Members were reminded of the need to be vigilant to stand aside from decision making when a conflict arises between their role as a member and any private or other external interest they might have.

8.2

Sustaining Our Streams Whau Project

 

Melissa Hastings and Pamela Gill from EcoMatters Trust made a presentation introducing ‘Sustaining Our Streams Whau’ project and requesting board’s support for the placement of murals on bridges at Bolton Street, Portage Road and on a fence at the end of McWhirter.  The murals are being produced by Blockhouse Bay Intermediate students in partnership with EcoMatter's Sustaining Our Streams Whau Project.

A copy of presentation has been placed on file copy of minutes and can be viewed on Auckland Council website.

Whau Local Board Chairperson - Catherine Farmer's report

 

Resolution number WH/2016/4

MOVED by Chairperson CM Farmer, seconded by Member A Chand:  

That the Whau Local Board:

a)      receive Whau Local Board Chairperson Catherine Farmer’s report.

b)      request that the Auckland Council General Manager Resource Consents, Ian Smallburn ensures notification to the Whau local board of any resource consent application to remove, prune, or work within the dripline of scheduled trees in the Whau local board area.

Introducing an alcohol ban on Alan Wood Reserve and Heron Park

 

Deputy chair Susan Zhu joined the meeting at 7.10pm

MOVED by Deputy Chairperson S Zhu, seconded by Member A Chand:  

That the Whau Local Board:

a)      make a 7.00pm - 7.00am, 7 day a week alcohol ban pursuant to the Auckland Council Alcohol Control Bylaw 2014 on that part of Alan Wood Reserve that lies in the Whau Local Board area and as shown in Attachment A.

b)      make a 7.00pm - 7.00am, 7 day a week alcohol ban pursuant to the Auckland Council Alcohol Control Bylaw 2014 on that part of Heron Park that lies in the Whau Local Board area and as shown in Attachment A.

c)      confirm that the decision in (a) is in accordance with relevant requirements of the Local Government Act 2002 and Auckland Council Alcohol Control Bylaw 2014.

Change of dates for the Whau Local Board Grants Programme 2015/16

 

Resolution number WH/2016/7

MOVED by Member R Manukia-Schaumkel, seconded by Member A Chand:  

That the Whau Local Board:

a)      agree to bring forward the activation dates of Round Two Local Grants and Round Five Quick Response of the Whau Local Board Community Grants Programme 2015/2016  to open 1 April 2016 and close 29 April 2016.

b)      note that Neighbours Day occurs in March and to accommodate activities delegates the Whau Strategic Broker Pepe Sapolu-Rewiti in consultation with the Whau Chair Catherine Farmer, and Community Development portfolio Ruby Manukia-Schaumkel to approve grants of up to $250 per applicant from a funding envelope of $1500.

c)      will make decisions on the grant applications received at the 15 June 2016 business meeting.

New community lease to EcoMatters Environment Trust, 6 Olympic Place, New Lynn

 

Resolution number WH/2016/8

MOVED by Member R Manukia-Schaumkel, seconded by Member SPT Matafai:  

That the Whau Local Board:

a)      approve a new community lease under Section 73 (3) of the Reserves Act 1977 to EcoMatters Environment Trust for part of Olympic Park, 6 Olympic Place, New Lynn (Attachment A) subject to one months’ public notification, and with no objection, on the following terms and conditions:

i)       Term – 10 years commencing 1 December 2014 with one 10-year right of renewal;

ii)      Rent - $1.00 plus GST per annum if requested;

iii)     EcoMatters Environment Trust Community Outcomes Plan as approved be attached to the community lease document (Attachment B)

b)      approve all other terms and conditions in accordance with the Reserves Act 1977 and the Auckland Council Community Occupancy Guidelines July 2012.

That the Whau Local Board:

a)      exclude the public from the following part(s) of the proceedings of this meeting.

The general subject of each matter to be considered while the public is excluded, the reason for passing this resolution in relation to each matter, and the specific grounds under section 48(1) of the Local Government Official Information and Meetings Act 1987 for the passing of this resolution follows.

This resolution is made in reliance on section 48(1)(a) of the Local Government Official Information and Meetings Act 1987 and the particular interest or interests protected by section 6 or section 7 of that Act which would be prejudiced by the holding of the whole or relevant part of the proceedings of the meeting in public, as follows:
