Infrastructure and Environmental Services Update Report

Purpose

1.       To inform the Great Barrier Environment Committee (the Committee) about the activities of the Infrastructure and Environmental Services (I&ES) department from October to the end of December 2015.

Executive Summary

2.       This report is a regular update to inform and update the Committee on the Great Barrier environment work programme. As the work programme has only recently been agreed, this quarterly report is limited in its discussion of the work programme.

3.       The report also informs the Committee on regional programmes that impact on the local board area.

 

Recommendations

That the Great Barrier Environment Committee:

a)      Note the information in the Infrastructure and Environmental Services update report.

Discussion

4.       The Committee agreed its environment work programme at its June and August 2015 meetings. The work programme is supported by budgets for pest coordinator, biosecurity initiatives, environmental enhancement, pest management, and water quality monitoring.

5.       The work programme  is made up of the following projects;

·     Management of leptinella population at Awana;

·     Water quality monitoring at Tryphena;

·     Community Pest Coordinator;

·     Online Sustainability Hub;

·     Support for fish passage enhancement;

·     Weed survey;

·     Weed management and rodent monitoring at Kaitoke;

·     Rabbit control; and

·     Plague Skink and Argentine Ant monitoring.

6.       An update on the local environment work programme is appended as Attachment A, with highlights noted in Table 1 below.

Good Nature Trap Project

·   The procurement process for the development of the traps is currently underway.

Tryphena Water Quality Monitoring

·    No monitoring was undertaken in October 2015 due to delays in finalising procurement documentation for the local person contracted to undertake this work.

·    An acknowledgement of the month of missed data will be made in the final report following 12 months of monitoring.

Fish Passage

·    A project plan for validation monitoring of remediated culverts is appended as Attachment B.

7.       The October and November biosecurity updates are appended as Attachments D and E.

8.       Local environmental initiatives are also supported through regional funding. An update on regionally funded projects is noted in table 2 below. 

The Environment Is At Its Best Here

Thriving Ecosystems

·      The Great Barrier Island Environmental Trust received funding of $10,000 from the Regional Environment and Natural Heritage Fund (RENH) to support a rodent pest control project at Hirakimata.

·      Other Hauraki Gulf-based organisations to receive funding from the RENH are noted in the table below

Healthy Waterways

·      A report responding to the board’s request for monitoring of the Kaitoke Stream for heavy metals, and suggesting the importance of getting better information on groundwater flows, was presented to the board’s December 2015 business meeting. The board resolved to further consider the issues of groundwater flows, and heavy metal testing of the stream, as part of its 2016/2017 local environment work programme.

Zero Waste

·      The board agreed at its December 2015 meeting to support a one year resource recovery trial on Great Barrier. It is anticipated that an expressions of interest process to determine a supplier will commence in February 2016.

·      A workshop was held with the board and key staff from Waste Solutions in November 2015 to discuss the development of the Hauraki Gulf Waste Plan. Further engagement, including with the community, will be undertaken during 2016.

·      The AoteaOra Trust received funding from the 2015 Waste Minimisation and Innovation Fund to support a trial of composting waste paper and cardboard.

Local Board Views

9.       This report and attachments specifically detail the activities delivered by the three units of I&ES (Stormwater, Solid Waste and Environmental Services) within the local board area which support and contribute to the Great Barrier Local Board outcome – The environment is at its best here.

10.     The Committee has full delegation to consider matters relating to biodiversity and biosecurity, water quality, and waste management. Therefore, it is the appropriate forum for reporting of activities delivered by the I&ES department.

Maori Impact Statement

11.     While this report is for information only and does not require any decision making, it is recognised that environmental management, water quality and land management has integral links with the mauri of the environments and concepts of kaitiakitanga.

General

Implementation Issues

12.     There are no implementation issues arising from this report. Although the water quality monitoring programme funded by the board is not being delivered by the I&ES department, it has been included in this report to provide a comprehensive update on the board’s entire environment work programme.

Great Barrier Local Board submission to the Marine Protected Areas Act consultation document

Purpose

1.       To approve the Great Barrier Local Board’s submission on the Government’s Marine Protected Areas Act consultation document.

Executive Summary

 

Background

2.       On 12 January the Government released a consultation document on the proposed new Marine Protected Areas Act, seeking submissions on it by 11 March 2016. Auckland Council will provide a submission and the Great Barrier Local Board will prepare its own submission for attachment to the main council submission.

3.       The new Marine Protected Areas (MPA) framework aims to address a range of issues that have emerged in the 45 years since the ground-breaking Marine Reserves Act 1971 was enacted. The current Act enables establishment of ‘marine reserves’ for purposes of scientific study. In comparison, the proposed revision would broaden the scope to enable preservation and protection of marine biodiversity and aims to balance marine protection and maximising commercial, recreational and cultural opportunities. It would only apply across the Territorial Sea (Land out to 12 nautical miles offshore).

4.       The new approach proposes four MPA categories: ‘marine reserves’, ‘species-specific sanctuaries’, ‘seabed reserves’, and ‘recreational fishing parks’. The main purpose of the first three types of MPA is to protect and preserve biodiversity, species and seabed habitats, while recreational fishing parks aim to enhance the enjoyment and value of recreational fishing.

5.       Future MPAs would be established through a collaborative, and/or board of inquiry, process with final Ministerial approval. However, the proposed new act also includes the establishment of two recreational fishing parks, one in the near-shore waters of the Hauraki Gulf.

 

Areas of interest

6.       To assist local boards in preparing submissions, Auckland Council officers have highlighted the following areas of the consultation document that may be of particular interest to local boards:

a) Considering the need for a new approach (section 2, pages10 - 14)

b) The proposed extended scope (section 3, page 15), including six identified objectives (3.1, pages 15 - 16) and limiting application to the territorial sea (3.2, page 16)

c) The four proposed marine protection categories, and their inclusion of recreational fishing parks (section 3.2, pages 16 - 18)

d) The mechanisms proposed to establish new MPAs (section 4 and pages 22 – 23)

e) The proposed Hauraki Gulf recreational fishing park (section 5, pages 27-29)

f) Implementing and managing MPAs (section 6, pages 35 - 38), including community involvement (page 37).

 

Auckland Council Submission

7.       Auckland Council will provide a submission on the consultation document and all local boards have been invited to provide submissions for attachment to the main Auckland Council submission.

8.       Auckland Council is already on record through the Auckland Plan as supporting the development of future marine protected areas. All twenty-one local board plans include an environmental protection and conservation outcome and a majority consider waterway and harbour enhancement as a top priority.

 

Local Board Views

9.       Staff are seeking local board input into the development of an agenda report and a draft council submission on the new MPA legislation which will be reported to the Regional Strategy and Policy (RSP) Committee at its 3 March 2016.

10.    The Great Barrier Local Board provided initial feedback supporting the proposal per se but raising a range of issues and questions about its applicability and value. This feedback is included at Attachment B.

11.    The board will also be providing a submission which will outline it views based on the above initial feedback and also reference this and its predecessor board’s work on marine protection, which is considerable. The submission will be tabled at its 24 February Environment Committee for approval. Due to the short time frame for submissions and the even tighter deadline to feed into the Auckland Council committee process, it has not been possible to complete the board’s submission by agenda close.

           

 

Recommendation/s

Kaitoke Beach Dune Stabilisation Project

Purpose

1.       To decide whether it wishes to allocate funding towards the purchase, delivery and planting of 850 Great Barrier sourced Pingao & Golden Sand Tussock plants for the Kaitoke Beach Dune Stabilisation project.

Executive Summary

2.       The Kaitoke Beach Dune Stabilisation and Monitoring Project Final report July 2015 was received by the Great Barrier Environment Committee on 28 October 2015. The Committee felt it was important that the ability to reactivate or continue with planting was retained in the event future dune stabilisation was compromised. 

3.       A further report was received by the Great Barrier Local Board on 11 November 2015 where the board allocated $1000 from its 2015/16 LDI opex budget to fund seed collection in December 2015. This seed collection has taken place and planting will take place next year.

4.       The board also agreed in principle to continue some or all aspects of the Kaitoke Beach Dune Stabilisation and Monitoring Project subject to further advice on details being provided and to set aside funding for this as part of the 2016/17 annual plan process.

5.       Patrick Thorp has been progressing this project and has 850 Great Barrier Island sourced plants from Native Plant Nursery in Whakatane available for planting in June 2016 at Kaitoke Beach. There are roughly 800 Pingao plants and 50 Golden Sand Tussock plants which were remaining from the last seed collection.

6.       The cost for delivery & planting would be $3,859+GST

7.       850 plants is around 50% of the usual amount planted on Kaitoke Dune Planting day. The committee may wish to consider making a few changes to the itinerary for this year’s schools planting day by reducing the number of adults attending (ie, not including DOC), or adding rubbish collecting.

 

Recommendation/s

That the Great Barrier Environment Committee:

a)      Allocate $3,859 from its 2015/16 LDI community response opex budget to fund the purchase, delivery and planting of 850 Great Barrier sourced Pingao & Golden Sand Tussock plants for the Kaitoke Beach Dune Stabilisation project in June 2016.

Purpose

1.       To present Aotea Great Barrier Ecology Conversation Phase 2 project updates to the Great Barrier Environment Committee.

Executive Summary

2.       At its 28 October 2015 meeting the Great Barrier Environment Committee received the Aotea Great Barrier Ecology Conversation Phase 2 plan and work programme (attachments A and B).

 

3.       Marie McEntee & Shirley Johnson held a workshop with the board on 10 December 2015 to further discuss the work programme details.

4.       The work programme is costed at $55,000 which exceeds the $47,000 project budget which was confirmed at the 26 August 2015 committee meeting. It is recommended that this shortfall be funded from unallocated budget in the Community Response Fund. 

5.       It is proposed that in future an Ecology Conversations project update report will be included on the Great Barrier Environment Committee meeting agenda, separate to the Infrastructure and Environment Services update reports as the project is run independently.

 

Recommendation/s

That the Great Barrier Environment Committee:

a)      Note the Aotea Great Barrier Ecology Conversation Phase 2 project update.

b)      Agree to move $8,000 from the Community Response Fund budget line to the Ecology Conversations budget line.

Off the Grid website development - progress update

Purpose

1.       To update the Great Barrier Environment Committee on the AoteaOra Off the Grid event and website development.

Executive Summary

2.       Off the Grid is a board funded event that is managed by AoteaOra Trust. It is a weekend-long festival showcasing how Great Barrier homes and businesses function and thrive off-grid. The festival provides an opportunity to learn about emerging alternative energy trends and to promote the island.

3.       The inaugural event was held on 8-10 May 2015. Due to its success, the Committee has again funded AoteaOra Trust to run a follow-up 2016 event planned for 11 May (event in Auckland) and 12-14 May (on island event).The committee allocated $18,150 to the event at its 26 August 2015 meeting.

4.       The contract for the 2016 event states that AoteaOra Trust will develop an Off the Grid website and write a series of Off the Grid articles for the local newspaper. The website is broader than just the festival and will be used to promote clean energy on Great Barrier all year round. This fits well with recommendations made in the Board’s Sustainability Stocktake Report, to develop and provide “quality information to promote and support off-grid solutions”.

Purpose

1.       To provide a place where Great Barrier community groups and agencies with an interest or role in the environment, or the work of the Great Barrier Environment Committee, can have items considered as part of the committee’s agenda.

Executive Summary

2.       At its 27 February 2014 meeting, the Great Barrier Environment Committee “agreed to create a community reports item on its meeting agenda to enable community groups and agencies with an interest in the environment on Great Barrier to have material formally considered by the committee noting that this approach may be discontinued at any time if the committee finds it necessary”.

3.       Although the preference is that reports be submitted in time for inclusion on the agenda, the option of material being pre-circulated to the committee and other interest groups is available at the chair’s discretion.

4.       The recommendation against reports included on the agenda will be that the report be noted. It is up to the committee whether it wishes to pass any additional resolutions to action these requests if appropriate once it has considered the material provided.

5.       The items received and approved for inclusion on this agenda are attached to this report as outlined below.
