8 Deputations
Standing Order 3.20 provides for deputations. Those applying for deputations are required to give seven working days notice of subject matter and applications are approved by the Chairperson of the Hibiscus and Bays Facilities and Reserves Committee. This means that details relating to deputations can be included in the published agenda. Total speaking time per deputation is ten minutes or as resolved by the meeting.

10 Extraordinary Business
Section 46A(7) of the Local Government Official Information and Meetings Act 1987 (as amended) states:
“An item that is not on the agenda for a meeting may be dealt with at that meeting if-
(a) The local authority by resolution so decides; and
(b) The presiding member explains at the meeting, at a time when it is open to the public,-
(i) The reason why the item is not on the agenda; and
(ii) The reason why the discussion of the item cannot be delayed until a subsequent meeting.”

“Where an item is not on the agenda for a meeting,-
(a) That item may be discussed at that meeting if-
(i) That item is a minor matter relating to the general business of the local authority; and

(b) no resolution, decision or recommendation may be made in respect of that item except to refer that item to a subsequent meeting of the local authority for further discussion.”

Purpose
1. To seek approval for the proposed location and design of the Metro Park East Walkway.
Executive Summary
2. Metro Park East forms a key component of Te Ara Tahuna, the Orewa Estuary walkway that links the open space provisions in Silverdale North with those in Orewa. The park is one of a number of parks located adjacent to the Orewa Estuary and also provides key linkages to the Silverdale North greenways and Metro Park West.
3. The Metro Park East Reserve Management Plan advocates for the development of a walkway and cycleway to complete the circuit around Orewa Estuary accommodating pedestrian and cycle access, a fitness trail and areas for passive recreation that provide access to the water.
That the Hibiscus and Bays Facilities and Reserves Committee: a) approve the location and design of the Metro Park East Walkway. b) approve the development of the primary walkway around the storm water pond to be completed first if the tender process doesn’t allow for the cost of constructing the entire walkway as shown in Attachment 1.

Comments
4. On Friday, 4 December 2015 members of the Hibiscus and Bays Facilities and Reserves Committee and parks officers met on site to walk over and agree on the location for the Metro Park East walkway which then formed the scope for the design.
5. On 12 February 2016 this design was workshopped with the Facilities and Reserves Committee where it was agreed that if the tender process doesn’t allow for the cost of constructing the entire walkway then the primary walkway around the stormwater pond would be completed first as shown in Attachment 1.
6. This report seeks approval from the Hibiscus and Bays Facilities and Reserves Committee on the proposed location and design for the Metro Park East walkway so that the consenting and tendering process can begin in the current financial year 2015/2016 with physical works beginning October 2017.

Local Board views and implications
7. The proposed location and design for the Metro Park East Walkway is based on feedback received from the Hibiscus and Bays Facilities and Reserves Committee. This report seeks the endorsement of the Hibiscus and Bays Facilities and Reserves Committee.
Māori impact statement
8. The proposed Metro Park East walkway project has been consulted on with iwi and cultural assessment reports are being prepared in response to feedback received.
Implementation
9. It is anticipated that the Metro Park East Walkway will be constructed under a single contract and physical works will commence in October 2017 once consents are granted.
