New Zealand Police

 

Area Commander Chris De Wattingar gave the board an overview of the following:

-       The homicide that had occurred at the Papakura Railway Station

-       Incorrect statistics quoted in media for Takanini

-       The robbery and threatening behaviour experienced by the Redhill Dairy owners.

-       Trend of younger females involved in crime.

-

That the Papakura Local Board thank Area Commander Chris De Wattingar, New Zealand police for his presentation.

9.2

Public Forum - Safety Concerns at Wood Street

 

Mr Garry Burton and Mr Bernie Morey gave a presentation to the board concerning safety concerns on Wood Street, Papakura.  They requested that a raised pedestrian crossing be installed on Wood Street as they were concerned that there would be a fatality if speeds are not reduced in this area.  There was also a supermarket development on the road and this would increase the number of turning vehicles on the road, which coupled with the speed was an accident waiting to happen.

9.3

Public Forum - Arimu Road Speed Tables

 

Ms Koppens, Ms Aimsworth and Mr Ross made a presentation to the board concerning speed issues on Arimu Road and requested speed tables be installed.  Their concerns were for younger children as there was both a kindergarten and school on the road.  They also experienced traffic congestion when events were held at the sportsfield, as vehicles were parked both sides of the road and with the speed motorists were travelling this was a real concern.  They requested that the speed limit be reduced from 50kph to 30 kph in this area and be considered for all of Auckland.

Papakura Youth Council

 

Nirvarna Harris (Chair – Papakura Youth Council) and Tony Sua (Deputy Chair – Papakura Youth Council) made a presentation to the board outlining the following:

-       Youth council submission to the Unitary Plan

-       Provided feedback on the Takanini youth space proposal

-       Provided feedback on the Papakura Local Board Scholarship Scheme

-       Provided feedback on the Annual Plan

-       Had taken part in events such as the one held by Positive Papakura

-       Had three events planned for youth week including a workshop

-       Holding a morning tea with Papakura businesses and school prefects

a)      That the Papakura Local Board receive the verbal report from Councillor Sir John Walker regarding:

          - Have Your Say Events – disappointed with the numbers in attendance

          - Unitary Plan – voted against it on 24 February 2016       

          - Supported the idea of a new stadium for Auckland

          - Field of Dreams event held with over 300 children attending.

New Community Lease for 11A Opaheke Road, Papakura to Papakura Pipe Band Incorporated

 

Resolution number PPK/2016/35

MOVED by Member DG Purdy, seconded by Member S Britnell:  

That the Papakura Local Board:

a)      Rescinds Resolution Number PPK/2013/215.

b)      Grants a new community lease for the building known as the Watch House at 11A Opaheke Road, Papakura to the Papakura Pipe Band Incorporated on the terms and conditions set out below:

i)       Term: five years commencing 1 April 2016, with one five year right-of-renewal;

ii)      Rent: $1.00 (+ GST) per annum, if demanded;

iii)     Maintenance Fee: $500 (+ GST) per annum;

iv)     A Community Outcomes Plan as approved and attached to the lease document (Attachment B);

c)      All other terms and conditions in accordance with the Local Government Act 2002 and the Auckland Council Community Occupancy Guidelines 2012.

Papakura Youth Scholarship Scheme

That the Papakura Local Board:

a)      Adopt the Papakura youth scholarship scheme attached as Attachment A for implementation 2015/2016.

b)      Workshop scholarship applications on 1 June 2016 for board resolution at the 15 June 2016 business meeting.

c)      Invite the Chair and the Deputy Chair  of the Papakura Youth Council to participate in the 1 June 2016 workshop reviewing  applications.

d)      Approves the 2016/2017 Papakura youth scholarship scheme to open for applications in October 2016, conclude with decisions in December 2016 and to process payments in January 2017.

That the Papakura Local Board does not nominate any members to attend the Local Government New Zealand 2016 Annual General Meeting and Conference from Sunday 24 July 2016 to Tuesday 26 July 2016.

The motion was put to the vote and was declared EQUAL with three votes for and three votes against.

The Chairperson exercised his casting vote for so the motion was CARRIED
