4          Extraordinary Business

4.1

Extraordinary Business - Youth Advisory Panel views on the Proposed Auckland Unitary Plan

Resolution number YOU/2016/3 MOVED by Chairperson F Apulu, seconded by Member A Zhou: That the Youth Advisory Panel: a) consider an extraordinary item regarding the Proposed Auckland Unitary Plan at Item 11.1. i) the reason the matter was not on the agenda is that the Extraordinary Governing Body meeting on Wednesday 24 February 2016 was confirmed after the Youth Advisory Panel 22 February 2016 agenda had been compiled; ii) the reason for urgency being that the Extraordinary Governing Body meeting is to be held on Wednesday 24 February 2016. CARRIED

5	Panel Membership - Franklin
	Resolution number YOU/2016/4 MOVED by Chairperson F Apulu, seconded by Member M Valgre: That the Youth Advisory Panel: a)      note the co-option of Caryn Strang as the representative for Franklin until the end of the current electoral term. b)      note that a copy of this report has been forwarded to the Mayor. CARRIED

6	Youth representation on the Auckland Diwali Festival Community Engagement Group
	Note:   Changes to the original motion were incorporated with the addition of recommendation c).
	Resolution number YOU/2016/5 MOVED by Chairperson F Apulu, seconded by Member M Greive: That the Youth Advisory Panel: a)      thank David Rutland, Senior Feasibility Advisor, Auckland Tourism, Events and Economic Development, for his update. b)      suggest individuals who might be interested in representing the youth of Auckland’s Indian communities on the Auckland Diwali Festival community engagement group, or appropriate organisations from which such a representative might be drawn. c) forward further information regarding the Auckland Diwali Festival Community Engagement Group on to local youth groups. CARRIED

7	Feedback on the Draft Civil Defence and Emergency Management Group Plan 2016-2021
	Note:   Changes to the original motion were incorporated with the addition of recommendation b).
	Resolution number YOU/2016/6 MOVED by Chairperson F Apulu, seconded by Deputy Chairperson A Johnston: That the Youth Advisory Panel: a)      provide formal feedback on the draft Civil Defence and Emergency Management Group Plan 2016-2021 at the 4 April 2016 Youth Advisory Panel meeting. b)      thank Kiri Maxwell for her presentation. CARRIED

8	Te Ohu Mana Rangatahi Update and Community Summit Update
	Resolution number YOU/2016/7 MOVED by Member M Valgre, seconded by Member S Cox: That the Youth Advisory Panel: a)      receive the update on Te Ohu Mana Rangatahi. b)      approve the community summit plan. c)      delegate authority to finalise a run-sheet for the community summit to the Community Summit Working Party. CARRIED

9	Working Party and Sub-committee Updates
	Resolution number YOU/2016/8 MOVED by Chairperson F Apulu, seconded by Member L Chin: That the Youth Advisory Panel: a)      thank the working party and sub-committee leads for their updates. b)      forward sub-committee and working party updates for the attention of respective local youth voice mechanisms. c)      appoint new members to working parties. CARRIED

10	Updates from Youth Advisory Panel Members
	A document was tabled at the meeting. A copy has been placed on the official minutes and is available on the Auckland Council website as a minutes attachment.
	Member A Kapeli-Sua left the meeting at 7.44 pm.

11.1	Extraordinary Item - Youth Advisory Panel views on the Proposed Auckland Unitary Plan
	Member A Kapeli-Sua returned to the meeting at 7.46 pm.
	Resolution number YOU/2016/10 MOVED by Member A Kapeli-Sua, seconded by Member L Chin: That the Youth Advisory Panel: a) provide views on the Proposed Auckland Unitary Plan b) delegate the responsibility of consolidating the Youth Advisory Panel views into a PowerPoint presentation to Chairperson F Apulu, Deputy Chairperson A Johnston and relevant staff c) endorse Chairperson F Apulu and Deputy Chairperson A Johnston to present on behalf of the Youth Advisory Panel to the Governing Body on Wednesday 24 February 2016. CARRIED
