TERMS OF REFERENCE

 

 

Purpose

 

·         Provide advice to the council in relation to:

-     the direction and content of strategies, policies and initiatives

-     any matter that the panel considers to be of particular interest or concern to the historic heritage of Auckland

·         To deliver advice for improving the promotion and management of historic heritage of the Auckland region

·         Advise Auckland Council on council processes and mechanisms for engagement with the historic heritage community, including owners of heritage buildings in Auckland.

·         To recommend historic heritage expert membership and provide advice to the Auckland Urban Design Panel.

 

 

Scope

 

To provide a forum for the consideration of issues affecting historic heritage of the Auckland region and provide advice to the council.

 

 

Priorities

 

The priorities for the panel include:

 

·         Historic Heritage Plan

·         Issues relating to the Unitary Plan

·         Council processes

·         Input into the Auckland Urban Design Panel.

 

 

Membership

 

The panel’s spokesperson is its chairperson.

That the Heritage Advisory Panel:

a)         confirm the ordinary minutes of its meeting, held on Tuesday, 1 December 2015, including the confidential section, as a true and correct record.

 

 

4          Extraordinary Business

 

Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“An item that is not on the agenda for a meeting may be dealt with at that meeting if-

 

(a)        The local authority by resolution so decides; and

 

(b)        The presiding member explains at the meeting, at a time when it is open to the public,-

 

(i)         The reason why the item is not on the agenda; and

 

(ii)        The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

 

Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:

 

“Where an item is not on the agenda for a meeting,-

 

(a)        That item may be discussed at that meeting if-

 

(i)         That item is a minor matter relating to the general business of the local authority; and

 

(ii)        the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

 

(b)        no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

2.       Brent Morrissey, from the Restore Christchurch Cathedral group, to present to the Heritage Advisory Panel on the campaign to save Christchurch Cathedral from demolition.

Update on Pre-1944 process and methodology

Purpose

1.       To provide the Heritage Advisory Panel (The Panel) the opportunity to advise on the next steps in regards to the Proposed Auckland Unitary Plan (PAUP) pre-1944 work program.

Executive Summary

At its meeting on 1 December 2015, the Heritage Advisory Panel resolved:

MOVED by Member S Reynolds, seconded by Member L Wilson:

That the Heritage Advisory Panel:

a)         receive the report

b)         agree to consider and offer advice on approaches to facilitating protection of the buildings in the pre-1944 layer.

Officers are currently working out the process and methodology to convert the pre-1944 layer currently in the PAUP into a proposed plan change. There are two areas of work:

1.         Those areas that Council in evidence and as determined by the survey meet the criteria for retention in the pre-1944 layer as potential historic character areas.

2.         Those individual sites that while not meeting the criteria as an area are specific sites worthy of evaluation to determine whether they meet the criteria for scheduling.

A number of factors require consideration:

·                Any work identified above is dependent on the Independent Hearings Panel’s recommendation and Council’s subsequent response. If the panel do not retain the pre-1944 layer for the 3 years sought by Council then the matter will need to be reassessed.

·                Some prioritisation of areas and places will be necessary.

·                The workload of the Heritage Unit and availability of consultants.

Officers will be presenting on a draft process and methodology for the panels input.

Maori Heritage Programme Update

Purpose

1.       To update the Panel on the Maori heritage programme and seek its advice on survey process.

Executive Summary

2.       Council have approved a programme of work aimed at identifying surveying assessing and then appropriately managing sites of value and sites of significance to Iwi. The program has a goal of investigating approximately 100 sites a year. Several hui have been held with Iwi who are on board with the project.

3.       This work has been on the back burner while Council and Iwi have addressed the issues arising out of the identification of the 3600 sites of value in the PAUP.

4.       Now that these hearings have finished staff in partnership with Iwi have identified a number of sites (approx. 90) that we intend to progress.

5.       As this work will involve in some cases investigation of sites on private land the process that is to be followed includes seeking advice from this panel, the Rural Advisory panel, the relevant local boards and then reporting this to Council for approval. This will then be followed by letters to affected landowners.

6.       Officers will present further detail at the hearing.

Regional Facilities Auckland Correspondence

Purpose

1.       To inform the Heritage Advisory Panel of correspondence exchanged with Regional Facilities Auckland.

Executive Summary

2.       The Heritage Panel meeting on 1 December 2015, following the presentation from the Howick Historical Village Trust, moved to recommend to appropriate authorities that representatives from Auckland’s smaller museums and heritage institutions be included in the current dialogue being carried out by the regional museums and Council.

3.       Following on this motion the Chair wrote on behalf of the Heritage Advisory Panel to Maree Laurent, Director Cultural Partnerships at Regional Facilities. The letter is attached as attachment A.

4.       Maree Laurent responded to the Chair’s letter on behalf of the Heritage Advisory Panel. The correspondence is attached as attachment B.
