Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Kaipātiki Local Board Community Forum. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.
Purpose 1. The purpose of this deputation is to address the Kaipātiki Local Board regarding the Raeburn House. Executive Summary 2. Carol Ryan of Raeburn House will be in attendance to address the Kaipātiki Local Board to provide an update from Raeburn House regarding community development.

Recommendation/s That the Kaipātiki Local Board: a) receive the deputation from Carol Ryan of Raeburn House. b) thank Carol Ryan of Raeburn House for their attendance and presentation.

Purpose 1. The purpose of this deputation is to address the Kaipātiki Local Board regarding Harbour Sport. Executive Summary 2. Toni-Maree Carnie, Chief Executive, and Justine Martin, Regional Board Manager (Kaipātiki) of Harbour Sport will be in attendance to provide an update to the Kaipātiki Local Board on Harbour Sport’s initiatives and work in the Kaipātiki region between July 2015 and February 2016

Recommendation/s That the Kaipātiki Local Board: a) receive the deputation from Toni-Maree Carnie and Justine Martin of Harbour Sport. b) thank Toni-Maree Carnie, Justine Martin and Harbour Sport for their attendance and presentation.

Purpose 1. The purpose of this deputation is to address the Kaipātiki Local Board regarding the Kaipātiki Project. Executive Summary 2. Janet Cole, Manager and Nick Jones, Chair of the Kaipātiki Project will be in attendance to provide an update to the Kaipātiki Local Board on the activities of the Kaipātiki Project over the last six months and to discuss what is envisioned for the next six months.

Recommendation/s That the Kaipātiki Local Board: a) receive the deputation from Janet Cole and Nick Jones of the Kaipātiki Project. b) thank Janet Cole, Nick Jones and the Kaipātiki Project for their attendance and presentation.

Purpose 1. The purpose of this deputation is to address the Kaipātiki Local Board regarding Plunket Kaipātiki. Executive Summary 2. Raelene Fraser, Community Support Co-ordinator for Plunket Kaipātiki will be in attendance to update the Kaipātiki Local Board on the newly renovated Beach Haven clinic and the work Plunket is doing in the Kaipātiki area.

Recommendation/s That the Kaipātiki Local Board: a) receive the deputation from Raelene Fraser of Plunket Kaipātiki. b) thank Raelene Fraser and Plunket Kaipātiki for their attendance and presentation.

9 Public Forum
A period of time (approximately 30 minutes) is set aside for members of the public to address the meeting on matters within its delegated authority. A maximum of 3 minutes per item is allowed, following which there may be questions from members.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but
(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Partnering Agreement – Birkdale Beach Haven Community Project

Executive Summary
1. A partnering agreement between the Kaipātiki Local Board and the Birkdale Beach Haven Community Project has been developed to facilitate the management of Opaketai Beach Haven garden.
2. The partnering agreement was considered and adopted by the board at its meeting in December 2015.
3. The agreement will be formally signed at the meeting by Stephen Chmiel (Chair of the Birkdale Beach Haven Community Project), Lisbeth Alley (Chair of the Beach Haven Placemaking Group) and Kay McIntyre on behalf of the board.
