10 Extraordinary Business

Council staff have been conducting research regarding the proposed Takanini Library/ Community Centre. The board are requesting that timeframes which have been agreed now be rescheduled, therefore wish to consider the item to ensure staff have adequate time for the work to be undertaken.

Resolution number PPK/2016/5 MOVED by Member DG Purdy, seconded by Deputy Chairperson MV Turner: That the Papakura Local Board consider an item of extraordinary business regarding the Takanini Library/Community Centre. The matter was not on the published agenda because it was not known about at that time. The reason for urgency is to ensure that staff can undertake the request from the board within the timeframes provided.

Resolution number PPK/2016/6 MOVED by Member B Catchpole, seconded by Member DG Purdy: a) That the Papakura Local Board receive the verbal report from Councillor Penrose regarding: - Ports of Auckland Study - Auckland Transport Project – productive meeting in Wellington with Central Government and representatives from Auckland Council. - City Rail Link – proposed government funding - Local Alcohol Policy – has been delayed due to bereavement - Security on Trains – Mayoral announcement shortly - Bus Interchange at Manukau – turning of the sod - Inorganic Rubbish Collections trial underway. Will be reviewed next year. - Artillery Drive Stormwater Project commencing shortly. - Takanini Train Station – requested board support to lobby for most suitable site - Disability Parking – critical to use enforcement to control this issue. - Mangroves – Conifer Grove – requested an update from the board - Parks Department – have new structure in place and are working towards better delivery. - Bylaws being worked on include: animal management, barbed wire fencing, set net fishing. - Encouraged the board members to push for progression of the Takanini Library/Community Hub. - Updated the board on the Unitary Plan process. - Informed the board that the Grading system of A, B, C and D would remain in the Food Bylaw. |

Consideration of New Community Leases – Council Owned Buildings - 294 Great South Road and 59R Wood Street, Papakura |

Resolution number PPK/2016/7 MOVED by Member KJ Winn, seconded by Member B Catchpole: That the Papakura Local Board: a) Approves a new community lease to Papakura Toy Library Incorporated for the Elizabeth Campbell Centre, 294 Great South Road, Papakura subject to the following conditions: i) Term – 5 years commencing 1 December 2015 with one 5-year right of renewal; ii) Rent - $1.00 (+GST) per annum, if requested; iii) An annual subsidised maintenance fee of $25.00 per square metre, per annum; iv) A Community Outcomes Plan, as approved, attached to the lease document; v) All other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines 2012. vi) Advertising will be required in terms of Section 73 (4) of the Reserves Act 1977 and local iwi consultation will be required in terms of Section 4 of the Conservation Act 1987. b) Approves a new community lease to SeniorNet Papakura Incorporated for the 59R Wood Street, Papakura, subject to the following conditions: i) Term – 5 years commencing 1 December 2015 with one 5-year right of renewal; ii) Rent - $1.00 (+GST) per annum, if requested; iii) An annual subsidised maintenance fee of $500.00 per annum; iv) A Community Outcomes Plan, as approved, attached to the lease document; v) All other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines 2012.

Drury Sports Complex and Karaka Reserve, Drury – Proposed Potable Water Supply Pipeline Construction. |

Resolution number PPK/2016/8 MOVED by Member DG Purdy, seconded by Deputy Chairperson MV Turner: That the Papakura Local Board: a) Endorse the granting of an easement over part of Drury Sports Complex (Allot 390 PSH OF Opaheke) and Karaka Reserve (Part Allot 34 Sec VI DP 35 Section 1 & Areas A & B shown on SO 65144 Blk VIII Drury SD), for a water supply pipeline as shown on the plan titled Bremner Road Development Proposed Watermain Route, reference P1 Issue:1, prepared by Mott MacDonald and dated 23 November 2015. b) Endorse the granting of the easement subject to: (i) Detailed design (including plans for the exact location of the line and manholes) to be approved by the Manager of Parks (South) prior to the pipe installation works. (ii) Conditions to control the construction effects and provide for reinstatement of the reserve lands to be specified by the Manager of Parks South. (iii) outcomes of the detailed design and conditions to control construction are reported back to the portfolio holders. |

Resolution number PPK/2016/15 MOVED by Deputy Chairperson MV Turner, seconded by Member KJ Winn: That the Papakura Local Board: a) endorses Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of part of 146-152 Great South Road, Papakura comprised of a stratum in freehold estate comprising approximately 4,680m2 more or less being Unit H and a 1/9 share in Accessory Unit 1 and a half share in Accessary Unit 2 Deposited Plan 163462 contained in certificate of title NA98C/385; i. subject to the retention of public car-parking provision within the property.
b) endorses Panuku Development Auckland’s recommendation to the Finance and Performance Committee to dispose of 78A Great South Road, Papakura comprised of an estate in fee simple comprising approximately 610m2 more or less being Lot 1 Deposited Plan 196746 contained in certificate of title NA124C/676; i. subject to a right of way easement along the line of the proposed storm water truck pipeline, in order to safeguard a potential greenways link to Papakura town centre.

Resolution number PPK/2016/26 MOVED by Member B Catchpole, seconded by Member DG Purdy: That the Papakura Local Board: a) exclude the public from the following part(s) of the proceedings of this meeting. b) agree that Councillor Calum Penrose be permitted to remain for Confidential Item C1, Special Housing Areas: Tranche 10 after the public has been excluded, because of their knowledge of the local area, which will help the Papakura Local Board in its decision-making.
