8 Deputations
Purpose 1. Dr Mels Barton from New Zealand Association for Environmental Education (NZAEE) and Camden Howitt from Sustainable Coastlines will be in attendance to present and request support from the forum for Seaweek 2017. Executive Summary 2. Seaweek is New Zealand’s annual national week about the sea. Hosted by NZAEE and it focuses on learning from the sea. 3. For Seaweek 2016 and 2017, NZAEE will be working closely with Sustainable Coastlines to target the Manukau Harbour. This will involve a large public clean-up (this year on 5 March 2016) plus low decile schools in the local area will receive educational presentations about plastic pollution and travel to local beaches to do clean-ups during the week. There are other Seaweek events planned across the Auckland region and some individual Local Boards are offering sponsorship for specific events in 2016. |
Recommendation That the Manukau Harbour Forum: a) Receives the presentation from Dr Mels Barton from New Zealand Association for Environmental Education (NZAEE) and Camden Howitt from Sustainable Coastlines and thanks them for the presentation. |
9 Public Forum
Purpose 1. Ryan Anderson will be in attendance to speak about his research project to understand the health and water quality of the Auckland Harbour at a depth of around 5m and the surface and to analyse if there is a difference in the water quality at a depth. He will also speak on benefits of kayaking and water safety. |
Recommendation That the Manukau Harbour Forum: a) Receives the presentation from Ryan Anderson and thanks him for the presentation.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”
Section 46A(7A) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and
(ii) the presiding member explains at the beginning of the meeting, at a time when it is open to the public, that the item will be discussed at the meeting; but

2016/2017 Manukau Harbour Forum Work Programme

Purpose
1. To request that the Manukau Harbour Forum (the Forum) endorse year 3 of the Forum work programme, and agree to ask member boards to set aside a contribution of $8,000 in their 2016/2017 budgets to support implementation of the work programme.
Executive Summary
2. The Forum approved a three year work programme at its meeting in 14 July 2014 (resolution number (resolution number MHFJC/2014/12). The programme consists of the following individual projects;
· Communication and Activation Plan;
· Flagship Sites programme to profile industries ; and
· Manukau Harbour Forum symposium.
3. This report asks that the Forum endorse the final year of the Manukau Harbour Forum work programme, and agrees to request member boards allocate funding of $8,000 to support the work programme in their 2016/2017 locally driven initiatives budget line.
That the Manukau Harbour Forum: a) Notes that year three of the Manukau Harbour Forum work programme is focussed on continuing to increase engagement of businesses, industry, and residents with the Manukau Harbour. b) Agrees to request member boards to allocate $8,000 from their 2016/2017 locally driven initiatives budget line to support the work programme. c) Notes that the proposed contribution of $8,000 from each member board is less than proposed in the agreed three year work programme. |
Comments
4. It is recommended that there be only minor changes to the projects agreed in the three year work programme for delivery in 2016/2017. However, in light of changes to the scope of the communications workstream, the estimated cost of implementing year three of the work programme is less than initially indicated in 2014.
5. The current work programme is focused on engaging people in a conversation about the Manukau Harbour, particularly encouraging Aucklanders to recognise it as an environmental, social, and economic taonga. Table one below notes the key objectives of the work programme, and provides an indicative cost for each workstream.

6. As the total cost of implementing the work programme is $72,000, individual member boards are requested to set aside $8,000 in their 2016/2017 locally driven initiatives budget for this purpose.
Other Issues
7. The development of the hydrodynamic modelling may require financial support from member boards. It is anticipated that the initial scoping work will be completed in March 2016.
8. Advocacy for the modelling work has been a core component of the Forum’s role in negotiating for increased regional recognition of the harbour in Auckland Council work programmes.

9. This work programme was endorsed by member boards in 2014. All nine member boards reference the Forum in their local board plans. Subject to resolutions of the Forum at its February 2016 meeting, member boards will be asked to vote funding of $8,000 from their individual budgets to support the work programme.
10. A number of member boards also sponsor projects supporting the goals and objectives of the Forum through their own environment work programmes.
Māori impact statement
11. No specific consultation with Maori was undertaken for the purposes of this report.
12. Feedback and input from mana whenua on the entire three year strategic work programme was sought at a hui in November 2014. In 2015, the Forum has agreed to host three hui with iwi per year, and it is expected that there will be opportunities at those hui for iwi to provide input into the development of the next three year work programme.
Implementation
13. This report, and associated resolutions, will be circulated to member boards for inclusion on the agenda of their next business meeting.
14. Delivery of the work programme will be managed by staff in the Environmental Services Unit. A full report back on the current year 2, 2015/2016 work programme, will be provided to the Forum after June 2016.
15. Subject to decision making post the local government elections in the latter half of 2016, the Forum will need to plan the next three year work programme. The proposed planning will include evaluating a number of options for greater investment (and associated revenue sources) in delivering improvements in the natural environment within the Manukau Harbour catchment.

Manukau Harbour Forum Work Programme update

Purpose
1. To provide an update on the 2015/2016 Manukau Harbour Forum (the Forum) work programme from December 2015 to end of January 2016.
Executive Summary
2. The Forum agreed its 2015/2016 work programme at its March 2015 meeting (resolution number MHFJC/2015/9). This was subsequently endorsed by member local boards at their meetings in April and May 2015. This report provides an update on that work programme for the Forum’s information.

3. At its meeting in March 2015, the Forum asked its member boards to support, and provide a funding contribution, towards a work programme consisting of a series of flagship sites events, the development of a communications plan, and a research hui. Table 1 below presents highlights from the work programme;

Flagship Sites Programme
4. The final flagship site event funded from the Forum’s 2014/2015 work programme was held at Owens Mainfreight on 26 November 2015. Engaging with the freight forwarding industry is particularly important as it has been identified as a sector where there is significant potential for industrial pollution of waterways.
5. A full report back on the flagship site programme will be provided at the first workshop in 2016 together with an update on the 2015/2016 programme. Potential sites for the programme this year will be presented to the Forum at the February workshop.
Communications Plan
6. A number of actions were completed as part of the Forum’s communication plan. This includes;
· Completion of the ‘Your guide to the Manukau Harbour’ information brochure following feedback from Forum members
· Distribution of January 2016 newsletter with preparations commencing on the next issue scheduled for March 2016;
· Preparation of a story on the flagship sites programme for Our Auckland.
7. In addition, Forum-related content has been shared on social media, specifically inviting subscribers to receive the newsletter in the future.

9. A large aerial photo has been printed on signboard as the basis of an interactive game such as an eco-scavenger hunt, and two teardrop flags will also be created for the Forum to sit by a gazebo. Information will be collected from attendees interested in regular updates from the Forum, and the information brochure will be available for distribution.
10. Seaweek is also assisting with communicating information about the Manukau Harbour Forum to its members through social media.
Manukau Harbour Symposium
11. Procurement for the symposium will be complete by the end of February.
12. A marketing and communications plan for the upcoming symposium is suggested to include:
· A media release
· A four part series on the Manukau Harbour to be published in Our Auckland
· Social media content including promoted posts
· An electronic poster / sharable graphic on social media
· Use of the Manukau Harbour Messenger database
· Targeted media invitations to attend the event and/or be part of a special media briefing
Hydrodynamic Scoping Study
13. Input to the review has been provided by Watercare, New Zealand Transport Agency (NZTA), and the National Institute of Water and Atmospheric Research (NIWA), as well as other providers of hydrodynamic modelling services. A review of this information will be an undertaken by an expert on the field of oceanographic models.

Submission to the New Marine Protected Areas Act: Consultation Document

Purpose
1. To provide the Manukau Harbour Forum (the Forum) with an opportunity to discuss a possible submission to the Marine Protected Areas Act: Consultation Document.
Executive Summary
2. On 12 January 2016, the Government released a consultation document on the proposed new Marine Protected Areas Act, seeking submissions on by 11 March 2016.
3. The new Marine Protected Areas (MPA) framework aims to address a range of issues that have emerged in the 45 years since the ground-breaking Marine Reserves Act 1971 was enacted. The current Act enables establishment of ‘marine reserves’ for purposes of scientific study. In comparison, the proposed revision would broaden the scope to enable preservation and protection of marine biodiversity and aims to balance marine protection and maximising commercial, recreational and cultural opportunities. It would only apply across the Territorial Sea (Land out to 12 nautical miles offshore).
4. The new approach proposes four MPA categories: ‘marine reserves’, ‘species-specific sanctuaries’, ‘seabed reserves’, and ‘recreational fishing parks’. The main purpose of the first three types of MPA is to protect and preserve biodiversity, species and seabed habitats, while recreational fishing parks aim to enhance the enjoyment and value of recreational fishing.
5. This report provides an opportunity for the Forum to to discuss a possible submission to the Marine Protected Areas Act: Consultation Document.
That the Manukau Harbour Forum: a) Delegates to the Chair of the Forum the authority to make a formal submission on behalf of the Forum to the New Marine Protected Areas Act: Consultation Document, subject to further discussion with the Forum. b) Notes that individual local boards have also been invited to provide input into Auckland Council’s submission to the New Marine Protected Areas Act: Consultation Document. |
