Establishing ongoing links with Panuku Development Auckland, the Arts, Community and Events disability portfolio holder and the Principal Specialist - Universal Access and Design.

4.       Panel members are invited to reflect on the progress being made with the work plan and make suggestions for any further issues they may wish to focus on during the remainder of the Panel’s term in 2016.

5.       The Terms of Reference for advisory panels states ‘the form and functioning of the Panel may be reviewed prior to or after, the end of the Panel term in September 2016.’ The Principal Advisor Panels will discuss with the Disability Advisory Panel on how to approach a review process.
